The government of the Republic of Tatarstan (RT) has developed a special program to provide citizens of this constituent entity of the Russian Federation with housing. It is called “personal page under the President of the Republic of Tatarstan.” Its features will be discussed below.

Social mortgage in the Republic of Tatarstan

This subject of the Russian Federation also participates in the state program of the Russian Federation for social mortgages (,). The Government of the Republic of Tajikistan developed and adopted its own project, which differs significantly from the all-Russian program.

Conditions for participation in the program

The social mortgage of Tatarstan provides for two options for participation, as well as the condition for providing a loan from the regional budget.

Preferential housing can be obtained by young and socially vulnerable families who, in accordance with the established procedure, are recognized as needing improved housing conditions and do not have their own property. The distribution of housing in this case occurs on the basis of a waiting list.

Employees of various budgetary institutions and law enforcement agencies who have worked in the republic for a certain time and do not have their own residential square meters can count on getting an apartment. The distribution of housing in this situation occurs on the basis of a competition.

Features of mortgage payment

The social mortgage under the President of the Republic of Tajikistan has some differences from other projects, since citizens are offered a special payment mechanism.

First of all, it is necessary to note that all issues of cost and repayment of loan obligations are in charge of a specially created legal entity, Non-Profit Organization “GZhF under the President of the Republic of Tajikistan”.

According to explanations given by officials of this organization, the down payment and subsequent payments are made depending on the price per square meter, as well as the term for which the mortgage is issued.

The cost of residential square meters in the republic may vary depending on the locality where a low-income family lives or state employees work. At the same time, the approach to each client of this program is individual.

The down payment for housing can be paid with the help of a state subsidy (for families with one child - 30% of the cost of the apartment, for those raising two or more children - 35-40%) or with maternity capital (so-called assistance for the birth of children).

NO "GZhF under the President of the Republic of Tajikistan" provides grace periods for interest payments (no more than 6 months). They can be used throughout the entire loan term.

You need to remember that a mortgage loan in the Republic of Tatarstan is provided for a period not exceeding 28.5 years.

Help with the birth of children

The social mortgage developed by the State Housing Fund provides for the use of social assistance for the birth of children to pay the down payment for an apartment, interest, and other obligatory payments.

In 2020, in the republic, upon the birth of children in young families, payments will be made under the all-Russian program for supporting young mothers and fathers (maternity capital), as well as a regional project.

Provides for the following presidential and municipal payments:

  • 30% monetary compensation for payment of housing and communal services (for example, provided to low-income people);
  • a one-time financial payment at the birth of a baby (regardless of the number of children) in the amount of 20 thousand rubles;
  • financial compensation for medications for children under 6 years of age (provided for large families);

All these payments can be used to repay the concessional loan.

Large families mean families that have more than two children, including adopted children, and have registered their status with the social protection authorities.

Low-income citizens are considered to be those living together whose total combined income is equal to the subsistence minimum or exceeds it by 30-50% (depending on the number of family members).

Work experience of at least 10 years

Preferential conditions for social mortgages in Tatarstan provide for employees of various budget organizations, low-income families, and young families a mandatory requirement, which is that a person must work in the territory of the republic for 10 years (this was mentioned above).

But most citizens who decide to use the program are interested in the question of how this period is calculated.

The calculation mechanism is as follows. A person provides his work book or other document confirming his experience at enterprises and budgetary organizations of Tatarstan. If an applicant left the republic for some time and then returned, the length of service will be counted only according to his work in the republic.

For example, a citizen’s total experience is 20 years, of which 10 years at enterprises and budgetary organizations of Tatarstan. It falls under the social mortgage program.

You need to know that if a person working at an enterprise located in the Republic of Tatarstan was sent on a long-term business trip to another region, his experience in the Republic of Tatarstan is counted.

Who can get a housing loan in the Republic of Tajikistan

According to the Decree of the Government of the Republic of Tajikistan, the following citizens receive the right to social mortgage lending:

  • young families where parents are under 35 years of age and have lived and worked in the republic for more than 10 years;
  • low-income families whose income does not exceed 30-50% of the required subsistence level for each member;
  • parents with many children, as well as those who have disabled children as their dependents; guardians and adoptees;
  • employees of various budget organizations who have worked in the republic for more than 10 years.

Housing fund under the President of the Republic of Tatarstan

To implement the project, a state housing fund has been created under the President.

It is formed with the help of construction companies that are engaged in the construction of housing in various localities in the region. To achieve this, construction companies are required to create a portion of economy-class residential premises in each apartment building and transfer them to the state housing fund.

