    The developer's inexperience in the field of housing construction is compensated by many years of experience in building technically much more complex objects. The purchase scheme has certain flaws, despite the fact that it complies with 214-FZ.

    The project itself, although it belongs to the economy class and provides for simple solutions for finishing, engineering and decorating the yard, nevertheless, it differs in some interesting details.

    Glazed flights of stairs and glass galleries between the buildings add a "zest" to the design of the facades. High ceilings and panoramic balconies make the layout more interesting. Despite the low-rise, each entrance is equipped with an elevator; the most closed courtyard, a large number of parking spaces along the outer perimeter - all these are the advantages that the developer managed to create within the framework of a rather modest construction budget.

    About 40 hectares are allocated for new buildings. It is worth noting that these hectares are about a fifth of the land owned there by Teorema Management Company through the Lenpticeprom company controlled by developers. The construction in this area was agreed on the basis of the city plans received. It has not yet been possible to involve the remaining plots in circulation: they need to change the purpose or category of land, but everything has stalled due to complex and many years of litigation with officials.
    Historically, at the intersection of Ropshinsky Highway with the railway, not far from Novy Peterhof station, the Krasnye Zori poultry farm was located. She gave the name to the whole microdistrict, which, judging by the wiki, was nicknamed “Bird” by the local population. Of the local new buildings, the first in the early 2010s was the Peterhof Cascade complex, which now actually borders on the New Quarters. A little deeper and closer to the railway station is another historical area - Luisino, part of which was a military town. Before the revolution, the Caspian Regiment lodged in it, from 1946 to the 1960s - the Suvorov Border School.

    Directly, Teorema Management Company itself sells townhouses, and also sells engineered plots for individual housing construction in Luizino (the plans include 172 allotments from 10 to 24 acres). Low-rise apartment buildings on these lands are being built by AbsolutStroyService and Promrekonstruktsiya (part of the PRK-Group), which lease land from Teorema. The first developer is building the New Peterhof residential complex, where apartments are being sold in the fifth phase (four have already been commissioned and sold out). The second low-rise project - the Peterhof Park complex - was fully completed in the summer of 2017. There, the last "ones" with a full finish cost 80,000 rubles per "square". In addition, two kindergartens and two schools have been designed on this territory.
    Teorema divided the construction of townhouses into three stages; in total, nine blocks housed 82 sections-apartments. The first 17 sections were put into operation in the fall of 2016, the second stage - another 40 home-ownerships - was completed in August 2017. Initially, the entire complex was planned to be commissioned at the end of the same year, but then the deadlines were somewhat pushed back. So the last townhouses were introduced at the end of July 2018.
    In the third stage, the area of ​​each section is about 89 sq.m. At the same time, the size of the adjacent plot varies from 2.1 to 4.6 acres. Housing is sold with a rough finish, the houses have an electrical network (7 kW per section), a gas boiler and stove, radiators and meters are installed. All households are connected to centralized communications. For each section, as the developer promises, parking spaces and guest parking are provided.
    My journey behind the "town" had to be divided into two days. The sales department of the management company Teorema is located on the Sverdlovskaya embankment. Therefore, at first I went to Peterhof.

    No frills...

