The procedure and rules for state housing subsidies for military personnel have been significantly simplified in recent years. If military personnel who had previously been on the waiting list for housing were given ownership of living space only in houses built by order of the Ministry of Defense (as a rule, these were new buildings, in not the most convenient places, which entailed the need to spend considerable time getting from home to the place of duty) , now military personnel do not receive apartments themselves, but certain amounts in the form of housing subsidies and they themselves choose which housing to spend it on.
A serviceman's family in need of housing is provided with a subsidy in the amount that will allow them to purchase high-quality, comfortable housing directly in the area where the officer or contract soldier is serving. The serviceman himself has the right to choose the type of housing for himself and his family, as well as the location of the apartment, street, district and even city. At the same time, according to the new rules, you can buy housing on the secondary market, and not just in new buildings, thanks to which the purchased housing can be much larger in square footage, more convenient in location, have favorable infrastructure and are more attractive in other respects.
Most military personnel are concerned about the main question: what will be the payment amount for this housing subsidy? First of all, it directly depends on the number of family members and the length of service of the military man, and the exact amount is determined by an established formula. The amount of subsidies is determined by Decree of the Government of the Russian Federation N 76 “On approval of the Rules for calculating subsidies for the acquisition or construction of residential premises (living premises) provided to military personnel - citizens of the Russian Federation and other persons in accordance with the Federal Law “On the Status of Military Personnel”, it also stipulates Standards for the required housing area for a family:
When calculating the size of the subsidy for the purchase of housing for military personnel, the standard of the average market value of 1 square meter is used, which was approved for 2019 and amounts to 43,374 (forty-three thousand three hundred seventy-four) rubles per 1 m2.
There are standards for the cost of housing in Moscow, St. Petersburg and other subjects of the federation, for example for Moscow this figure is 91,670 rubles for 2019, and for the Moscow region 61,040 rubles, in St. Petersburg the cost per square meter is 71,053 rubles, in the Leningrad region region - 41,220 rubles, on Sakhalin the standard price per square meter is 69,467 rubles, in the Nenets Autonomous Okrug (63,535) and Yamalo-Nenets (59,154 rubles) Autonomous Okrug, in Yakutia 58,420 rubles per square meter.
In addition, when calculating the amount of the subsidy, a correction factor is used, which is determined based on the length of service of the serviceman:
Starting from the 21st year of service of a serviceman, the correction factor (2.45) increases by 0.075 for each year of military service over 21 calendar years - up to 2.75 inclusive (2.75 is the maximum value of the correction factor).
As a result, housing subsidy payments to military personnel are quite good amounts that will actually allow a military family to purchase housing (an apartment, a house or a cottage). The size of the subsidy for the purchase of housing for military personnel can range from 2 to 11 million rubles on average, providing opportunities to purchase living space in almost any region of Russia, including large cities, including Moscow and St. Petersburg.

It is important to take into account those nuances in which it is possible to significantly reduce the amount of payment for housing subsidies to the military. If a serviceman previously purchased an apartment/house/cottage and this housing is his property (no matter whether it is on the territory of the Russian Federation or abroad), then although he will be entitled to a housing subsidy, the calculation of the footage will be carried out minus the existing living space.

Questions often arise about what will happen to the housing subsidy if both spouses are military personnel? In this case, due Subsidy payments are not cumulative! The law allows a family member to apply for a subsidy, thanks to whom the provided living space will look more attractive. For example, this is possible due to the greater length of service of one of the spouses or the additional 15 square meters allocated to him for certain reasons.
Russian legislation provides for a type of deferment for receiving a housing subsidy. That is, if desired, the serviceman who is entitled to this subsidy may not apply for it immediately, increasing his length of service and, accordingly, increasing the number of square meters of living space allotted to him in the future. Naturally, this is a factor that is attractive to those families who do not spend large sums on living in rented housing, otherwise the benefits of delaying receiving a housing subsidy will be questionable.
There are certain categories of military personnel who may be entitled to an additional 15 square meters of living space. In accordance with the above Decree of the Government of the Russian Federation dated No. 76, as well as in accordance with Article 15.1. “The standard for providing living space. The total area of living quarters" of Federal Law N 76-FZ "On the Status of Military Personnel", such rights are defined for the following categories of military personnel:

13. Citizens discharged from military service, whose total duration of military service is 20 years or more, and upon dismissal from military service upon reaching the age limit for military service, for health reasons or in connection with organizational and staffing measures for the total duration military service of 10 years or more, who were not provided with a housing subsidy or living quarters at the time of dismissal from military service, cannot, without their consent, be deregistered as those in need of living quarters at the last place of military service before dismissal and are provided with a housing subsidy or living quarters in the manner prescribed by this Federal Law for military personnel.
A subsidy is financial assistance that can only be spent on specific purposes. Thus, in accordance with current legislation, military personnel are guaranteed the right to housing. Including, they are entitled financial support for purchasing housing for yourself and your family.
Government Decree No. 76 clearly sets out the formula for calculating the amount of subsidies that the family of a serviceman under a contract can receive.
So, for the size of the final monetary amount, the decisive roles are played by:

where P is the final amount of the subsidy.
At the same time, for each period of service under the contract, a correction factor is provided, which is taken into account when allocating funds to the serviceman and his family.
The amount for housing for military personnel can be increased due to an adjustment factor. The principle of its determination by the state is simple - the longer the service life, the greater the coefficient.
Clause 7 of the Rules for calculating subsidies for the acquisition or construction of residential premises (living premises) provided to military personnel - citizens of the Russian Federation and other persons in accordance with the Federal Law “On the Status of Military Personnel”:
The correction factor is set as follows:
- from 10 years to 16 years of military service - 1.85;
- from 16 years to 20 years of military service - 2.25;
- from 20 years to 21 years of military service - 2,375.
- Starting at age 21, the adjustment factor (2.45) increases by 0.075 for each year of military service over 21 years, up to and including 2.75.

After a family or single serviceman has received the status of those in need of housing, it is necessary to send an application to the Ministry of Defense of the Russian Federation (housing department) to receive a subsidy for the purchase or construction of living quarters, or for improving existing living conditions.
In order for the funds to be paid by the state, you need to open a personal bank account, to which the cash assistance will be transferred.
In addition, it is necessary to conclude an agreement for the purchase of residential premises or its construction, and attach a copy of the agreement to the application.
The contract must include a clause on repayment of the entire cost of the apartment or house or part of this cost from the funds of the military certificate. Otherwise, the agreement may not be taken into account as a basis for receiving subsidies from the state.
According to established standards, the total period for transferring funds is 30 calendar days.
That is, during this time, the serviceman must receive a certificate for the purchase, construction or improvement of housing conditions in a bank account.
Unlike family capital A military certificate is issued only to the military person who receives it.
In this case, registration of ownership of a house or apartment remains at the discretion of the recipient of the certificate: personal or shared.
The law establishes that if there are minor children, their interests must be taken into account. That is, the parent who receives the certificate registers shared ownership for himself and his children without fail.
Citizens who were dismissed from contract service, but had more than 10 years of service and did not receive housing, do not lose their right to receive financial assistance.
Citizens who, for other reasons, are considered a priority for receiving benefits and subsidies (for example, large families), like military personnel, also have a priority right to receive assistance from the state. Including to receive financial payments for the purchase of an apartment or house.

The idea of giving money to the military instead of apartments is not new.
