List of houses that left the program. A list of houses included in the renovation program has been published. What should migrants expect?

29.11.2023

At a meeting of the Presidium of the Moscow Government, the list of houses included in the program was finally approved. “Previously, we approved the main list of addresses, identified starting houses, and began their construction. But at the same time, we continued to receive protocols from residents, which we considered additionally,” said the mayor of the capital, Sergei Sobyanin, opening the meeting of the presidium.

After all the adjustments, 37 more houses were added to the renovation program, and residents of 22 houses were refused - in their protocols general meetings owners were found to have various violations. Another 4 houses left the program by a majority vote of residents.

The final list included 5,177 houses. And no more addresses will be added to the renovation program. But the list may get shorter. As the head of the urban planning policy department, Sergei Levkin, noted, this is allowed to be done at any stage of the program. The main thing is to make a decision before concluding the first contract for the provision of new housing, that is, before the actual relocation of each specific house begins.

The greatest number of those wishing to additionally get into the renovation program was in the Central District - 11 houses were added there, the TiNAO added eight addresses to the initial list, and the Eastern District - seven.

Let us remind you that the first 210 launch sites in 75 districts of the city and the addresses from where Muscovites will be resettled have already been made public. The authorities decided to approach the project on a grand scale and start the program in different areas at the same time. The construction of houses on the first sites will make it possible to resettle 119.5 thousand Muscovites from 568 old five-story buildings. And the main point when selecting sites was proximity to five-story blocks, so as not to settle people far from their usual places.

The 210 sites already selected are divided into two lists. The first has 59 houses - they should be designed, built and occupied in 2017-19. It is noteworthy that 12 of them are already ready and are now preparing to receive the first new residents - they are doing comfort-class renovations and landscaping the courtyards. The second list contains 151 addresses - new buildings will appear there and will be occupied in the period 2020-21.

In addition, the government presidium approved changes to regional program overhaul of apartment buildings. Of this, 5,110 houses are included in the renovation program. And the remaining 67 houses did not even have to be excluded; they initially did not meet the program requirements overhaul apartment buildings were not included in it.

“All owners of premises in houses included in the renovation program were exempted from paying contributions for major repairs as early as August 1 - immediately from the date of approval of the program itself,” noted Deputy Mayor of Moscow for Housing and Communal Services and Landscaping Pyotr Biryukov. At the same time, Biryukov noted, the city retains obligations to maintain the houses involved in renovation in proper condition. Will be held here current repairs and others necessary work until the last residents leave the houses.

MOSCOW, August 1. /TASS/. The Moscow authorities have included a little more than 5 thousand houses in the renovation program, the head of the capital Sergei Sobyanin said on Tuesday at a meeting of the presidium at the city hall.

About the list of houses for renovation

At the beginning of March 2017, a bill regulating the renovation procedure was submitted to the State Duma. On June 14, the document was adopted in the third reading. On July 1, 2017, Russian President Vladimir Putin signed amendments to the law “On the status of the capital Russian Federation", approving the renovation program housing stock Moscow.

The preliminary list included houses of the first period of industrial housing construction and similar characteristics of structural elements. apartment buildings, whose residents supported the inclusion of their home in the renovation program by voting in the electronic system" Active Citizen" and public service centers "My Documents", or at a general meeting of premises owners.

The preliminary list included 4,546 houses. Over 460 decided to withdraw from the renovation program. In 2,312 houses, more than 90% of residents voted in favor, in 1,160 houses - from 80% to 90%, in 600 houses, from two-thirds to 80% of residents voted in favor.

Thus, 4,062 houses were included in the renovation program based on voting results in the “My Documents” public service centers and in the “Active Citizen” system. In 1,082 houses, residents held general meetings of premises owners before July 1, at which they decided to participate in the renovation program.

It was assumed that until July 15, meetings of homeowners would be held, which could influence the inclusion or exclusion of a house from the list. However, after the law came into force on July 1, the Moscow City Hall was unable to take into account the minutes of general building meetings of homeowners that were held after this date.

As a result, the program included a total of 5,144 houses with a total area of about 16 million square meters. m. These buildings contain over 350 thousand apartments and are home to about 1 million Muscovites.