    The nearest exit from the Ring Road is 4 km from the complex. However, I am going to public transport. The main flow of social buses and minibuses runs along the St. Petersburg and Ropshinsky highways. There are three starting points to choose from: Avtovo metro station, Leninsky Prospekt and Veterans Avenue. But I could not find the best option, and therefore chose the train. The trip from the Baltiysky railway station to the New Peterhof station took 40 minutes. Leaving the train with the crowd, I crossed the railroad tracks and walked along Yuta Bondarovskaya Street. The road to the New Quarters takes no more than 15 minutes. However, it is better to go to the complex along the intra-quarter paths through the Suvorov town, turning next to the monument to "Caspian comrades ...", and then through the wooden footbridges. Otherwise, the last part of the path will have to go along the narrow edge of the road, which turned out to be very busy (there are no sidewalks there anymore).
    At first glance, it is quite neat and crowded: there are many children and mothers with strollers walking around. The lawns are still green, but there are clearly not enough shrubs, trees and flower beds. But there are many cars parked both outside and in the yards. Cyclists and motorists are constantly passing back and forth on intra-block roads. There are no parking lots here. I didn't notice any obvious markup either. Before entering the "New Quarters" there is definitely one "speed bump", otherwise - turn your head more energetically.
    Closer to the railway is the New Peterhof complex. The first houses here were commissioned in 2013-2014. And in Internet discussions one could meet complaints about problems with hot water, poor soundproofing and falling plaster. And on the roads, asphalt fell through in places (but now I didn’t see holes). A few more new houses - five buildings - are being built in the depths of the blocks. Work there did not stop even on Sunday, when I arrived there. And then there is another complex - "Peterhof Park".
    Repair and settlement go on as usual - without a flurry of claims. Now, it seems, people are more concerned about unregulated parking and landscaping "not like in the developer's pictures." “I am amazed at people,” an indignant resident writes on VKontakte, “who, even after installing hemispheres that prevent cars from entering the entrances from the railway, manage to dodge, drive through the lawns and put their car under the first floor windows at the very entrance!” Another asks: “Are you going to clean up the “cheesecake” before entering the complex - plant trees, as in the yards, many residents are waiting for road signs about one-way traffic. I really want to see at least something from the original advertising poster ... ”By the way, a fountain appears on the sketches, in reality it is a kind of canopy of an indefinite purpose. “It would be nice to bring beauty to the fields between the houses of the 2nd and 3rd stages,” some residents think. “Green grass, of course, pleases the eye, but why such huge areas were left only for grass ... it’s not clear.” More knowledgeable new settlers answer: “It was repeatedly said that this is the land of the Petrodvorets district, and the developer and the management company have nothing to do with it, so they won’t do anything there ...”
    Infrastructure in the New Quarters, in my opinion, is still poor. While walking to the townhouses, I saw two grocery stores of the 7Ya Semya and Pyaterochka chains. Signboards for a pharmacy and a bakery flashed by. On this, perhaps, that's all. If we talk about the "social program", there are several kindergartens in the district, including the one that was commissioned last year on the territory of "New Peterhof" and is designed for 170 kids. The nearest schools and clinics are located in the old quarters behind the railway.
    Townhouses stand apart in three rows in a fenced area. To the right of them are rare cottage buildings. To the left and behind are hillocks and fields. It is already difficult to get around this complex: the paths have been soaked by rains. But the entrances are landscaped, and if you look through the outer gate - in the first row in some places the sections are fenced, there are cars; there are swings and even, it seems, a barbecue area. The impression is somewhat spoiled by the lack of landscape gardening. Nevertheless, people have already begun to settle down at home.