The state housing fund under the President of the Republic of Tajikistan is in charge of the state housing stock for social mortgages.

Goals and objectives of the organization

As you know, the cost of any housing in our country is significant, and its purchase is often beyond the reach of the general population.

Based on these economic realities, as well as for the implementation of the mortgage program in Tatarstan, the non-profit group “GZhF under the President of the Republic of Tatarstan” was created.

The purpose of its existence is to record all citizens in need of housing on the territory of the republic, check the documents provided, place in line and issue residential real estate.

The tasks of the BUT are the following:

  • accumulation of federal and regional budget funds allocated for social housing programs;
  • accumulation of funds paid by citizens in need of housing, repaying mortgage loans;
  • purchase of residential premises from construction organizations and transfer them to citizens.

To implement this program, each registered participant has his own personal page on the President’s website.

Sources of funding

The principle of operation of the non-profit organization “GZhF under the President of the Republic of Tajikistan” is that this organization accumulates not only budget funds, but also contributions paid by those in need of improved housing conditions and public sector employees.

After changes were made to the procedure for distributing housing under social mortgages, the number of requests to various authorities from citizens demanding clarification of the provisions of Resolution of the Cabinet of Ministers of the Republic of Tajikistan No. 366 dated August 2, 2007, increased significantly.

To answer these and other questions related to the implementation of housing programs in the Republic of Tatarstan, the State Housing Fund under the President of the Republic of Tatarstan opened a hotline. Over the past few days since the hotline was opened, more than 180 calls have been received on just one of these telephone numbers.

The largest number of calls (more than 90) concerned the standards established by the Cabinet of Ministers of the Republic of Tajikistan for the total area of ​​residential premises provided with state support. Let us remind you that housing at the established preferential price is provided based on the calculation of the area not exceeding more than 20 percent of the established standards: for a citizen living alone - 33 square meters. meters, for a family of 2 people - 42 sq. meters, for a family of 3 or more people - 18 square meters. meters per person.

Residents of Kazan, Naberezhnye Chelny, Nizhnekamsk and other cities of the republic, who hoped to solve the housing problem in the future with the help of the program, expressed their disappointment with the innovations. The reaction of the townspeople is explained by the fact that there are simply no one-room apartments that a “single citizen living alone” can qualify for in accordance with the new standards, or two-room apartments that a family of two (for example, a mother and son) could qualify for. The situation is the same with three-room apartments: according to the new rules, a family with two children of different sexes does not have enough reasons to choose an apartment with three rooms. The total area of ​​any apartments that are currently being built by the State Housing Fund as part of the program is slightly larger than the minimum determined by the Government for those in need of improved housing conditions on a social mortgage. It was believed that the times when projects of small-sized residential buildings were most in demand had already sunk into oblivion. But there are families who have the right to additional space, for example, families in which there is a patient with tuberculosis, or persons with an academic degree, etc. How housing issues will be resolved in such cases is not specified in the resolution.

Related to the first issue were also the loss of the right to a preferential price for the purchase of housing in the event of a break within 10 years of employment relations with an organization, work in which allowed the program participant to obtain housing in the social mortgage system, and, consequently, a ban (although , indirect) early purchase of apartments.

The second most pressing question (more than 50) is when competitions for choosing apartments will begin. The State Housing Fund is forced to admit that there is indeed a certain delay in holding competitions. This is due to the fact that the fund currently does not have the necessary tools to conduct competitions. According to the procedure for providing citizens with residential premises under a social mortgage, approved by Resolution of the Cabinet of Ministers of the Republic of Tajikistan No. 366, in order to participate in the competition for choosing an apartment, program participants must fill out a protocol, the form of which (as well as the form of the social mortgage agreement) must be approved by the Cabinet of Ministers of the Republic of Tajikistan.

The third most important issue for social mortgage participants was the issue of purchasing housing in Kazan by nonresidents. As a rule, all those who contacted the hotline have lived and worked in Kazan for a long time, so they hoped to get housing in Kazan, too, although they were registered as in need of improved housing conditions in accordance with the previously established procedure - at the place of permanent registration. Living in rented housing without registering at their place of residence, such “Kazan residents” acquired the chance to acquire their own housing where they were currently most in demand. Now, each of them must prove their “exclusivity” in order to receive the right to choose an apartment in Kazan under the new rules.

Quite a lot of calls came from enterprise employees for whom the requirement to make a down payment of 30 percent of the cost of the future apartment turned out to be an unbearable burden, whereas previously for this category of social mortgage participants the down payment was at least 10 percent of the cost of the apartment. It turned out that not all enterprise employees are able to make such serious savings at the initial stage.