The largest number of houses included in the renovation program is located in the Eastern Administrative District (1055 houses), the smallest is in Zelenograd (34 houses).

However, even this list of houses included in the renovation program is not exhaustive today, according to the mayor’s office.

In a number of houses, decisions of general meetings of premises owners on participation in the program were appealed in court. If the court finds that these decisions were made in compliance with the requirements of the law, the Moscow government will consider the issue of including these houses in the renovation program, the Moscow government explained.

In the period from May 15, 2017, for a month, residents of five-story buildings were given the opportunity to vote “for” or “against” the demolition of the Khrushchev buildings in which they had lived for many years. More than 90% of residents voted for the destruction of old housing and relocation to specially erected new buildings, but there were also opponents of the renovation. 159 objects are houses excluded from the renovation program based on voting results. Although there are very few of them, they are found in all densely populated microdistricts of Moscow.

All listed objects refer to typical buildings of Stalinist construction, which have gone through several major renovations. It was the presence of repairs that became the reason why the residents decided to refuse demolition. You can find the detailed location of buildings on the map, as well as exact addresses, on the official website of the city administration.

Adoption of the law, its purpose and objectives

There was an updated law on the reconstruction of old housing complexes in Moscow. According to it, the approved lists of five-story residential buildings being demolished cannot be changed. It is not possible to remove or include additional houses after voting. Despite this, this list has been subject to changes more than once due to re-voting by residents.

What is the essence and features of the program:

  1. According to the list of launching sites for the construction of new residential complexes published on September 26, Moscow residents living in demolished buildings will be relocated to them in mandatory. Or they can receive monetary compensation for lost housing if they are not satisfied;
  2. After the first wave of resettlement, the empty five-story buildings will be demolished, and modern ones will be built on the cleared land. residential complexes where the participants will move.

House areas excluded from the program list will not be destroyed. WITH detailed information You can learn about the plan on the official Internet resource of the Moscow City Hall mos.ru (website mos.ru) or by calling the telephone number of your district administration.

How were participating houses determined?

Was reviewed and approved in July 2017. According to the bill, housing that met two criteria had to be destroyed:

  • Bad tech. condition of supporting structures;
  • During the survey, it received 67% or more votes from residents who agreed to demolition and relocation to nearby areas of Moscow.

The proposed list of houses initially included more than 6,000 objects; the voting led to the final formation of a list consisting of 5,177 five-story and other low-rise buildings that were in poor technical condition. City authorities were forced to exclude from the list those Khrushchev buildings where the percentage of those voting “for” was less than 67%. Also, the list could not include low-rise buildings, the people living in which did not show up to vote at all (a total of 7 “silent buildings”).

Which areas will not take part in the renovation?

The survey on the desire to take part in the plan for updating the capital’s housing stock was carried out both remotely and in person at the voting point. After it, 40 Old Moscow districts were completely deleted from the project. Also, this list does not include facilities that comply with safety regulations for the people living in them, or buildings of unbearable series that are subject to reconstruction.

  • Khamovniki, Arbatsky, Zamoskvorechensky, Meshchansky, Tver districts in the Central Administrative Capital District (the launch sites are located in some of them);

The renovation program is the largest development project state project Moscow authorities. It spread to all metropolitan districts, from Eastern to Zelenograd. In total, the program included more than 5,000 apartment buildings. All of them belong to the first period of industrial housing construction. Most of these buildings are in dilapidated condition, so the Moscow administration decided to correct the situation. Thanks to the renovation program, over a million residents of the capital will receive new comfortable apartments. Experts valued the project at 3 trillion rubles. At the same time, the main burden falls on the Moscow budget.

The announcement of the demolition of houses in dilapidated and disrepair caused a powerful barrage of criticism from opponents of renovation. Among them were not only apartment owners, but also lawyers, deputies, representatives social movements. They called the renovation program a tool for taking away property in prestigious areas of Moscow.

At the same time, homeowners in houses located on the outskirts of the capital actively expressed their desire to participate in the resettlement program. Due to such a range of opinions, rallies were held in the capital both in support of the project and in favor of its cancellation. The result of the debate was. It took place from May fifteenth to June fifteenth, 2017.

