Instructions for the execution of acceptance documentation for electrical work covers the types of work that are subject to the requirements of SNiP 3.05.06-85 "Electrical devices", in terms of electrical installations and electrical networks with voltage up to 35 kV inclusive, performed by organizations of the USSR Ministry of Installation and Special Construction.

The instruction complies with the requirements of SNiP 3.01.01-85, SNiP 3.01.04-87, SNiP 3.05.06-85 and PES-85 (6th edition).

Instructions for the preparation of acceptance documentation for electrical installation work have been developed by the All-Union State Research and Design Institute VNIIProektelectromontazh of the Ministry of Installation and construction works THE USSR.

With the introduction of this Instruction, the "Instructions for the preparation of acceptance documentation for electrical work" are canceled.

1. GENERAL PROVISIONS

1.1. Uniform forms of acceptance documentation for electrical work are being established.

1.2. The unified forms of acceptance documentation cover all types of electrical installation work, which are subject to the requirements of SNiP 3.05.06-85 "Electrical devices", and the restrictions imposed by order of the Minmontazhspetsstroy No. 200 dated 06.19.85 - on the procedure for performing certain types of installation and special construction works in accordance with the profile of organizations of the Ministry.

The instruction does not apply to the execution of acceptance documents:

For electrical work in electrical installations and electrical networks with voltages above 35 kV 1;

For revision, drying and repair of electrical equipment 1;

For the installation of electrical machines 1 ;

For the installation of contact networks of industrial and urban electrified transport 2 .

1 Installation organizations of the USSR Ministry of Installation and Special Construction do not perform the specified work.

2 Acceptance documentation for the installation of contact networks is determined by the requirements of the "Instructions for the installation of contact networks of industrial and urban electrified transport" VSN 13-77 / MMSS USSR.

1.3. Comprehensive acceptance of equipment as a whole, including electrical equipment, is carried out by a working commission appointed by the customer (developer), while an act of the working commission is drawn up on the acceptance of equipment after individual testing (Appendix 1 to SNiP 3.01.04-87).

The act formalizes the transfer to the customer of the equipment of the entire facility or for individual installations at large and complex facilities. The act also certifies that the equipment meets the acceptance requirements for its comprehensive testing.

1.4. According to paragraph 16 of SNiP 3.01.04-87, stand-alone tasks and structures, built-in or attached premises for production or auxiliary purposes, if necessary, putting them into operation during the construction of the facility are accepted for operation by working commissions as they are ready, followed by their presentation to the State Acceptance Commission , which accepts the object as a whole.

1.5. The readiness of the completed electrical work for acceptance is determined by the act of technical readiness of electrical work (form 2), which is the basis for organizing the work of the working commission for the acceptance of equipment after individual tests. The act of technical readiness can be used to formalize the acceptance of electrical work when the working commission has not yet been formed.

1.6. Completed forms of acceptance documentation as part of all the documentation listed in form 1, after the execution of the act of technical readiness of electrical work (form 2), are transferred to the general contractor for subsequent presentation to the working commission for the acceptance of equipment after individual tests; upon completion of the work of the commission and the preparation of the relevant act, the completed documentation, together with electrical equipment, is transferred to the customer.

Documentation commissioning presented to commissions for the acceptance of equipment after individual tests and when drawing up an Act of technical readiness for electrical work. The documentation is kept by the customer or by the commissioning organization.

1.7. The composition of the electrical equipment of electrical installations, drawn up by acts of technical readiness of electrical work, depends on the specific conditions and can be determined, for example:

The boundaries of the technological node;

The boundaries of the design mark or the main set of working drawings of working documentation (electrical substations - EP, electric lighting - EO, power electrical equipment - EM, etc.);

The boundaries of the workshop, built-in, attached and detached premises and structures (power supply for temperature and humidity regime systems - TVR, electrical equipment for electric welding posts, compressor rooms, etc.);

Electrical rooms, as well as electrical equipment that is part of technological systems (if its installation is carried out by an electrical installation organization).

In order to reduce writing, the complexes listed above are summarized by the term - electrical equipment of an electrical installation.

1.8. Entries in the forms of acceptance documentation must be clear and legible without blots and erasures. If you need to make changes, you should cross out the unnecessary and make the correct entry next to it.

1.9. When filling out protocols and acts in the column "Result" or similar, you should indicate:

"norm" - if, when assessing general condition elements of the electrical installation according to external inspection, the quality of the installation, the operation of mechanical interlocks, the simultaneity of closing and opening contacts, etc. there are no deviations;

"produced" - in the case of performing control inclusions, adjustments, control rolling in of retractable equipment elements;

“good” (“good”) - when filling out the “conclusion” column, if the parameters of the apparatus or line during inspections and checks correspond specifications.

