In our country, many owners of plastic cards are most familiar with such global payment systems as Visa or MasterCard. These are the ones that allow you to pay for purchases and withdraw cash from ATMs in more than 200 countries around the world. But more recently, a new Chinese payment system, Unionpay, appeared in Russia and several other countries. What it is and how it operates on the territory of our country, we will consider further.
System logo
The decision to create its own payment system was made by the Central Bank of the People's Republic of China in 2002. Several large commercial banks in China took part in the project, and at first the cards were valid only in large cities of the PRC. By 2003, Unionpay cards were distributed throughout the country, and in 2006, cards under this brand had already found their users outside of China.
In our country, the system appeared in 2013, namely in September of that year, the system was included in the register of payment system operators of the Russian Federation at the initiative of the Central Bank under the name “UnionPay”. By the way, in the same year, cards of this system were already operating in 142 countries, and surpassed systems such as Visa or MasterCard in the number of cards issued, namely their number was 4 million units.
In Russia alone, according to forecasts in 2017, the number of cards from the Chinese payment system will reach 2 million rubles.
When applying for “plastic” at a bank, we rarely think about which system they belong to, because the issuing bank is responsible for servicing, and the main conditions will depend on it. However, in light of recent events, or more precisely, relations between Russia and the United States, UnionPay cards have some advantages.
All Russians are aware that the United States has imposed sanctions on Russia, this also affected financial relations, but both Visa and MasterCard belong to the Americans, who, in turn, refused to cooperate with some domestic banks. If the situation worsens, then Russian banks will have no choice but to cooperate with the Chinese system. By the way, in Crimea, Visa and MasterCard cards are not serviced at all.
If we talk about the advantages, they are mainly obvious only to those who often travel to China, because UnionPay’s native currency is the Chinese yuan. In addition, all Unionpay cards in Russia have lower service rates compared to Visa and MasterCard, and low interest rates for currency conversion.
Card from Russian Standard Bank
Currently, all banks and, in fact, their clients prefer to cooperate with Visa or Master Card, but Chinese cards are sure to find their users. Which bank to contact:
You can find out more about the conditions for receiving and servicing cards of the Unionpay payment system on banks' websites or at sales offices.
The above is not the entire list of banks offering UnionPay cards to their clients. Among them are also MTS Bank, Russian Standard, Renaissance Credit Bank, and Orient Express Bank. Currently, Rosselkhozbank has signed an agreement to issue and service cards of the Chinese payment system, and several other banks.
Also, many Russian banks accept plastic, including Uralsib Bank, Alfa Bank, VTB Group, Military Industrial Bank, MDM Bank. That is, the Union Pay payment system is actively developing in Russia, but, unfortunately, not all banks work with it yet, for example, Sberbank of Russia has considered this issue, but has not yet made a decision.
So, the main problem of the system is that credit and financial institutions are not yet working with this system, and there are not many ATMs throughout the territory, only 20 thousand, from which you can withdraw money. On the other hand, Unionpay has gained popularity among active Internet users, for example, those who work online can withdraw funds through the WebMoney electronic wallet.
Card from Lightbank
By the way, MFOs do not cooperate with Unionpay, so you won’t be able to take out a microloan on a card.
In any case, the Unionpay payment system operates and develops in our country, although many of our compatriots are accustomed to Visa and MasterCard. But if we take into account that China is increasing its position in the world ranking, and this is associated with economic growth, it means that over time the Unionpay system will grow and develop both in Russia and abroad.
Visa and MasterCard are the most popular in our country. But not everyone knows that there are other international payment systems. Let's consider what kind of Unionpay Gazprombank card is, why it is needed, its features and conditions.
Unionpay is the national payment system of China.
Union Pay cards allow you to make purchases in any country in the world, as well as on the Internet.
In terms of functionality and capabilities, they are in no way inferior to Visa and MasterCard.
Why you need a Unionpay card depends on its type:
Gazprombank issues three versions of Unionpay:
Unionpay can be ordered separately or opened as an additional card to a bank card of any payment system.
Gazprombank is one of the few that issues financial instruments of payment systems that are exotic for our country. Let's find out how much it will cost to service Unionpay Classic, how much the owner will pay if he decides to withdraw cash from an ATM, and what are the advantages and disadvantages of the PS.