Project development prospects

Demolition of houses will begin from the outskirts. The capital's urban planning and land commission has already approved 2 objects where housing will be built for owners of apartments in Khrushchev-era buildings. One is located in South Tushino, the other in Solntsevo. The Moscow administration has about 300 plots of land where houses can be built for displaced people. Residents of the districts who overwhelmingly voted for the demolition of buildings belonging to the old stock will be the first to move into the new apartments. The Moscow administration noted that. Many people consider this scheme to be extremely effective.

The survey of owners and tenants of apartments located in dilapidated buildings was completed in mid-June. Owners of real estate in Khrushchev-era buildings were able to express their opinion regarding the demolition of their houses and obtaining new housing. There were quite a lot of opponents of the renovation. Legislators provided for this situation by giving residents the opportunity to exit the program at any time.

The only condition is that you can refuse to participate in the project before the first contract for the provision of new housing is approved.

According to the voting results, about five hundred houses refused to participate in the renovation program. Their residents are against moving to new buildings. The list of houses that left the renovation program was published by the headquarters for monitoring the implementation of the program. According to experts, the main reasons that influenced the decision of homeowners were the structural characteristics of the buildings.

A large proportion of houses that refused renovation are brick. At the same time, the owners of housing that fell under state program resettlement, you don’t have to worry that their decision cannot be reversed. Considering quite long terms implementation of the project, they will have the opportunity to reconsider their decision. The implementation of the program is designed for fifteen years, so homeowners in Khrushchev-era buildings have time for a final verdict. The capital's mayor emphasized that people still have the opportunity to protect their personal property and they can easily refuse renovation.

Where can I find out the results?

The addresses of houses that left the renovation program are indicated in the documents of the headquarters monitoring the implementation of the project. There you can see information on each building and apartment, but so far the information is incomplete. Materials on how many houses have left the renovation program are current as of 06/13/3017.

According to the law, the personal data of voters is hidden from prying eyes. Full list houses released from the renovation program will be published later. But those interested can familiarize themselves with the voting results on the mos.ru website. There is separate public information related to houses that came out of the renovation program. It can be easily found using the search.

Output Features

The mechanism for refusing to participate in the renovation program is simple. In order to get out of it, the homeowners in the house intended for relocation only need to get together, express an opinion against the move and officially document it. In this case, it is necessary to collect only one third of the votes with a margin of one position. Approved documents must be handed over to municipal employees. After the issue is considered, the house is excluded from the list of participants in the renovation program.

The fundamental thing is that the city administration did not interfere with the expression of the opinion of Muscovites at any stage. At hearings held in the State Duma and the capital's Public Chamber, priority was given, first of all, to the antagonists of renovation. Thanks largely to this, legislators were able to eliminate the defects of the previously proposed federal project. They made dozens of amendments to it, making it effective for potential migrants. The adjusted laws came to protect the property rights of Muscovites who wish to participate in the renovation program.

The president of the country spoke about the importance of freedom in the right to make decisions. He noted that there are objects where residents do not want to move. Therefore, they cannot be forced to participate in the process. Apartment owners should know how to exit the renovation program without losses.

Reasons forcing Muscovites to refuse renovation

Factors forcing residents dilapidated houses not participating in the resettlement program, a lot. These include:

  • Reluctance to change place of residence;
  • Established lifestyle;
  • Fear that new apartment will not be of high quality.

Not all Muscovites willingly agree to resettlement. Therefore, the list of houses that came out of the renovation program is quite extensive. The position of the Moscow administration in this regard is loyal. The mayor has repeatedly stated publicly that entering the renovation program is much more difficult than exiting it. Owners of apartments in five-story buildings have a lot of time to think about their decision. Even if the residents voted for relocation, they have a chance to refuse to sign the contract and stay in the old house. The reasons for this may be different - from doubts about the quality of the new housing to reluctance to move to another place.

The capital's mayor claims that not a single tenant will be forcibly evicted from the Khrushchev building. Moreover, he is confident of active support for the renovation program. The reason for this optimism is the favorable conditions offered to project participants. According to the mayor, displaced people will receive many benefits. Their apartments will be 23-35 percent more expensive than old housing market value. Also, resettlers have the opportunity to apply for real estate in the same area with comfort-class finishing. They are provided with a preferential mortgage and the opportunity to take advantage of monetary compensation instead of issuing new housing. But so far these optimistic statements have not been confirmed by anything. The first settlers will have to find out how the renovation program will work.

