Now the maximum rate for individuals, owners of passenger cars in certain constituent entities of the Russian Federation (unprofitable for insurance companies) is 4,736 - 4,942 rubles.

The minimum rate for these insurers is now 3,706 rubles, which is 8% higher than the previous minimum rate (it was 3,432 rubles) and only 10% lower than the previous maximum rate.

Of the twelve largest insurers in the Russian Federation, five companies have already published new tariff rates: AlfaStrakhovanie, Renaissance Insurance, MAKS, NSG-Rosenergo and ASKO-Insurance. The previous tariffs are currently listed on the websites of RESO-Garantiya, Rosgosstrakh, VSK, Ingosstrakh, Sogaz, NASKO and Soglasiya.

The current leader of the MTPL market (in terms of the number of concluded contracts) is AlfaStrakhovanie, its share is 15.3%. The company decided in some regions of the Russian Federation to raise the basic tariff for owners of passenger cars by 15% - up to 4,736 rubles. The increase, in particular, affected drivers of Novosibirsk, Ulyanovsk, Chelyabinsk, Nizhny Novgorod, Krasnoyarsk, Irkutsk, Voronezh, Belgorod, as well as Yakutia, Dagestan, Ingushetia, Kabardino-Balkaria and others. It was decided to leave the previous maximum level, for example, in Moscow and St. Petersburg.

The remaining four companies in many regions decided to immediately immodestly raise the maximum rate by 20%. Thus, the maximum tariff awaits MAX clients in St. Petersburg and the Leningrad region, Adygea, Dagestan, Ingushetia, Kalmykia, Krasnodar region, Rostov region and others. Another insurer, Renaissance Insurance, also did not ignore St. Petersburg and the Rostov region; the tariff also increased as much as possible in Primorye, Khabarovsk Territory, Astrakhan, Voronezh, Ivanovo regions, Crimea, Sevastopol and others. In Saransk and Saratov, the tariff, on the contrary, decreased.


The NSG-Rosenergo company increases the tariff for compulsory motor insurance in the Arkhangelsk region, Bashkortostan, Dagestan, Ingushetia, Kabardino-Balkaria, Karachay-Cherkessia, Chechnya, Crimea and Sevastopol, North Ossetia, Tatarstan, Tyva and Kamchatka by a maximum of 20%. ASKO-Insurance decided to leave the same tariff in the main regions of its presence - in Yekaterinburg and the Chelyabinsk region, but increased rates in the Tula region, Lipetsk, Kaluga, Voronezh and Belgorod.

When other companies decide to change tariffs, the Bank of Russia plans to conduct monitoring. Let us recall that at the end of last year the Central Bank noted that, while insurers were expecting an increase of 5%.

UPD: the Sogaz company today, January 11, rewrote tariffs in most regions of the Russian Federation, depending on the unprofitability of compulsory motor liability insurance in them. As a result, in 30 regions, including Moscow and St. Petersburg, rates were reduced.

In the near future, a new increase in tariffs for compulsory civil liability insurance is expected, i.e. the cost of a compulsory motor liability insurance policy will increase. It has already become a tradition to increase the price of MTPL tariffs. There is even a periodic pattern of this phenomenon. As for the last price increase, it dates back to April 2015. It was then that it increased by as much as 40%.

Despite the fact that from September 1, 2018, the increase in the price of compulsory motor insurance will not become so significant, but on average its cost will increase by 20%. The change in the total cost of the MTPL policy was influenced by the decision of the Central Bank to change a number of coefficients and the insurance tariff. So far there is no direct talk about any increase in price. On the contrary, rumors are spreading about some reduction in prices for insurance organizations. But if we proceed from the indicators of basic tariffs before and after the changes, they will increase significantly.

In general, it is planned to liberalize compulsory motor liability insurance within several years, and this initiative is only confirmation of this. The authorities have long been faced with the issue of transferring all powers related to the pole into the hands of insurance companies, which will set the rules themselves. They will also determine its cost. There is no need to talk about whether this is good or bad due to the fact that this issue is controversial.

The vast majority will face an increase in the price of insurance, although for some people it may become slightly cheaper. They won’t cut corners and will carry out all the changes step by step from 2018 to 2020. What is planned to be done and in what period of time - read on.

Stage 1 of changes - autumn 2018: change in coefficients for age and length of service

Already in the fall of 2018, 50 categories will be introduced that will affect the age and experience of drivers. It is especially worth paying attention to this innovation, as it will significantly affect the cost of the MTPL policy. Depending on age and driving experience, the Central Bank has proposed a whole grid of coefficients.

The conclusion is this: if the driver has little driving experience and is young in age, then compulsory motor liability insurance will become slightly more expensive for him. But for the category of people over 35 years of age and with a driving experience of 3 years or more, the policy, on the contrary, will become cheaper.