2. GENERAL FORMS OF ACCEPTANCE DOCUMENTATION

2.1. General forms of acceptance documentation reflect the main stages of electrical work, which are defined by SNiP 3.05.06-85, SNiP 3.01.01-85 and SNiP 3.01.04-87; Common forms of documents include:

a) a statement of technical documentation to be presented during the acceptance of electrical work (form 1);

b) an act of technical readiness for electrical work (form 2);

c) a list of changes and deviations from the project (form 3);

d) a list of electrical installation imperfections that do not prevent comprehensive testing (form 4);

e) act of acceptance and transfer of equipment for installation (form M-25);

f) an act on the identified defects in equipment (form M-27);

g) list of installed electrical equipment (form 5);

h) an act of readiness of the building part of the premises (structures) for the production of electrical work (form 6).

2.2. The certificate of elimination of imperfections is not included in the technical documentation and is transferred to the customer separately.

2.3. Technical documentation for the acceptance of electrical work, completed in form 1 together with the act of technical readiness of electrical work (form 2), is transferred to the general contractor; it is an appendix to the equipment acceptance certificate after individual tests.

2.4. The act of technical readiness of electrical work (form 2) draws up the readiness of electrical work for presentation of their working commission for the acceptance of equipment after individual tests.

2.5. The technical readiness certificate (form 2) is used to formalize (if necessary) the acceptance of the electrical installation to the general contractor to ensure the safety of completed electrical work, as well as for the delivery and acceptance to the customer (general contractor) of the components of the electrical installation (electric lighting, cable lines, power lines, etc. .p.) into temporary operation.

2.6. The act of acceptance and transfer of equipment for installation is drawn up according to the standard interdepartmental form M-25, approved by order of the Central Statistical Bureau of the USSR No. 628 dated 11/27/85. Columns and lines of the form, surrounded by bold lines, include data for automated processing (not used for manual processing).

The same order of the Central Statistical Bureau of the USSR introduced the form M-27 of the Act on Identified Equipment Defects. The act is drawn up in cases where equipment defects are detected during installation, commissioning and testing. The need for revision and drying of electrical equipment is documented by this act.

Acts on forms M-25 and M-27 are prepared by the customer with the participation of installers.

2.7. The list of installed electrical equipment (form 5) is used as an annex to the Act of technical readiness of electrical installation work (form 2).

2.8. An act in form 6 draws up the readiness of the building part of the facility (premises, structures) for electrical work.

An act in form 6 is prepared by representatives of the construction organization with the participation of installers who determine the readiness of the building part of the facility (premises, structures) for electrical work.

2.9. The design of the cover for the technical documentation for the acceptance of electrical work is recommended to be carried out in accordance with the appendix to these BCH.

Transformers with a power of up to 2500 kV × A inclusive are accepted for installation according to the general Act of acceptance and transfer of equipment for installation (form M-25).

If it is necessary to perform electrical measurements on the transformer (provided by the documentation of manufacturers and in other cases), they are provided by the customer, involving a commissioning organization for this; in this case, a representative of the commissioning organization is included in the commission and signs the Act.

4.1. Battery documents include:

4.2. Form 9 Act and Form 10 Statement are documents that satisfy the completeness, correctness and compliance with the battery installation project.

The control discharge of the battery is its individual test.

4.3. Upon delivery of the battery with documentation (forms 9, 10), general documents are transferred in accordance with section 2 of the Instruction. Acceptance of the building part (premises, structures, racks, ventilation, painting) is documented by a general act of form 6.

5. FORM OF DOCUMENTS FOR ELECTRIC WIRING

5.1. Wiring documents include:

a) an act of inspection of the sewer from the pipes before closing (form 11);

b) a report on pressure testing of local and separating seals or steel pipes for wiring in explosive zones of classes B-1 and B-1a (form 12);

c) insulation resistance measurement protocol (form 13);

d) phasing protocol (Form 14).

5.2. Documents on electrical wiring are transferred as a set with other documents on the object.

5.3. Form 13 is a single form for filling in the results of measuring the insulation resistance of electrical wiring and cable lines.

5.4. The phasing protocol (form 14) is filled out for trunk, distribution and lighting busbars; cables with voltage up to and above 1000V, supplying switchgears from power sources.

Instructions for the execution of acceptance documentation for electrical work covers the types of work that are subject to the requirements of SNiP 3.05.06-85 "Electrical devices", in terms of electrical installations and electrical networks with voltage up to 35 kV inclusive, performed by organizations of the USSR Ministry of Installation and Special Construction.

The instruction complies with the requirements of SNiP 3.01.01-85, SNiP 3.01.04-87, SNiP 3.05.06-85 and PES-85 (6th edition).

Instructions for the preparation of acceptance documentation for electrical installation work were developed by the All-Union State Research and Design Institute VNIIProektelectromontazh of the USSR Ministry of Installation and Construction Works.