Experts are rather cool about the city hall’s promises to provide residents of Khrushchevka with comfortable housing in a comfortable place. According to experts, owners of old apartments in the city center have high chances be resettled outside the Moscow Ring Road. And on the site of houses destined for demolition, skyscrapers may well rise, which are an attractive object for investment.

Here we must take into account the fact that the number of houses subject to demolition in the historical part of Moscow is small. For example, in Zamoskvorechye only one building falls under the renovation program. The same applies to Arbat and Khamovniki. The main object of the program is Kuzminki. In this area, 284 houses are being prepared for demolition. Layout projects for new buildings will take two years to develop. Once the locations for housing for the displaced have been determined, construction of “starter houses” will begin. The program organizers plan to designate neighborhoods for the construction of new apartments by October 1 of this year.

Where to find the latest information on renovation

To help the displaced, a public headquarters has been created to monitor the stages of the project. Here, citizens who want to get acquainted with aspects of the renovation program can get answers to all their pressing questions. Headquarters staff introduces visitors to legal features procedures and assist them in interaction with prefectures. They explain to apartment owners how to hold tenant meetings to participate in or opt out of the renovation program. The headquarters holds consultations on problematic voting situations. The organization provides assistance to potential resettlers in the area of cooperation with municipal authorities. Several hundred citizens have already received legal support. The headquarters holds regular meetings, advising residents on legislative issues. You can contact the organization's staff by phone or email. The headquarters website publishes current news related to the field of renovation. Urgent questions can be directed to hotline. Personal reception of citizens is carried out at the organization’s office from ten to sixteen hours on Thursdays. You must have your passport with you. You must first make an appointment.

Prospects for houses released from the renovation program

The main opponents of the resettlement were residents of five-story buildings located in Moskvorechye-Saburovo and Izmailovo. Here, up to 53% of houses refused to participate in the renovation program. According to the Moscow administration, their residents are not in danger. Moreover, the houses will be completely renovated. True, in this case, difficulties will certainly arise with the restoration of foundations and utility networks. Regarding the overhaul of facades and putting them in order appearance dilapidated houses will not cause serious problems. Based on recent surveys, the deputy mayor noted that the majority of residents of old buildings responded positively to the renovation. And the results of the previous program for the demolition of five-story buildings allow us to say that the project will work. The government was able to find mutually acceptable options to provide the displaced with comfortable housing. The judges received isolated complaints from people dissatisfied with the proposed alternatives. In all other situations, agreement was achieved through mutually beneficial compromises.

Residents of 159 houses in Moscow voted against inclusion in the renovation program, Vedomosti writes, citing data from the chairman of the Moscow Public Chamber, Konstantin Remchukov. A significant part of the list is brick houses Stalinist buildings, many after renovation. Full list houses published on the website of the public headquarters for monitoring the renovation program.

According to official estimates, from May 14 to June 7, owners and social tenants of 204.5 thousand apartments (60.5% of the total) expressed their attitude to the renovation program on the Active Citizen website and in the MFC. Of the 4.5 thousand houses participating in the vote, more than half of the apartments in 3.9 thousand houses (87.1%) voted. Residents of 4.1 thousand (90.5%) houses included in the voting lists voted to join the program, Vedomosti said in a note.

The majority of voters expressed a consolidated opinion, the Public Chamber notes. In only 268 buildings today, the votes of residents are divided: the number of apartments voting “for” ranges from 40 to 60%, which is not enough to support the program. At the same time, residents refuse to hold general meetings: during the entire voting period, the capital’s authorities received only 17 minutes of general meetings against the participation of the house in the renovation program. At the same time, the Public Headquarters received 256 minutes of meetings of residents of houses who were not included in the program, but would like to join it.

Let us recall that the preliminary list for demolition in Moscow included about 4.5 thousand houses in 85 districts of Old Moscow and six settlements of Troitsky and Novomoskovsky administrative districts(TiNAO). Voting for owners of apartments in five-story buildings from the preliminary list started on May 14 and will last until June 15, 2017. The decision to include a house in the demolition program must be made by a majority - at least 2/3 of the owners and social tenants of the premises must vote “for”. apartment building.
