“By the time the UEC is issued to citizens in industrial mode, such an opportunity will appear in the network of other banks participating in the UEC. The number of participating banks will be several dozen banks, and these are several tens of thousands of ATMs throughout the country,” Sberbank assures.

No one hides the orientation of the UEC towards the payment system of Sberbank PRO100, which seeks to compete in Russia with Visa and MasterCard. The bank is the main driver of the universal card project and, using it, it naturally seeks to increase the number of points where PRO100 is used.

According to UEC Vice President Alexei Popov, the issued card will use the acquiring network of Sberbank, Uralsib, AK Bars (two other UEC shareholder banks).

“These are several tens of thousands of self-service devices, as well as many large retail chains, shops, restaurants,” he said in March 2013.

In the first quarter of 2013, according to Popov, already 15 banks will be ready to place their logo on the cards.

As of March 2013, the scale of use of PRO100, the number of points where you can pay with such cards, even in Russia, is not comparable with foreign competing payment systems. As of January 2013, UEC cards are accepted for payment in more than 99,000 trade organizations serviced by Sberbank, and their number is growing, the bank says. For example, with the help of UEC you can pay in stores:

"Despite this, the existing issuers of the electronic banking application of the UEC card are able to fully cover the needs of citizens at the time of the start of the project," Sberbank added.

According to UEC, about 13 thousand applications for an electronic card have been submitted (as of January 2013). Upon receipt of the card, all these citizens will be able to immediately activate and use the banking application. Initially, in accordance with 210-FZ, it was assumed that from January 2014 the UEC would be issued to all Russian citizens over the age of 14 who did not write an application in advance to refuse to receive it. However, in February 2013 in Kazan, the Minister information technologies and Communications Nikolai Nikiforov said that the UEC would not become mandatory from the beginning of 2014. He later clarified that the mandatory issuance of electronic identity cards in Russia would remain, but these would be electronic passports, for the issuance of which the Federal Migration Service (FMS) would be responsible. The new date (if it really changes) will be determined by the FMS bill, which is currently being discussed with other departments. A direct amendment to 210-FZ, he said, will not be required. He also stressed that the regions, if they wish, may not wait for this date and set earlier deadlines for the mandatory issuance of universal cards.

It is clear that with the development of the Sberbank payment system with the help of UEC, state support will be provided to it. First of all, from the point of view of making all payments in favor of the state. Federal Law 162 amended the main normative document on electronic public services (210-FZ). The cards of the PRO100 system, in turn, are based on international banking standards, which means that they can use the same banking infrastructure as foreign payment systems. At the same time, unlike the latter, payments through PRO100 are made in processing centers located in Russia and are not withdrawn abroad.

Technologically, PRO100 uses the MasterCard M/Chip banking application on cards, based on international standard EMV. The same standard is used by the Visa payment system. It regulates the functionality of universal applications for debit and credit cards, and also sets the rules for the card and the terminal in the implementation and maintenance of this application.

At the beginning of summer 2014, two more Crimean banks, the Black Sea Bank for Development and Reconstruction (ChBRR) and Morskoy, joined the issuance of cards based on PRO100. By the end of June, 333 thousand payment cards with PRO100 were issued in Crimea, the total number of issued cards based on this payment system exceeded 800 thousand.

In the Crimean region, PRO100 became a backbone payment system after separation from Ukraine. By the end of 2014, the implementation of the Universal Electronic Card project will begin on the peninsula. The authorized organization that will ensure the issuance, issuance and maintenance of universal electronic cards is the state unitary enterprise Krymsvyaz. The program implies the creation in the region single center processing and billing (EPBiB), on the basis of which centralized accounting of all transactions in the field of housing and communal services, transport, healthcare, education, including servicing privileged categories of citizens, is carried out. The ECPiB can also be a platform for creating a regional information system for housing and communal services within the framework of the GIS housing and communal services.

At the beginning of June, Rossiya Bank joined the PRO100 payment system. The Bank of Moscow entered into an agreement with UEC on the creation of an inter-host connection, through which mutual acceptance and servicing of bank cards in the infrastructure of banks participating in the PRO100 payment system is ensured.

According to the Central Bank, as of April 1, 2014, more than 219 million plastic cards were issued in Russia, including about 189 million settlement cards (+13.6 million per year). Analysts express little doubt that the PRO100 will be able to take a fairly prominent place in this market.

Payment system PRO100 received the status of nationally significant

In November 2014, the Central Bank of the Russian Federation recognized the Universal Electronic Card (PRO100) payment system as nationally significant.

Initially, Sberbank planned to distribute PRO100 as part of the mandatory issuance of cards (UEC) to all citizens with the PRO100 payment application. The revival of interest in the project was facilitated by the imposition of sanctions in March 2014, when the banks SMP-Bank and the national payment system that fell under them made it pointless to further promote PRO100.
