The demolition project of the so-called "Khrushchev" in Moscow was initiated at the beginning of the year by the president. It is planned to build new buildings, where everyone who got into the program will be settled.

The definition of houses that will be included in the renovation program has been completed. In total, more than 5,000 houses of the capital participate in it. The scale of the project is huge - the quarters falling under it occupy about 15 thousand hectares.

  • SWAD. The program has already included 18 houses on Profsoyuznaya and D. Ulyanov streets;
  • SZAO. The project for demolition in 2017 included 10 houses, including houses on the streets of M. Zhukov, Tourist and People's Militia.

The listed houses are planned to be demolished in the first place. The creators of the program say that the order will be determined based on which houses are in the worst condition. These are the five-story buildings of the series:

  • 1-515.

These houses were included in a demolition program that started back in 1998. Some of the houses have already been demolished. It is planned that dilapidated and emergency houses of these series will be settled by 2018. Then the turn of the houses which are in the best technical condition will come.

Apartment owners are concerned not only with the order of demolition of five-story buildings under the renovation program, but also with whether they will continue to live in the same area as before. According to the rules of the project, the residents will be settled in new buildings in a similar administrative district of the city.

What is the order of demolition?

According to official sources, the first wave of resettlement of residents will take place at the end of this year. People are planning to relocate to monolithic houses. In the future, it is possible to develop a project for new panel houses that meet modern construction standards.

Residents who have fallen under the program are concerned about the quality of new apartments and the features of the process. Here are the main provisions that are planned to be implemented within its framework:

  • the area of ​​​​the apartment will be equivalent or more. Small kitchens and bathrooms were built in the Khrushchev houses, they are no longer used in the projects of new houses;
  • the cost of the new apartment will not be less than the old one. Housing in new buildings, in principle, is more expensive than the secondary. According to the head of the Moscow Construction Complex, the price of an apartment will increase by at least 20%;
  • Residents of rooms in communal apartments will receive separate apartments. Such amendments to the law on renovation were introduced in the second reading;
  • mortgage will remain unchanged. The terms of the loan agreement will remain the same, and the bank will not be able to demand early repayment of obligations;
  • new houses will be provided with infrastructure: kindergartens, schools, hospitals, shops, etc.;
  • from August 1, 2017, the owners are exempted from paying contributions for major repairs, and after resettlement, the funds already paid will be compensated;
  • if the owner does not want to move to a new house, he has the right to demand monetary compensation equal to market value apartments in a demolished building.

Are you the owner of a non-residential property in a house that has been demolished? You will be provided with a room with similar characteristics. If it does not suit you, you can receive compensation in the amount of its market value.


According to the Moscow authorities, the new houses will serve for a hundred years. The creators of the program carefully select construction companies who will build them. It became known that the houses of the new generation will be equipped with everything necessary for a comfortable life:

  • entrances to entrances equipped with ramps;
  • elevators will be located so that they do not have to go up the stairs;
  • surveillance cameras will be installed at the entrances;
  • courtyards are equipped with playgrounds, walking paths, parks, etc.

Each apartment will be modernly renovated on a turnkey basis, with light-colored wallpaper on the walls, and laminate or linoleum on the floor. It is planned to install double-glazed windows, tiles on the floor of the balcony, interior doors, electrical wiring, plumbing equipment. Residents will only need to supply furniture and appliances.

To what extent the promised conditions will be realized, it will be possible to say later, when the first tenants move into new apartments. Yesterday I was in Northern Izmailovo at a press show of the first house, which is about to start moving residents of neighboring "Khrushchev" who have fallen into the renovation program. The journalists burst into this house like locusts, cheerfully checked everything, trampled, used the toilet, and one of the TV people even gave a good kick to the wallpaper with a tripod. Alexander Lomakin, deputy head of the Moscow construction department, who gave us the tour, changed his face: "Now the people who will check the housing before receiving a warrant will demand that the wallpaper be replaced." So it's probably good that they let us in only on two floors - otherwise we would have arranged for them there! But then everything was filmed and we can show. Because the showroom at VDNKh is, of course, wonderful, but there is already a real house and real apartments. Under the cut - a lot of photos, videos and people.