Opening an account with Gazprombank is free. You will need to pay for the issue (in rubles):
The cost of an additional card is 540 and 1050 rubles. respectively. Re-issue after expiration of the validity period occurs for a fee: 450 and 900 rubles. Re-issue due to changes in personal data or demagnetization of the tape costs 150 rubles, if lost - 450.
According to the terms of use, from the Unionpay Classic Gazprombank card you can withdraw money from an ATM without commission, pay for purchases and services, incl. online, make loan payments, and top up your account. Transfers are carried out at the following rates:
To withdraw money from an ATM from a Gazprombank Unionpay Classic card, you need to pay a fee:
If you need to withdraw money at cash points, according to the terms of Gazprombank, a fee of 1.5% will be charged.
The limits for the operation of withdrawing money from the card are:
Union Pay also offers higher status cards for individuals who want to highlight their position and receive more privileges from using a banking product.
The main advantage of the product, in comparison with Classic, is obtaining an insurance policy for citizens traveling outside their main place of residence. The policy is issued by the SOGAZ company and has a security of $100 thousand.
According to the terms of Gazprombank Unionpay, gold has higher withdrawal limits:
Commissions for transactions correspond to the Classic category.
The cost of issuing a Union Pay gold card is (in rubles):
According to the terms of Gazprombank, Union Pay Platinum can only be obtained as part of the premium service. In this case, the issuance of up to 3 additional Platinum or any level is allowed.
The cost of issue is 15 or 25 thousand rubles, depending on the validity period of the plastic. The money paid includes 4 cards and a set of premium features and services.
Premium clients receive the following privileges:
The last two services are provided for a small surcharge, because... carried out by Gazprombank partners.
The main advantage of platinum Union Pay is the increased limits on cash withdrawals at cash desks and ATMs - 0.5 million rubles. per day, 3 million per month.
It is no secret that when paying with bank cards abroad, you can significantly overpay for conversion, especially if your account is opened in rubles; you must withdraw money from an ATM in the national currency of the country (or make a purchase) where you are, which differs from dollars.
In this case, MasterCard or Visa converts twice - your money into dollars, dollars - into the required currency. At every stage you lose commission. Union Pay allows you to avoid this by carrying out the conversion once (if we are talking about yuan) - this is the main reason why UnionPay from Gazprombank is needed. In this context, it can be considered one of the most.
But for those who do not often visit China or withdraw money in yuan, it makes sense to issue payment instruments of the usual PS - because The service process has been debugged for years; Union Pay often fails in our country, as evidenced by user reviews.
The Unionpay Gazprombank card, according to its terms of use, corresponds to international payment instruments, providing similar opportunities. Commissions, service costs and other tariffs also do not differ from the parameters inherent in Gazprombank cards of other PSs. Suitable for those who often visit China, withdraw money from an ATM in yuan or pay with them.
Many of our banks still cooperate with Visa and MasterCard. But after all the unfriendly gestures (sanctions, refusal to serve Crimea), the situation may change. So, we already have a Chinese payment system. And now China UnionPay (CUP) cards are becoming increasingly popular.
A card is a tool that allows you to use your account. Moreover, you open an account in a specific bank. And you don’t care what payment system it works with. Previously, in Russia these were mainly American Visa and MasterCard, now they have been supplemented by the Chinese UnionPay.
You won’t feel the difference and will be able to pay for your purchases and services in the same way (including on the Internet), withdraw cash in about 140 countries, and use mobile and online banking. That is, everything is the same. Then what's the point of switching to Union Pay? And here's what it is:
UnionPay is independent of the US administration. Remember when Visa and MasterCard, on orders from Washington, stopped servicing cards of some Russian banks? But they still don’t work in Crimea.
There are rumors that all transactions of Visa and MasterCard users are monitored by US intelligence agencies. In this situation, it is hardly possible to talk about any kind of safety and security of personal data.
For any transaction you make, the payment system receives a small percentage. Considering the number of transactions, we are talking about a huge amount. So it’s better to let taxes go to the budget of China, not the USA!