The rating of the issues that most concern the population concludes with the procedure for making changes to the accounting file. Restrictions introduced in August of this year in the distribution of housing under social mortgages force a significant part of applicants participating in the program to look for a way out of the current situation. For many, this solution is to increase the size of the family, which entails the procedure for making changes to the applicants’ records. In such cases, the family turns to the public housing commission, where it was registered as in need of improved housing conditions in the social mortgage system. Based on the submitted documents, the housing commission makes changes to the register of families and sends them to the State Housing Fund under the President of the Republic of Tajikistan in the prescribed manner, the fund transmits new information to the authorized organization that conducts competitions for the selection of apartments.

Tatarstan residents are also concerned about a number of other issues related to the implementation of housing programs. As it turned out, many young families do not yet know that the customer of the “Providing Housing for Young Families” program is the Ministry of Youth, Sports and Tourism of the Republic of Tatarstan, where lists of future housing recipients are formed, which are then transferred to the State Housing Fund. Also, many of them, who contributed only 1 thousand rubles to offset their future housing, expressed complaints about the need to make a 10 percent down payment starting in August. It turns out that they also do not know that they must (unlike participants in the social mortgage program, who are provided with housing in installments) immediately and in full pay for the housing they receive under the program.

Program participants are also interested in such questions, the answers to which seem to have been known for a long time (including to local government bodies working directly with the population). So, let us recall that families registered with a social mortgage before the birth of the child have the right to subsidies paid in the amount of 200 thousand rubles at the birth of a child; the cost of a square meter of housing currently being sold under the program cannot exceed 19 thousand rubles per 1 sq. m. meter; You can become a participant in the social mortgage program if the total area per family member is less than 18 square meters, all able-bodied family members work, have permanent registration in Tatarstan, work either in the public sector or in an enterprise that makes voluntary payments for the development of housing construction, or belong to the category of those in need of emergency assistance, reports the press service of the State Housing Fund of the Republic of Tajikistan.

Social mortgage in the Republic of Tatarstan allows the borrower:

  4. If during the term of the mortgage agreement the first-born child appears in the family, the borrowers will receive 200 thousand rubles for partial repayment of the debt obligation. Upon the birth of a second child and receiving maternity capital, the validity of which has been extended until the end of 2021, the borrower can use maternity capital to repay the mortgage.
  5. This type of mortgage loan under the President of the Republic of Tajikistan is unique in that the borrower can pay not only with cash, but also with labor or farm products. In the event of a difficult life situation, the borrower does not have to be afraid of losing his home - each specific case is considered by the State Housing Fund and a solution that is convenient for the borrower and lender is developed (deferred payment);
  6. If the borrower pays part of the amount, he is obliged to pay rent for the remaining part of the residential premises (deferment of mortgage payments does not relieve the borrower of the obligation to pay rent).

When obtaining the opportunity to purchase an apartment under the program, the borrower must comply with certain restrictions:

  1. For 10 years, the borrower does not have the right to change his job at his own request (dismissal by decision of the employer or layoff is not taken into account). If the condition is violated, the balance of the mortgage loan is recalculated with the loss of all benefits and an increase in the interest rate relative to the original by 2 times.
  2. If the borrower took advantage of a preferential mortgage while being a public sector employee, he loses the right to use any other program to support public sector employees (for example, Decree of the Government of the Russian Federation of January 27, 2009 No. 63).

In this connection, before applying for a social mortgage, it is necessary to calculate all types of possible benefits and subsidies and choose the most profitable one for the borrower.

Who can get a social mortgage

The following groups of citizens can count on receiving a social loan under the President of the Republic of Tajikistan:

  • Public sector employees (doctors, teachers, law enforcement officers, etc.);
  • Citizens living in residential premises recognized as unsafe, as well as citizens with living space less than the standard (less than 18 sq.m. per person). To obtain the status of a “need”, a citizen must contact the Social Service at his place of residence;
  • Employees of commercial enterprises that are investors in the construction of residential complexes participating in the program. This category of citizens has no restrictions on the total area of ​​housing, while the rest cannot apply for apartments with an area exceeding the standards:
  1. 1 person – 33 sq.m.;
  2. Family of 2 people – 44 sq.m.;
  3. Family of 3 or more - based on 18 sq.m. for each subsequent family member.

Where do they give apartments in Tatarstan?

