In order to improve legal regulation in the field of accounting and financial reporting of organizations (except for credit institutions and public sector organizations) and in accordance with the Regulations on the Ministry of Finance of the Russian Federation, approved by Decree of the Government of the Russian Federation of June 30, 2004 N 329 ( Collection of legislation of the Russian Federation, 2004, art. 4908, art. 2270; 2006, art. 3569; 4900; 2007, art. 5491; art. 411; ; N 8, art. 973; art. 3212; art. 531; 1224), I order:

1. Approve the forms of the balance sheet and financial results statement in accordance with Appendix No. 1 to this Order.

2. Approve the following forms of appendices to the balance sheet and financial results statement in accordance with Appendix No. 2 to this Order:

a) the form of the statement of changes in capital;

b) cash flow statement form;

c) has become invalid.

2.1. Approve the form of the report on the intended use of funds in accordance with Appendix No. 2.1 to this order.

3. Establish that organizations independently determine the detail of indicators for the articles of reports provided for in paragraphs 1, 2 and 2.1 of this Order.

4. Establish that other appendices to the balance sheet, financial results statement, report on the intended use of funds (hereinafter - explanations):

a) are presented in tabular and (or) text form;

5. Establish that in the financial statements submitted to state statistics bodies and other executive authorities, after the column “Name of the indicator” there is a column “Code”. In the column "Code" the codes of indicators are indicated in accordance with Appendix No. 4 to this Order.

If the financial statements of certain categories of organizations that have the right to use simplified accounting methods, including simplified accounting (financial) statements, include aggregated indicators that include several indicators (without their detail), the line code is indicated by the indicator that has the greatest share as part of the aggregated indicator.

6. Establish that organizations that have the right to use simplified methods of accounting, including simplified accounting (financial) statements, prepare financial statements according to the following simplified system:

a) the balance sheet, financial performance report, and report on the intended use of funds include indicators only for groups of items (without detailing the indicators for items);

b) in the appendices to the balance sheet, statement of financial results, report on the intended use of funds, only the most important information is provided, without knowledge of which it is impossible to assess the financial position of the organization or the financial results of its activities.

Organizations that have the right to use simplified methods of accounting, including simplified accounting (financial) statements, can generate submitted financial statements in accordance with paragraphs 1 - 4 of this Order.

6.1. Approve simplified forms of the balance sheet of the report on financial results, report on the intended use of funds for organizations that have the right to use simplified methods of accounting, including simplified accounting (financial) statements, in accordance with Appendix No. 5 to this order.

7. Establish that this Order comes into force starting from the annual financial statements for 2011.

8. When preparing financial statements, organizations use the forms of financial statements approved by this order, unless other forms are established by federal or industry accounting standards.

1. These Procedures and terms determine the rules for improving professional knowledge and skills by medical workers and pharmaceutical workers (hereinafter referred to as employees) through training in additional professional educational programs in educational and scientific organizations and the duration of this training (hereinafter referred to as the Procedure and terms).

2. Improving professional knowledge and skills through training in additional professional educational programs in educational and scientific organizations is carried out by employees in order to update existing theoretical and practical knowledge in connection with increasing requirements for the level of qualifications and the need to master modern methods of solving professional problems, forming and consolidating practice of professional knowledge, skills and abilities acquired as a result of theoretical training, studying best practices, acquiring professional and organizational skills to perform the duties of a current or higher position, as well as obtaining additional knowledge, skills and abilities in educational programs involving the study of individual disciplines , sections of science, engineering and technology necessary to perform a new type of medical or pharmaceutical activity.

3. Employees’ improvement of professional knowledge and skills is carried out through their training in educational and scientific organizations under additional professional educational programs implemented in the form of advanced training, professional retraining, and internships.

4. Advanced training, professional retraining and internships for employees are carried out mainly off-the-job, part-time and through individual forms of training.

The need for employees to undergo advanced training, professional retraining and internship is established by the employer.

Professional retraining is mandatory for employees planning to perform a new type of medical or pharmaceutical activity.

Advanced training of employees is carried out at least once every 5 years throughout their career.

5. The timing, forms, content and technology of training in programs of additional professional education are determined by educational and scientific organizations implementing the corresponding educational program, independently taking into account the requirements of federal state educational standards of secondary and higher vocational education, federal state requirements for postgraduate professional education programs in the corresponding direction of training (specialty) and employer’s needs.

The duration of the internship is established by the employer sending the employee for training, based on its goals and in agreement with the head of the educational or scientific organization where it is conducted.

Advanced training and professional retraining of workers are organized in accordance with the qualification requirements approved by Order of the Ministry of Health and Social Development of the Russian Federation dated July 7, 2009 N 415n “On approval of qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare” (registered Ministry of Justice of Russia on July 9, 2009, registration N 14292), as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 N 1644n (registered by the Ministry of Justice of Russia on April 18, 2012, registration N 23879), qualification characteristics provided for by the Unified Qualification Directory of Managerial Positions, specialists and employees, approved by order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 N 541n (registered by the Ministry of Justice of Russia on August 25, 2010, registration N 18247).