These systems have different base currencies. Visa has the American dollar, MasterCard has the dollar and euro, UnionPay has the Chinese yuan. It's not a big deal, but is the dollar worth supporting?
Finally, the cards of the Chinese system are reliably protected. For this purpose, innovative developments in the field of security are used, as well as a long PIN code.
Eurofinance Mosnarbank UnionPay was the first to issue cards (back in 2008). Now they are issued in all branches.
Classic: 700 rub. per year for service, when registering, you must deposit 1,000 rubles into your account;
Gold: 1,500 rub. per year, you need to deposit 10,000 rubles into your account;
Platinum: 3,000 rub. per year, you need to deposit 60,000 rubles into your account.
For cash withdrawals through Evrofinance Mosnarbank ATMs, 0.3% of the amount is charged, at third-party ATMs - $2.5 (or the equivalent in the currency of the client’s account) regardless of the amount and country where the money is withdrawn.
Gazprombank issues UnionPay debit and credit cards in the Classic, Gold and Platinum categories. You can get them in all regions of Russia. Recently there was information that Gazprombank began issuing bank cards in Crimea, but this still needs to be clarified.
Classic: card issue for 1 year – 600 rubles, no service fee, daily cash withdrawal limit – 200,000 rubles;
Gold: issue for 1 year – 2,800 rubles. (with insurance - 3,500 rubles), no service fee;
There is no commission for withdrawing cash from Gazprombank ATMs; at “foreign” ATMs, 0.5% of the amount (minimum 150 rubles) + commission from a third-party bank is withdrawn.
BaikalBank previously only serviced UnionPay cards, but has now become an issuing bank. You can receive a unique co-branded card of the CUP and Zolotaya Korona payment systems in rubles or dollars at any BaikalBank office (including in Crimea) in literally a matter of minutes.
BaikalBank, perhaps, has the most favorable conditions for servicing microprocessor cards. But it all depends on the tariff:
“Profitable”: card issue – 260 rubles, service – free, cash withdrawal – 0.4% of the amount;
“Ordinary”: issue – free, maintenance – 300 rubles. per year, cash withdrawal - no commission.
Orient Express Bank issues Union Pay debit and credit cards. You can obtain additional information at any branch of the bank, by phone. 8-800-100-80-70 or on the official website.
MTS Bank also began issuing CUP cards in all regions of Russia where they have branches. But now they have suspended issuing new UnionPay cards. So stay tuned for news on the bank's website.
Russian standard carries out mass issue of Union Pay Classic credit cards in rubles. You can repay the loan in installments or all at once. In addition, you can place your own funds on the card.
The credit limit there can reach 450,000 rubles;
The grace period is standard (up to 55 days);
Annual maintenance – 900 rub.
Read more about the conditions.
Rosselkhozbank signed an agreement to begin issuing (issuing and servicing) cards of the CUP system in June 2015. But there is no more detailed information about this yet.
In addition, a number of the largest banks are planning to connect to the Chinese system, and it is possible that they will also begin issuing Union Pay cards. But Sberbank is still only considering the possibility of acquiring (organizing payment at retail outlets).
If you already have a card, then you can withdraw cash, pay for services, transfer money and top up your balance at tens of thousands of ATMs throughout Russia:
At ATMs of all the banks listed above, as well as where there is a UnionPay logo. If the card has an icon, for example, “Golden Crown”, then all ATMs of this payment system accept it.
UBRD services cards even issued by third-party banks.
Alfa-Bank accepts Union Pay cards and provides Internet acquiring services.
Primtercombank cooperates with CUP. You can withdraw cash from bank self-service machines.
VTB Group began implementing a project to distribute China UnionPay services, in particular, to connect to the ATM system.
MDM Bank services UnionPay cards at ATMs and terminals.
Uralsib is also starting to cooperate with Union Pay; soon all ATMs and terminals of the bank will be connected to the system.
Rosenergobank services UnionPay - Zolotaya Korona cards; their holders have access to transfers, payments for utilities and other services, cash deposits and withdrawals, loan repayments and other operations.
MKB also began working with the Chinese payment system. Now you can withdraw cash from ATMs (there are almost 900 devices), as well as make payments through terminals.
KamcomBank provides money withdrawals through ATMs.