The conditions of a social mortgage depend on many factors, the main one of which is the purchase of residential premises in certain residential complexes. Apartments on preferential terms are provided in houses under construction by those developers who are participants in the program. The list of residential complexes is available on the State Housing Fund website and on the websites of developers, as well as on the websites of banks participating in the program.

A mandatory criterion for the construction of residential square meters is complex development, so the borrower has the opportunity to purchase new housing in an area with developed infrastructure.

Since the list of residential complexes is limited, it is possible to purchase an apartment using social mortgage funds only in large cities.

Kazan

The list of possible borrowers for obtaining a social mortgage in Kazan corresponds to the general list. If a citizen fully meets the program requirements, he needs to collect a complete package of documents:

  • Passport of the borrower and family members;
  • Confirmation of “needy” status;
  • Confirmation of child benefits and birth certificates;
  • A copy of the marriage certificate;
  • Copy of education diploma;
  • Application form.

After submitting all documents to the State Housing Fund and making a positive decision by the City Housing Commission regarding the borrower, the citizen can only wait for a suitable apartment to appear. The most in demand today is the Salavat Kupere microdistrict, designed to solve the housing problem of 14 thousand families.

In addition to social mortgages, branches of large banks in Tatarstan offer a number of programs to improve housing conditions.

Naberezhnye Chelny

In Naberezhnye Chelny, the list of possible borrowers under the social mortgage program includes the same groups of citizens. The main condition for obtaining the opportunity to participate in the program is documentary confirmation of the family’s status as needy. The total cost per square meter of housing includes benefits for children.

Residential complexes located on the outskirts of the city are more popular, since the cost per square meter here is lower than in the central areas of the city, and the environmental situation is much more comfortable. The most popular are the Yalshek - 2 area, the construction of which is ongoing, and the 63 complex.

Residents of Naberezhnye Chelny also have the opportunity to take advantage of the “Building the Future” program, which allows them to purchase their own housing on favorable terms.

Partner banks

The number of banks participating in the program is limited, since not many are present in individual localities.

The program involves not only banking organizations of the Republic of Tatarstan, but also partner banks operating throughout the Russian Federation:

  1. Sberbank;
  2. Ak Bars;
  3. Rosbank;
  4. Kara-Altyn.

For the current period, a social mortgage agreement in Tatarstan is concluded by the borrower directly with the representative office of the State Housing Fund under the President of the Republic of Tatarstan. The borrower opens an account with the program’s partner bank, to which he undertakes to transfer a minimum amount monthly during the payment period, which is formed from at least 11% of the cost of 1 sq. m. meters of housing area. The State Housing Fund has the right to terminate the contract unilaterally if the borrower fails to fulfill payment obligations.

In addition to social mortgages, the Republic’s banks offer borrowers to improve their living conditions by taking part in the “Young Family” program. The main criterion for the borrower is the age of the spouses (at least one of them should not be older than 35 years). This program allows you to purchase housing at a lower interest rate (on average 7.4%) both in new buildings and in the secondary housing market.

The creation of the non-profit organization “State Housing Fund under the President of the Republic of Tatarstan” was determined by Decree of the President of the Republic of March 30, 1995 No. 213. The main idea of ​​creating the organization is to search and attract extra-budgetary funds for the development of housing construction in the Republic and create the opportunity for citizens of the Republic of Tajikistan to purchase their own housing.

The initial task of the State Housing Fund was the implementation of a program for relocating citizens of the Republic from housing that does not meet the required standards (dilapidated, unsafe). In addition to the construction of residential premises, the Foundation was engaged in the construction of socially significant facilities (clinics, schools, kindergartens and other facilities). Upon completion of the program in 2004, the Foundation switched to the implementation of the program formulated in the Law of the Republic of Tatarstan dated December 27, 2004 No. 69-ZRT.

The housing stock under the President of the Republic of Tajikistan creates conditions under which housing becomes more accessible to potential owners, and the construction of residential space becomes profitable for commercial developers. The balance is achieved by providing the developer with commercially successful land plots in exchange for the developer allocating 50% of the housing stock to a social mortgage. The developer has the right to sell the remaining 50% at the market price, thereby receiving a financial profit.

Personal page

When receiving approval for a social mortgage under the President of the Republic of Tajikistan, the borrower can wait for proposals for suitable apartments from the Housing Fund, or can create a personal page on the State Housing Fund website. It will display the borrower's rating, which depends on the amount of money accumulated for the proposed housing. An important criterion is the degree of need of a particular family.

When ready-made apartment options become available, the possibility of obtaining housing is higher for those program participants whose ratings are higher. Experience has shown that obtaining an apartment based on a rating is faster.