With the introduction of this Instruction, the "Instructions for the preparation of acceptance documentation for electrical work" are canceled.

1. GENERAL PROVISIONS

1.1. Uniform forms of acceptance documentation for electrical work are being established.

1.2. The unified forms of acceptance documentation cover all types of electrical installation work, which are subject to the requirements of SNiP 3.05.06-85 "Electrical devices", and the restrictions imposed by order of the Minmontazhspetsstroy No. 200 dated 06.19.85 - on the procedure for performing certain types of installation and special construction works in accordance with the profile of organizations of the Ministry.

The instruction does not apply to the execution of acceptance documents:

For electrical work in electrical installations and electrical networks with voltages above 35 kV1;

For revision, drying and repair of electrical equipment1;

For the installation of electrical machines1;

For the installation of contact networks for industrial and urban electrified transport2.

1 Installation organizations of the USSR Ministry of Installation and Special Construction do not perform the specified work.

2 Acceptance documentation for the installation of contact networks is determined by the requirements of the "Instructions for the installation of contact networks of industrial and urban electrified transport" VSN 13-77 / MMSS USSR.

1.3. Comprehensive acceptance of equipment as a whole, including electrical equipment, is carried out by a working commission appointed by the customer (developer), while an act of the working commission is drawn up on the acceptance of equipment after individual testing (Appendix 1 to SNiP 3.01.04-87).

The act formalizes the transfer to the customer of the equipment of the entire facility or for individual installations at large and complex facilities. The act also certifies that the equipment meets the acceptance requirements for its comprehensive testing.

2.2. The certificate of elimination of imperfections is not included in the technical documentation and is transferred to the customer separately.

2.3. The technical documentation for the acceptance of electrical work, completed together with the act of technical readiness of electrical work (), is transferred to the general contractor; it is an appendix to the equipment acceptance certificate after individual tests.

2.4. The act of technical readiness of electrical work () draws up the readiness of electrical work to present them to the working commission for the acceptance of equipment after individual tests.

2.5. The technical readiness certificate () is used to formalize (if necessary) the handover and acceptance of the electrical installation to the general contractor to ensure the safety of completed electrical work, as well as for the handover and acceptance to the customer (general contractor) of the components of the electrical installation (electric lighting, cable lines, power lines, etc. .) in temporary operation.

2.6. The act of acceptance and transfer of equipment for installation is drawn up according to the standard interdepartmental, approved by order of the Central Statistical Bureau of the USSR No. 628 dated 11/27/85. Columns and lines of the form, surrounded by bold lines, include data for automated processing (not used for manual processing).

By the same order, the Central Statistical Bureau of the USSR introduced the Act on Identified Equipment Defects. The act is drawn up in cases where equipment defects are detected during installation, commissioning and testing. The need for revision and drying of electrical equipment is documented by this act.

Instructions for the execution of acceptance documentation for electrical work covers the types of work that are subject to the requirements of SNiP 3.05.06-85 "Electrical devices", in terms of electrical installations and electrical networks with voltage up to 35 kV inclusive, performed by organizations of the USSR Ministry of Installation and Special Construction:

Instructions for the preparation of acceptance documentation for electrical work were developed by the All-Union State Research and Design Institute VNIIProektelectromontazh of the USSR Ministry of Installation and Special Construction Works.

1.2. The unified forms of acceptance documentation cover all types of electrical installation work, which are subject to the requirements of SNiP 3.05.06-85 "Electrical devices" and restrictions imposed by order of the Minmontazhspetsstroy N 200 dated 19.06.85 - on the procedure for performing certain types of installation and special construction works in accordance with the profile of organizations of the Ministry.

** Acceptance documentation for the installation of contact networks is determined by the requirements of the "Instructions for the installation of contact networks of industrial and urban electrified transport" VSN 13-77 / MMSS USSR.

1.3. Comprehensive acceptance of equipment as a whole, including electrical equipment, is carried out by a working commission appointed by the customer (developer), while an act of the working commission is drawn up on the acceptance of equipment after individual testing (Appendix 1 to SNiP 3.01.04-87).

The act formalizes the transfer to the customer of the equipment of the entire facility or for individual installations at large and complex facilities. The act also certifies that the equipment meets the acceptance requirements for its comprehensive testing.

1.4. According to paragraph 16 of SNiP 3.01.04-87, detached buildings and structures, built-in or attached premises for production and auxiliary purposes, if necessary, putting them into operation during the construction of the facility are accepted for operation by working commissions as they are ready, followed by their presentation to the State Acceptance Commission , which accepts the object as a whole.

1.5. The readiness of the completed electrical work for acceptance is determined by the act of technical readiness of electrical work (form 2), which is the basis for organizing the work of the working commission for the acceptance of equipment after individual tests. The act of technical readiness can be used to formalize the acceptance of electrical work when the working commission has not yet been formed.