Interprombank also connected its ATMs to Union Pay. There you can withdraw money and check your balance.
AVB Bank issues and services cards of the Chinese system.
VPB (Military Industrial Bank) also connected to UnionPay.
Master Bank has implemented the ability to withdraw cash, check balances and top up CUP cards of Russian or Chinese banks.
Investtorgbank provides acquiring services for retail and service outlets (that is, it makes it possible to accept Union Pay cards for payment).
But getting an online loan on a UnionPay card is still difficult, since Russian microfinance organizations do not work with this system. However, look
In light of the close attention to the issues of creating a national payment system in Russia, it would obviously not be amiss to study the world experience in creating such systems. One of the most interesting projects in this area can be considered the Chinese UnionPay.
Prerequisites for creation
In the Chinese economy, in this global “factory of goods,” until the early 2000s, there was no single national payment system similar to, for example, the American Visa or MasterCard. A number of large banks in China (for example, Agricultural Bank or the Chinese Wall Bank) operated their own payment systems, but they were not “friendly” with each other. This situation caused certain inconveniences both at the everyday level for ordinary users and at the state level for contractors. The country's leadership and the People's Bank of China (an analogue of the domestic Central Bank) began to resolve the issue of unification and compatibility of disparate payment systems.
First steps
In 2002, an office of China UnionPay was opened in Shanghai, founded by the State Council of the People's Republic of China and the Central Bank of China. This marked the birth of a unified Chinese payment system, which included about 200 Chinese banks. At its core, the organizational structure of the company resembles an association whose members are banks and financial organizations.
The implementation of the system began with 18 of the largest cities in China, gradually spreading to the surrounding areas around them. Currently, there are 37 regional (territorial) branches of the company operating in China, coordinating the work of the system throughout the country.
In 2004, the international business of UnionPay was launched - at the instigation of the then Secretary General of the Communist Party of China Hu Jintao, who proposed a strategic idea for the development and implementation of the national Chinese payment system around the world. Thus, a strategic vector for the development of the system, oriented towards the international market, was set. This strategy was reflected in the UnionPay logo, which initially bore only hieroglyphs - it was modernized, and the updated version of the logo reflected the company name in Latin.
On September 17, 2012, UnionPay International (UPI) was established, which is a 100% subsidiary of China UnionPay (CUP). Since the formation of UPI, the entire international business of CUP has come under its leadership. Thus, CUP is responsible for the Chinese market, and UPI is responsible for the international market.
Model and features
The architecture and business model of UnionPay are similar to the world leaders (Visa and MasterCard), and company representatives admit this. However, if American payment systems were initially based on credit cards, then the Chinese payment system is based on debit cards. Representatives of UnionPay believe that this basis is “better” than that of competitors. The initial numbers of all cards of the Chinese payment system begin with “62” (for Visa – with “4”, for MasterCard – with “5”).
The large banks of China, which had their own payment systems before the advent of UnionPay, did not develop acquiring (accepting bank cards for payment for goods and services) - UnionPay occupied this niche. Currently, the general structure of the company includes a 100% subsidiary, UnionPay Merchants Service, a leader in Asian acquiring. In Asia, all major ATM networks accept UnionPay cards and almost every retail outlet that accepts card payments accepts UnionPay.
As of the end of 2013 - beginning of 2014, UnionPay included more than 400 organizations around the world. More than 3,000 employees worked for the company around the world. UnionPay cards were accepted in 142 countries/regions around the world. Issued in 30 countries around the world. UnionPay ranked 1st in the world in terms of the number of cards issued - more than 4 billion units. The total number of UnioPay cards issued outside of China reached 25.09 million units by the end of 2013.
*according to UnionPay
During the same period, UnionPay ranked 2nd in the world in terms of transaction volume. In 2013, the total amount of interbank payments in China through UnionPay was 32.3 trillion. Chinese yuan, which is 48% more than in the previous year 2012. The volume of transactions on UnionPay cards outside China in 2013 reached 471.98 billion yuan. The number of transactions reached 153.92 million units, the growth dynamics compared to 2012 was +17%.