So. Residents of neighboring "Khrushchev" houses, which are located just 300 meters away, nearby, along Konstantin Fedin Street, will move to this house on 5th Parkovaya. On the playgrounds next to the new building, mothers with children are already hanging out with might and main. And in general, these new apartments, which the first owners will soon move into, are larger than their old "Khrushchevs". (More both total area and residential area). Extra meters will go to people without any additional payments. I do not think that the reason is such a special generosity of Moscow. It's just that the standards of modern housing are higher than the Soviet ones. So it turns out such a difference - to the "three rubles" plus 21.5 free squares. Minimum!

I think the organizers are no longer very happy that they invited journalists)) Windows - double-glazed windows, in each room they open for ventilation (mosquito nets are everywhere), plus each window has micro-ventilation valves.

Have you noticed that chandeliers have already been hung in all the rooms? They can be changed, of course. But in principle, everything is ready here - bring your furniture and live. Ceiling height - 2.75.

All metal-plastic pipes are laid in the floor, in a screed, as in new "business houses". There are no heating risers, all these pipes that run along the walls in old houses - therefore, in the event of an accident, if suddenly someone’s radiator floods someone there, you don’t even need to break into the apartment, look for the owners. Management Company just shuts off the water - outside the apartment. The heat level can be adjusted on the radiators. And heat meters will help save! (I personally turned off the heating in my apartment - I warm myself all winter at the expense of my neighbors for free).

An information center for migrants is organized in the house. It will work from February 10, seven days a week, from 8:00 to 21:00. All residents will be able to walk here, watch and sign acts, if everything suits them.

In the quarters of new development, the engineering and communal infrastructure will also be completely updated. How are we? In the territories of old buildings, the so-called ring scheme has been used since Soviet times. Therefore, if an accident happens somewhere, everyone suffers for a long time. In the new quarters, the networks will be designed and built in such a way that in case of an emergency, a backup line will be used - electricity, heat, and water are transferred to it within no more than an hour. Besides modern technologies allow to ensure the service life of new networks up to 100 years.

Everyone is so enthusiastic about the panoramic glazing of the loggias, but I don’t like it. Now it certainly looks beautiful. But not far from our microdistrict there are houses with the same transparent loggias - the residents quickly forced them with skis, sledges and old refrigerators, and such a colorful exhibition of junk turned out, which added some kind of slovenliness to the house. Let's see what will happen here.

On February 21 of this year, the president of the state officially sent an instruction to the mayor of the capital to activate new program demolition of five-story buildings. And two months later, the first regulations regulating this issue were prepared. But, given the speed of decision-making on the demolition of Khrushchev in Moscow, Muscovites have more questions than answers. In the Soviet Union, every family that faithfully worked at state-owned enterprises could rightly count on receiving personal housing. This is undoubtedly good program, thanks to which Moscow is dotted with five-story buildings, among which Khrushchevs prevail. These houses became the lifeline of the city authorities, which made it possible to provide housing for thousands of Russian families. But time goes by, houses fall into disrepair, threaten their disrepair, and hundreds of families dream of changing their impractical layout to a spacious new apartment in a modern high-rise. This is one of the main reasons that provoked the demolition of five-story buildings in Moscow in 2017.

The renovation plan was launched back in 1998 and was expected to be completed by 2011. But, due to financial and other government difficulties, the plan for the demolition of five-story buildings in Moscow was extended for several more years. According to the most favorable forecasts, the Khrushchev demolition plan should be completed in 2019. According to theoretical foundations it was stated that the schedule for the demolition of five-story buildings for 2017 would depend solely on the opinion of the owners of real estate in the applicant houses. And the voting lines were already closing on June 15th.