1.6. Completed forms of acceptance documentation as part of all the technical documentation listed in form 1, after the execution of the act of technical readiness of electrical work (form 2), are transferred to the general contractor for subsequent presentation to the working commission for the acceptance of equipment after individual tests; upon completion of the work of the commission and the preparation of the relevant act, the completed documentation, together with the electrical equipment, is transferred to the customer.

Commissioning documentation is presented to commissions for acceptance of equipment after individual tests and when drawing up an Act of technical readiness for electrical installation work. The documentation is kept by the customer or by the commissioning organization.

1.7. The composition of the electrical equipment of electrical installations, drawn up by acts of technical readiness of electrical work, depends on the specific conditions and can be determined, for example:

The boundaries of the design mark or the main set of working drawings of working documentation (electrical substations - EP, electric lighting - EO, power electrical equipment - EM, etc.);

The boundaries of the workshop, built-in, attached and detached premises and structures (power supply for temperature and humidity control systems - TVR, electrical equipment for welding stations, compressor rooms, etc.);

Electrical rooms, as well as electrical equipment that is part of technological systems (if its installation was carried out by an electrical installation organization).

1.8. Entries in the forms of acceptance documentation must be clear and legible without blots and erasures. If you need to make changes, you should cross out the unnecessary and make the correct entry next to it.

1.1. Uniform forms of acceptance documentation for electrical work are being established.

1.2. The unified forms of acceptance documentation cover all types of electrical installation work, which are subject to the requirements of SNiP 3.05.06-85 "Electrical devices", and the restrictions imposed by order of the Minmontazhspetsstroy N 200 of 19.06.85 - on the procedure for performing certain types of installation and special construction works in accordance with the profile of organizations of the Ministry.

The instruction does not apply to the execution of acceptance documents:

For electrical work in electrical installations and electrical networks with voltages above 35 kV ;

For revision, drying and repair of electrical equipment*;

For the installation of electrical machines*;

For the installation of contact networks for industrial and urban electrified transport .

1.3. 1.9. When filling out protocols and acts in the column "Result" or similar, you should indicate:

"norm" - if, when assessing the general condition of the elements of the electrical installation by external inspection, the quality of the installation, the operation of mechanical interlocks, the simultaneity of closing and opening contacts, etc. there are no deviations;

"produced" - in the case of performing control inclusions, adjustments, control rolling in of retractable equipment elements;

"good" ("good") - when filling in the "conclusion" column, if the parameters of the apparatus or line during inspections and checks correspond to the specifications.

2.1. General forms of acceptance documentation reflect the main stages of electrical work, which are defined by SNiP 3.05.06-85, SNiP 3.01.01-85 and SNiP 3.01.04-87; Common forms of documents include:

a) a statement of technical documentation presented during the acceptance of electrical work ( );

b) an act of technical readiness for electrical work ( );

c) a list of changes and deviations from the project ( );

d) a list of electrical imperfections that do not prevent comprehensive testing ( );

e) act of acceptance and transfer of equipment for installation ( );

f) an act on detected equipment defects ( );

g) list of installed electrical equipment ( );

h) an act of readiness of the building part of the premises (structures) for the production of electrical work ( ).

2.2. The certificate of elimination of imperfections is not included in the technical documentation and is transferred to the customer separately.

2.3. Technical documentation for the acceptance of electrical work, completed in form 1 together with the act of technical readiness of electrical work (form 2), is transferred to the general contractor; it is an appendix to the equipment acceptance certificate after individual tests.

2.4. The act of technical readiness of electrical work (form 2) draws up the readiness of electrical work for presentation of their working commission for the acceptance of equipment after individual tests.

2.5. The technical readiness certificate (form 2) is used to formalize (if necessary) the acceptance of the electrical installation to the general contractor to ensure the safety of completed electrical work, as well as for the delivery and acceptance to the customer (general contractor) of the components of the electrical installation (electric lighting, cable lines, power lines, etc. .p.) into temporary operation.

2.6. The act of acceptance and transfer of equipment for installation is drawn up according to the standard interdepartmental form M-25, approved by order of the Central Statistical Bureau of the USSR N 628 of 11/27/85. Columns and lines of the form, surrounded by bold lines, include data for automated processing (not used for manual processing).

The same order of the Central Statistical Bureau of the USSR introduced the form M-27 of the Act on Identified Equipment Defects. The act is drawn up in cases where equipment defects are detected during installation, commissioning and testing. The need for revision and drying of electrical equipment is documented by this act.

Acts on forms M-25 and M-27 are prepared by the customer with the participation of installers.

2.7. List of installed electrical equipment ( ) is used as an annex to the Act of technical readiness of electrical work ( ).

2.8. Act on the readiness of the construction part of the object (premises, structures) for the production of electrical work is drawn up.
