"On the system and structure of federal executive authorities" Government of the Russian Federation decides:

1. The Ministry of Economic Development and Trade of the Russian Federation is a federal executive body that carries out the functions of developing state policy and legal regulation in the field of economic development, foreign economic activity, trade, customs affairs, state statistics, tariffs of natural monopolies, federal property management, insolvency (bankruptcy) of organizations, management of state material reserves, cadastre of real estate, entrepreneurship and small business.

The Ministry of Economic Development and Trade of the Russian Federation carries out its activities directly and through its territorial bodies.

2. The Ministry of Economic Development and Trade of the Russian Federation coordinates and controls the activities of the Federal State Statistics Service, the Federal Customs Service, the Federal Tariff Service, the Federal Agency for State Reserves, the Federal Agency for Real Estate Cadastre, and the Federal Agency for Federal Property Management. .

The Ministry of Economic Development and Trade of the Russian Federation coordinates the activities of the Russian Federal Property Fund.

3. The Ministry of Economic Development and Trade of the Russian Federation manages the activities of the representative offices of the Russian Federation on trade and economic issues in foreign countries, as well as, together with the Ministry of Foreign Affairs of the Russian Federation, the activities of the trade and economic departments of the embassies of the Russian Federation.

4. The Ministry of Economic Development and Trade of the Russian Federation, on the basis of and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, independently carries out legal regulation, and also develops and submits to the Government of the Russian Federation draft federal constitutional laws, federal laws and acts of the President of the Russian Federation and the Government of the Russian Federation on the following issues:

1) formation of programs and plans for socio-economic reforms;

2) analysis and forecasting of socio-economic development, consolidated financial balances for the Russian Federation, constituent entities and regions of the Russian Federation, industries and sectors of the national economy;

3) monitoring of socio-economic processes in the Russian Federation;

4) trade and economic relations with foreign countries;

5) trade and economic relations and economic integration of the Russian Federation with the CIS member states;

6) economic foundations for the formation of the Union State;

7) formation of a single economic space;

8) economic relations of the Russian Federation with foreign states, their unions and international organizations;

9) technical assistance from the European Union, foreign states and international organizations;

10) internal trade;

11) development of electronic commerce;

12) application of special protective, anti-dumping and countervailing measures when importing goods;

13) non-tariff and tariff regulation of the export and import of goods, with the exception of goods subject to the legislation of the Russian Federation on export control;

14) state support for exhibition and fair activities;

15) economic support for the state armament program, plans and programs for military development, law enforcement and state security;

16) mobilization preparation of the country’s economy;

17) state defense order;

18) state material reserve;

19) socio-economic development of the constituent entities of the Russian Federation and municipalities;

20) classifiers of technical, economic and social information, national accounts;

21) functioning of economic information systems;

22) state regulation in the economy;

23) depreciation policy;

24) management, disposal and privatization of federal property;

25) state regulation of prices (tariffs);

26) insolvency (bankruptcy) and financial recovery;

27) formation of interstate and federal target programs;

28) identification of projects and programs of federal importance, the financing of which is expedient to be carried out through government borrowing from international financial organizations;

29) investment activities and public investments;

30) state support for exports;

31) entrepreneurial activity, including medium and small businesses;

32) government statistics;

33) creation of mechanisms for non-state regulation (self-regulation) of business activities;

34) customs tariff policy and customs affairs, with the exception of determining the customs value of goods and vehicles and the procedure for calculating and collecting tax payments;

35) territorial zoning and land relations;

36) land and other real estate market;

37) cadastral registration of real estate;

38) formation of state and municipal information resources and access to them by citizens and organizations;

39) procurement of goods, performance of work, provision of services for government needs;

41) development of competition;

42) creation of favorable conditions for Russian exporters of goods and services for access to the market of foreign countries.

5. Allow the Ministry of Economic Development and Trade of the Russian Federation to have 2 Deputy Ministers, as well as up to 16 departments in the main areas of activity of the Ministry.

6. Establish a maximum number of employees of the central apparatus of the Ministry of Economic Development and Trade of the Russian Federation in the amount of 1940 units (excluding personnel for security and maintenance of buildings), employees of territorial bodies - 346 units (excluding personnel for security and maintenance of buildings).

7. Agree with the proposal of the Ministry of Economic Development and Trade of the Russian Federation to locate, in accordance with the established procedure, its central office in Moscow, 1st Tverskaya-Yamskaya St., houses 1 and 3, 1st Brestskaya St., houses 2 and 10 , Nikolsky lane, 6 (2nd floor), Ovchinnikovskaya embankment,

Distribution of responsibilities between the Minister of Economic Development of the Russian Federation and the Deputy Ministers of Economic Development of the Russian Federation

The Ministry of Economic Development of the Russian Federation (hereinafter referred to as the Ministry) establishes the following distribution of responsibilities between the Minister of Economic Development of the Russian Federation and the Deputy Ministers of Economic Development of the Russian Federation (hereinafter referred to as the distribution of responsibilities):

1. Minister of Economic Development of the Russian Federation Maxim Stanislavovich Oreshkin:

1.1. Represents the Ministry in relations with other government bodies, citizens and organizations.

1.2. Submits to the Government of the Russian Federation draft federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation and other documents that require a decision from the Government of the Russian Federation on issues related to the established area of ​​jurisdiction of the Ministry and the areas of jurisdiction of the federal services and federal services subordinate to the Ministry agency, except for cases when otherwise established by acts of the President of the Russian Federation and the Government of the Russian Federation.