    Compact layout

    The next day, I went to the sales department of Teorema Management Company, which is located on the territory of their own business park Polustrovo, next to the Benois business center and the Five Stars residential complex (projects by the same developer). There is no warning on the website of New Quarters that a meeting should be arranged in advance. Therefore, I arrived without warning, and, alas, the project manager was not there: she left to show the house to clients. But there were two of her colleagues in the department, and one of them kindly offered me the first consultation.
    At the moment, about two dozen sections are on sale, nine of them are 89-meter, the rest are larger (from 119 to 149 sq.m). In general, there are few variations in layouts: the parameters differ only depending on the area of ​​\u200b\u200bthe "town". So, I was interested in a two-story section of 89 "squares". The entrance to the house is through the vestibule. Behind it are a hall and a kitchen measuring 13.3 sq.m. From there you can go to the terrace, and next to it is the first bathroom (3.8 sq.m). The second bathroom, more spacious, is equipped upstairs with a bathtub. The space of the second floor is divided into two separate rooms and a hall with a staircase.
    External and inter-apartment walls - aerated concrete. Clinker tiles were used for exterior decoration. The roof is metal. For each section, as I was explained, two parking spaces are assigned, as well as a plot. In my case - 210 sq.m. Approximately in three weeks, when the object will be registered, the land will be offered under sale and purchase agreements. In the meantime, the plots are drawn up according to preliminary ones - in addition to the DDU.
    When I asked about a mortgage, the consultant confirmed that I could take a loan from the Russian Agricultural Bank. However, having studied the project website later, I found there only information about the terms of lending at the Saint Petersburg Bank. At the same time, the low-rise building next door is accredited by at least six banks. For "towns" there is also an interest-free installment plan for a year, but the first installment is 50% of the cost of housing. In this case, the section will cost 6.93 million rubles, and if the deal is closed immediately - 6.24 million (70,200 rubles per "square"). You can book a free option for three days.
    When I asked how things were going with the maintenance of the complex, I was told that an HOA had been created there, which already included over 30 owners. They have their own Management Company. The developer advises all new buyers to join this partnership. This concludes the initial consultation. I was given a booklet and a business card from the project manager, who assured me that she would be able to tell me more about everything.

You can also consider apartments in low-rise residential complexes: the New Peterhof under construction (the developer’s rating is B-, the deadlines have been postponed) and the completed Petrodvorets Residence. In terms of the cost of a square, both complexes are comparable to the New Quarters of Peterhof. But since the apartments here are not as large as sections in townhouses, housing will be cheaper.     Construction here is currently progressing systematically, without delay. The first phase of the "New Quarters of Peterhof" (blocks of townhouses 1-2) was successfully put into operation in 2016. The houses are inhabited, all the central communications in them function properly. The construction of townhouses of the second stage continues (blocks 3-6). Judging by how things are at the construction site as of April 2017, the commissioning of the second stage at the end of this year is quite real. However, representatives of the developer informed us that it is planned to hand over the second stage ahead of schedule - as early as this summer. Construction is proceeding at a good pace, there are no problems with connecting communications. As for blocks 7-8, related to the third stage of construction, according to the project declaration, they were also supposed to be commissioned in the fourth quarter of 2017. However, construction has not yet begun and they will not be built by the end of the year. The fact is, as we were explained in, that changes are now being made to the project. Townhouses of the third stage will be built under a new building permit. But since there were no sales on these blocks, the developer has no obligations to equity holders in the third stage.

    We already wrote about the pros and cons of the "New Quarters of Peterhof" in the previous opinion of the portal and the description of the residential complex on our website. Let us note some changes in the transport issue that have occurred since then. Unfortunately, the construction of the metro in the direction of Peterhof has practically been removed from the agenda. Previously planned and will not open. Thus, the nearest new stations can become and, but if they come into operation, then only in the period from 2038 to 2048. True, there is hope that they will let them in a little earlier (until 2038), but there is no specifics on it yet. So in the coming decades, other stations of this metro line will remain the only ones in the southwestern direction. Thus, an alternative to the train as the main "corkless" transport is not yet visible. It is possible that a high-speed tram line will be built in the Petrodvortsovy district, which will run from the Kirovsky Zavod metro station to Peterhof.     Competition among new buildings in Peterhof is currently not so fierce, since there are few truly reliable projects here.     "New Quarters of Peterhof" is a major development project for the integrated development of the territory.     In social terms, the situation at the construction site, alas, is not so rosy. Construction is planned in the fields on the outskirts of Luisino. social infrastructure actually not within walking distance. It is necessary to go to the habitable city quarters of Peterhof, and this is not a passing light. All hope is for those social facilities that will be built as part of the integrated development of the territory. Until they appear, it will be premature to talk about the comfort of living here.

    The transport situation here can be assessed in two ways. The proximity of Ropshinsky Highway allows you to quickly leave both the Ring Road and St. Petersburg Highway. Roads during rush hours, of course, suffer from traffic jams, but they start closer to St. Petersburg. The rest of the day you can get from Peterhof quite freely.
