Reasons for abolition

The Federal Agency for Special Construction is being liquidated due to corruption, RBC interlocutors say in December 2016. A source in the Ministry of Defense claims that all employees of Spetsstroy will be employed by the Federal Agency for Special Construction (Spetsstroy), the liquidation of which was announced on Thursday, December 22, by Defense Minister Sergei Shoigu, was involved in a number of corruption scandals, which led to the abolition of the organization, the respondents believe RBC experts. In the same month, on suspicion of taking a bribe in St. Petersburg, three employees of the Main Directorate of Special Construction (GUSST) No. 3 under Spetsstroy of Russia were detained. Together with them, one former employee of this enterprise was also detained. At the end of April, it became known about the arrest of the ex-head of the Federal State Unitary Enterprise Spetsstroytekhnologii under Spetsstroy Vladimir Shamailov and businessman Renat Syamiullina. Both were suspected of commercial bribery. According to the investigation, Syamiullin acted as an intermediary in commercial bribery and received several million rubles for Shamailov from the subcontractor ZAO TMK. The contractor under the contract was supposed to build housing, communications, social facilities for the Vostochny cosmodrome and be engaged in landscaping.

Deputy Defense Minister Timur Ivanov named the main reasons for the abolition of Spetsstroy of Russia. One of the main ones is in the excessive number of intermediaries working on the construction sites of the agency. The military department wanted to interact directly with the end performers.

As a result of the reform, the number of administrative personnel in the former structures of Spetsstroy will be halved, the deputy minister added.

Ivanov called the second reason "the creation of a unified military-construction complex." Simply put, a decision was made to reassign the Spetsstroy enterprises involved in military construction directly to the defense department. This will concern, in particular, the control of financial and economic activities and the appointment of directors. Recall that the liquidated agency had eight such enterprises. All of them will be transferred to the structure of the Ministry of Defense before July 1 this year.

The reform is especially relevant in connection with the huge volume of construction projects of the military department. As Ivanov explained, they are comparable to those in the USSR after the war. “More than 2,000 objects of both special and social purposes are being built at the same time. These are radar stations, hydraulic structures, airfields, medical facilities, residential buildings, schools and kindergartens, cadet schools, military camps, training grounds, moorings. Work is being carried out from Kaliningrad to the Kuriles. In 2016 alone, more than 2.5 thousand buildings and structures with a total area of ​​2.7 million square meters were built. m,” said Deputy Sergei Shoigu.