6. Enrollment in additional professional education programs is carried out in accordance with the admission rules annually approved by educational and scientific organizations.

7. State and municipal educational and scientific organizations ensure the improvement of professional knowledge and skills of employees of state and municipal organizations as part of the implementation of the annually established state task for the provision of relevant public services in accordance with requests from health authorities of the constituent entities of the Russian Federation and municipalities.

8. Training under additional professional education programs for workers who have a secondary and/or higher medical and/or pharmaceutical education that does not meet the qualification characteristics and qualification requirements specified in paragraph three of clause 5 of these Procedures and terms, but who have continuous practical work experience in the relevant field medical or pharmaceutical specialty for more than 5 years is organized by:

- for employees with 10 years of work experience or more, under additional professional education programs in the form of advanced training (the standard training period for any form of training ranges from 100 to 500 hours);

- for workers with work experience from 5 to 10 years, under additional professional education programs in the form of professional retraining (the standard training period for any form of training is over 500 hours).

9. The conditions for enrolling employees in an educational or scientific organization for training under additional professional education programs are:

- personal statement of the employee;

- availability of documents confirming the compliance of the level of professional education with the qualification requirements for relevant specialists with medical or pharmaceutical education (with the exception of employees specified in paragraph 8 of these Procedures and Terms);

- availability of documents confirming continuous practical work experience in the relevant medical (pharmaceutical) specialty for more than 5 years (for employees specified in paragraph 8 of these Procedures and Terms).

10. Mastering programs of additional professional education in the form of advanced training and professional retraining ends with a mandatory final certification.

Employees who have successfully completed the program of additional professional education in the form of advanced training are issued a certificate of advanced training.

Employees who have successfully completed the program of additional professional education in the form of professional retraining are issued a diploma of professional retraining.

11. The employees specified in paragraph 8 of these Procedures and Terms, who have successfully completed additional professional education programs in the form of advanced training or professional retraining, can continue their professional activities in the relevant medical or pharmaceutical specialty.

As is known, it was prescribed to undergo additional professional educational programs in educational and scientific organizations at least once every five years, in the amount of 144 academic hours.

Federal Law No. 389 extended the issuance of specialist certificates until 2021, and the right to carry out medical activities on the basis of these certificates until 2026. From 2016 to 2021, a transition period was introduced in the country, and it was assumed that the previous system would be replaced by CME, where every health worker would be required to study annually, at conferences, seminars, in classrooms and online, accumulating 50 credits, for a total of 250 in 5 years. In order for this to work, it was necessary to make changes to numerous regulations not only of the Ministry of Health, but also of the Ministry of Education. There were rumors that this became one of the main stumbling blocks - it was not easy for the departments to find a compromise. To this day, no laws have been adopted regulating CME, not in a test mode, but in a working mode.

The draft order, which will soon be sent for anti-corruption examination, provides for the preservation of the old system, but gives the doctor and pharmacist the right to choose.

“The first option prescribed in the project is the development of additional professional educational programs of 150 hours at least once every five years,” says the leading expert of RTR “Medicine” Dmitry Piven. – It is almost identical to today’s practice, only it increases the duration of training by 6 hours. The second option is to complete 30 academic hours annually for five years, that is, in total we get the same 150 hours. No loans are mentioned in this project. And let’s hope that the order will be approved in its current form.”

10. Mastering programs of additional professional education in the form of advanced training and professional retraining ends with a mandatory final certification.

Employees who have successfully completed the program of additional professional education in the form of advanced training are issued a certificate of advanced training.

Employees who have successfully completed the program of additional professional education in the form of professional retraining are issued a diploma of professional retraining.

11. The employees specified in paragraph 8 of these Procedures and Terms, who have successfully completed additional professional education programs in the form of advanced training or professional retraining, can continue their professional activities in the relevant medical or pharmaceutical specialty.

A new procedure for advanced training, retraining and internship of medical and pharmaceutical workers has been established.

As before, it is necessary to improve your qualifications at least once every 5 years throughout your career. For workers planning to perform a new type of medical or pharmaceutical activity, retraining is required.

Training takes place in educational and scientific organizations under additional professional educational programs. It is carried out with a break from work (including partial) and in individual forms. The documents required for enrollment in training have been determined.

Advanced training and professional retraining are organized in accordance with the qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of healthcare.

Employees whose level of education does not meet these requirements, but who have at least 10 years of practical experience in their specialty, are sent for advanced training (in the amount of 100 to 500 hours). Those with 5-10 years of work experience are eligible for retraining (training period is over 500 hours). Only after successful completion of training can they continue working in their specialty.

A certificate is issued for advanced training, and a diploma for retraining.

The need for an internship is determined by the employer. He also sets its duration (in agreement with the head of the educational or scientific organization).