1.3. Issues orders of a normative nature on operational and other current issues of organizing the activities of the Ministry - orders of a non-normative nature.

1.4. Annually approves the federal targeted investment program.

1.5. Carries out the functions of the subject of budget planning and the main manager of federal budget funds in the areas of activity assigned to the Ministry.

1.6. Submits to the Government of the Russian Federation proposals for the appointment and dismissal of Deputy Ministers of Economic Development of the Russian Federation, heads of federal services and federal agencies subordinate to the Ministry and their deputies, exercises in relation to them the powers of the employer’s representative in terms of concluding and terminating service contracts federal state civil service (based on decisions of the Government of the Russian Federation, respectively, on appointment to a position and on dismissal from position, and in the case of concluding fixed-term service contracts with these persons who have reached the age limit for being in the civil service - with the consent of the Chairman of the Government of the Russian Federation), as well as submitting proposals to the Government of the Russian Federation on the assignment of class ranks to these federal civil servants, as well as proposals on their encouragement, rewards or the application of disciplinary measures to them, which require decisions of the Government of the Russian Federation.

1.7. Submits proposals to the Government of the Russian Federation on the maximum staffing level of employees of the central apparatus and foreign apparatus of the Ministry and the wage fund for their employees.

1.8. Approves the structure and staffing of the central apparatus and foreign apparatus of the Ministry within the limits of the wage fund and the number of employees established by the Government of the Russian Federation.

1.9. Appoints and dismisses, on the recommendation of the heads of federal services and federal agencies subordinate to the Ministry, heads of territorial bodies of federal services and federal agencies, as well as appoints and dismisses heads of institutions subordinate to the Ministry.

1.10. Exercises the following powers of the employer's representative:

In relation to Deputy Ministers, along with the powers specified in subclause 1.6:

Regarding the Deputy Permanent Representative of the Russian Federation to the World Trade Organization:

concludes a service contract and approves job regulations;

In relation to directors of departments and assistants (advisers) to the Minister:

appoints and dismisses from office;

concludes service contracts and approves job regulations;

provides vacations;

makes decisions on business trips within the territory of the Russian Federation and outside the territory of the Russian Federation;

Regarding deputy directors of departments and the head of the Department for the Protection of State Secrets:

1.11. Makes decisions on the payment of bonuses and one-time incentives, on the provision of material assistance to Deputy Ministers, directors of departments, assistants (advisers) to the Minister, heads of federal services and federal agencies subordinate to the Ministry, and the Deputy Permanent Representative of the Russian Federation to the World Trade Organization.

1.12. Represents, in the prescribed manner, employees of the central apparatus and foreign apparatus of the Ministry, federal services and federal agencies subordinate to the Ministry, their territorial bodies, institutions subordinate to the Ministry, and other persons operating in the established field of activity of the Ministry for the conferment of honorary titles and state awards of the Russian Federation, Honorary a diploma of the President of the Russian Federation, for encouragement in the form of a declaration of gratitude from the President of the Russian Federation, awarding a Certificate of Honor from the Government of the Russian Federation, a declaration of gratitude from the Government of the Russian Federation.

1.14. Approves, within its competence, a list of information constituting a state secret, and classifies the information as a state secret.

1.14.1. Coordinates the departure outside the Russian Federation of Deputy Ministers, assistants (advisers) to the Minister, heads of federal services and federal agencies subordinate to the Ministry, directors of departments (temporarily performing their duties according to the order), the Permanent Representative of the Russian Federation to the World Trade Organization, admitted to information constituting state secret, other employees of the Ministry admitted to information constituting a state secret, according to the first form.

1.14.2. Approves the conclusion on awareness of information constituting state secrets in relation to Deputy Ministers, assistants (advisers) to the Minister, heads of federal services and federal agencies subordinate to the Ministry, directors of departments (temporarily performing their duties according to the order), the Permanent Representative of the Russian Federation to the World Trade Organization , his deputy, other employees of the Ministry of Economic Development of Russia who have access to information constituting state secrets, according to the first form.

1.14.3. Makes a decision on a temporary restriction or the possibility of leaving the Russian Federation in relation to the persons listed in subclause 1.14.1.

1.15. When coordinating and monitoring the activities of federal services and federal agencies subordinate to the Ministry:

approves the annual work plan and performance indicators of federal services and federal agencies, as well as reports on their activities;

submits to the Government of the Russian Federation, upon proposal from the heads of federal services and federal agencies subordinate to the Ministry, draft regulations on federal services and federal agencies;

submits to the Government of the Russian Federation, upon the recommendation of the heads of federal services and federal agencies subordinate to the Ministry, proposals on the maximum staffing level of employees of federal services and federal agencies and the wage fund for their employees;

submits to the Ministry of Finance of the Russian Federation proposals for the formation of a draft federal budget in terms of financial support for the activities of the federal services and federal agencies subordinate to the Ministry;

has the right to cancel decisions of federal services or a federal agency subordinate to the Ministry that are contrary to federal law, unless a different procedure for canceling a decision is established by federal law;

1.16. Ensures the implementation of functions related to the membership of the Russian Federation in the World Trade Organization and the accession and subsequent membership of the Russian Federation in the Organization for Economic Cooperation and Development.

1.17. Coordinates and controls the activities of the Federal Service for State Registration, Cadastre and Cartography.

1.18.