*according to UnionPay
The system is one of the five largest payment systems in the world in terms of quantitative presence in retail outlets and POS terminals. By the end of 2013, the acquiring network in China alone included 441 thousand ATMs and more than 10 million POS terminals. The international number of ATMs accepting UnionPay cards was 1.1 million units, and more than 11 million payment points (terminals).
According to company representatives, UnionPay is the largest bank card acquirer in Asia. In addition, UnionPay provides comprehensive solutions for small and medium-sized banks, including processing; extensive information capabilities (Internet banking, mobile banking, etc.). For its development, including in the international arena, UnionPay has developed the following scheme for participation in the system:
Four UnionPay processing centers are located in China:
In Shanghai there is a processing center for domestic transactions;
- In Beijing there is a disaster recovery center for Shanghai processing;
- In Hong Kong – a processing center for external transactions;
- In Shenzhen there is a disaster recovery center for Hong Kong processing.
An interesting example is the Kyrgyz Rosinbank, which is part of UPI and issues UnionPay cards. When paying with a UnionPay card in soms (the national currency of Kyrgyzstan), the bank carries out processing through its own data center, and for transactions in foreign currency, processing occurs through the UnionPay international data center in Hong Kong.
UnionPay considers, first of all, the following points to be its competitive advantages:
Since the fall of 2013, UnionPay has been officially operating in Russia through its subsidiary Union Pay LLC, registered by the Central Bank and included in the appropriate register. On December 26, 2013, a decision was made. The Chinese payment system in Russia works with such financial organizations as VTB, Gazprombank, Bank of Moscow, Rosbank, United Settlement System (OPS), Golden Crown payment system and a number of others.
The example of the Chinese shows that, with the desire and a competent approach to solving the problem, it is quite possible to create a high-quality national payment system that can compete on equal terms with recognized world leaders in this area. As they say, “we’ll wait and see what happens.”
PS . The material was prepared based on the presentation and report Sashi Fan , head of the UnionPay representative office in Russia, at a conference dedicated to practical in Russia.

MTS-BANK Eurofinance Mosnarbank UnionPay payment systemLogo of the China UnionPay payment system
According to expert estimates, in 2012 there were more than 3.5 billion CUP bank cards in circulation, which were accepted by retail and service networks in more than 50 countries and serviced at ATMs in more than 79 countries, including Russia. And in terms of the number of plastic cards issued, the UnionPay payment system is considered the largest in the world. Experts characterize the number of cards in circulation by the world's leading payment systems in 2012 with the following approximate data:
Number of cards in circulation
Share of all issued cards in the world
But in terms of revenue received, the China UnionPay payment system currently ranks only 5th. Revenue for the main international payment systems for 2013 looks like this:
Revenue in 2013
China UnionPay bank cards first appeared on the Russian market in 2007. Since that time, UnionPay cardholders could receive cash from ATMs, pay for goods and services, but were deprived of the opportunity to replenish card accounts. Cards of this system were mainly in demand and serviced in the east of Russia. At the first stage, the following banks were partners of the Chinese payment system in Russia: Gazprombank, VTB24, Master Bank, Moscow Bank for Reconstruction and Development (MBRD), Bank of Moscow, OTP Bank, Home Credit Bank, Uniastrum Bank, Ak Bars Bank, and other credit organizations. For example, on August 15, 2014, MDM Bank (Novosibirsk) joined the China UnionPay system.
In Russia, you can apply for a China UnionPay card in several banks; these are mainly cards of two combined payment systems:
Since September 25, 2013, the China UnionPay (CUP) payment system has been included by the Bank of Russia in the “Register of payment system operators” who have the right to operate in the Russian market. The direct operator of the China UnionPay payment system in Russia has become a subsidiary of UnionPay LLC. The payment system of China was registered in the register of operators of the Bank of Russia on September 25, 2014 under No. 0028. The settlement center of the payment system was JSCB "BANK OF CHINA (ELOS)" (General license of the Central Bank of the Russian Federation No. 2309).
Now Russian banks will be able, together with the China UnionPay (CUP) payment system, to issue UnionPay cards without combining them with other systems. Negotiations on the implementation of the payment system are ongoing with many banks in Russia, including: - Gazprombank, Alfa Bank, Promsvyazbank, etc.