Now, until July, the votes will be counted and the final lists of five-story buildings for demolition will be drawn up. It should be noted that the final list will be published only in August, but for now, the demolition map of five-story buildings includes 115 structures, among which there are not only Khrushchevs, but also other dilapidated or emergency houses.

Practical stage

  • all residents of the apartment voted for dismantling;
  • if the opinions of the residents of one apartment differ, but the majority looks at the solution of the issue positively;
  • if not a single vote was received from the apartment

Thus, only a unanimous refusal will count towards the "no" vote.

When determining the first list of houses that can be demolished, the period of construction and its condition were taken into account. For example, municipal utilities of the city carried out inspections in order to establish the accident rate of dwellings.

Continuation

The renovation project was launched in 2017, and it is for this period that the bulk of the work is planned. So, as already mentioned, before the end of the summer, the addresses of Moscow five-story buildings will be formed, which ones will be demolished. Further, it will take about two months to draw up notices to residents, to provide enough free apartments in new buildings for the resettlement of citizens, as well as to draw up all the necessary papers.

Active construction of Khrushchev houses in Moscow lasted from 1957 to 1969. The very first apartments were without balconies, tiny, with low ceilings, adjacent rooms and shared bathrooms. They were built at an accelerated pace to solve the housing problem for the next 25 years. In the early 1960s, house designs were improved; the service life of brick Khrushchevs was calculated for 100 years. But due to the unsatisfactory quality of construction, some of them fell into disrepair much earlier.

It's time for a change: the authorities decided to replace panel five-story buildings of the 1-515 series, block - 1-510 and brick -1-511, as well as their modifications with modern comfortable houses with parking lots under them, new engineering communications landscaped yards. In addition to Khrushchev, the list for demolition included houses with 2-3 floors, as well as about 100 nine-story panel buildings. If residents are against, there will be no resettlement

Until June 15, 2017, homeowners voted on the draft renovation program. The results of the apartment voting are available for verification. If 1/3 of the inhabitants were against it, there will be no resettlement and dismantling. There were 452 such houses. They were mostly built of brick. And, on the contrary, residents of 297 houses not included in the preliminary plans voted for demolition at the general meeting. Residents of quarters 79-81 Khoroshevo-Mnevnikov, Marshal Zhukov Avenue, dilapidated houses Novozavodskaya street. The demolition priority is given to houses located near highways under construction.

The program is attractive in that residents will move to new homes in the same or neighboring area. In total, 5144 houses are planned for demolition in Moscow until 2020. People will receive turnkey apartments of equal size, at least 30% more expensive than the previous ones, or monetary compensation. This also applies to businesses located on the ground floors of Khrushchev. Owners of rooms in communal apartments will also receive apartments. The Moscow authorities have named the cost of finishing: for 1 m² - 11 thousand rubles. It includes plastic windows with baskets for air conditioning, energy-efficient batteries, water and electricity meters, readings from which will be transmitted automatically, an intercom, separate bathrooms, ceramic toilets and metal bathtubs. Each apartment will have a balcony or loggia. According to preliminary data, about 25 million m² of new housing will be built, which will require 1.5 trillion. rubles.

Wave building method

The mass resettlement of residents from Khrushchev will begin no earlier than the second half of 2019. The first district will be Beskudnikovo. The method of wave building is already known to Muscovites. It consists of the following steps:

  1. Construction of a new house.
  2. Relocation of residents.
  3. Demolition of the old building and erection of a new one.
  4. Creation of infrastructure and strengthening of capacities in terms of communications.

Khrushchev houses will be replaced by houses built from panels of a new generation and as a monolith. Facade decoration will be bright, non-standard. The city authorities promise round-the-clock video surveillance in the houses, modern elevators, adapt entrances for the disabled and baby carriages. If premium-class buildings are built on the site of the Khrushchevs, the number of apartments in new houses will more than double, and their total area will increase by more than 5 once.