For example, if a car driver’s age ranges from 25 to 29 years, his driving experience is 9 years, then the established coefficient for this person will be equal to 1.04. This means the base cost of the policy will increase by 4%.

For new young drivers, the policy will be the most expensive, since for them the coefficient is set at 1.87 (an increase in the base cost by 87%).

Stage 2 of changes - summer 2019

Change in the base rate of compulsory motor liability insurance

At the moment, for a passenger car it fluctuates around 3,432 rubles. — 4118 rub. And this is without any coefficients. Insurers have the power to choose the base cost themselves.

In the summer of 2019, the boundaries of the base price will be expanded to 2,746 rubles. — 4942 rub. The final decision on the base cost of the policy will again be made by the insurers themselves.

According to V. Chistyukhin, who holds the post of Deputy Chairman of the Central Bank: “The expansion of borders will lead to the fact that in some cases insurance will become more expensive, and in others, on the contrary, it will become cheaper.”

The financier also emphasized that this innovation will primarily benefit motorcycle owners and those residents in whose regions of residence compulsory motor liability insurance is not unprofitable. Such a region is the city of Moscow. But if we take the Murmansk, Chelyabinsk regions, Krasnodar Territory, then the basic cost of the policy will undoubtedly increase, because in the regions there are significant problems and the expense-income ratio in insurance companies is not in favor of the latter.

Change in bonus-malus ratio

In case of accident-free driving, the price of insurance will be reduced by 5% per year. If an accident occurs, the subsequent policy will have a higher price. This pricing policy is called BBM - bonus-malus ratio.

According to V. Chistyukhin, drivers are now faced with doubled KBM, that is, 2 bonus-malus coefficients appear at once, but they are different. This is due to the fact that often the insurance history was assigned to the MTPL policy, and not to the driver. As soon as the car was involved in an accident, the penalty began to apply to all persons included in the insurance. They want to eradicate this misunderstanding.

2020: abolition of the basic cost of insurance

This item is under discussion. Bankers are interested in insurers having an individual contract with each driver, without any basic settings and at their own discretion. There is a fear that insurance companies will raise prices. In this case, a mechanism of punishment by the Central Bank will be launched. It turns out that this moment will not remain without supervision.

For a careful driver living in a prosperous region that is not unprofitable for insurers, the MTPL policy should definitely become cheaper. But motorists who live in problem areas and have been involved in accidents more than once before will have to prepare for an increase in the price of their insurance policy.

What else do they want to change?

Other factors may affect your insurance cost calculation. A final decision on their introduction has not yet been made. But they are still on the agenda.

  • Number of penalties. If traffic rules are frequently violated, the car owner's insurance can also become significantly more expensive.
  • Car model. There is no consensus on this topic. How to link an insured car to the cost of compulsory motor liability insurance is still being discussed by the Central Bank.
  • Features of telematics. Insurers often take into account the driving style of the car owner when calculating the cost of a CASCO policy. This is done using special sensors. A sudden start, constant speeding, frequent lane changes only increase the cost of the policy. Everything is exactly the opposite, and a smooth start, moderate speed when moving, reduce its cost. This practice can also be applied in the design of compulsory motor liability insurance.

Why will OSAGO become more expensive in 2018?

Now insurance companies are complaining about losses in the amount of 15 billion rubles. And when they practically have the opportunity to increase the base price of the policy, of course, they will not refuse it.

And the authorities themselves are confident that compulsory motor liability insurance will rise in price. The Central Bank has long known how much the increased price of the OSAGO policy will cost. It will look like this:

  • for the average motorist, the policy will cost from 5,800 to 7,000 rubles;
  • to a young driver from Chelyabinsk with little driving experience who has a 150 hp car. and above from 24,900 to 31,000 rubles;
  • to a village pensioner driving a car with less than 50 hp. from 1500 to 1700 rubles.

The final price depends only on the insurers.

Russian motorists do not want to be victims of a conspiracy of insurers, who can act within the framework of their own benefit and set tariffs to the maximum even for the most impeccable drivers. By dodging, they find loopholes to limit the implementation of poles, despite the fact that a lot has been done to increase the availability of compulsory motor liability insurance.

Since yesterday, we have known about the impending new compulsory civil liability insurance (cost of MTPL policies). Tariff increases have become traditional and are carried out at intervals of one to several years. The last increase in price occurred in April 2015, as a result of which the cost of the policy increased by as much as 40%. From September 1 of this year, the increase in price will not be so dramatic, but nevertheless, the average cost of an MTPL policy will increase by 20%. In addition to changes in base tariffs, changes in coefficients are planned.

The Central Bank proposed to expand the boundaries of the policy tariff corridor, both upward, by 20%, and downward*. Let us remind you that now the current “fork” corresponds to a minimum of 3.432 and a maximum of 4.118 rubles. After the recalculation and necessary changes, the tariffs will be as follows: from the lower limit of 2,746 rubles to the upper limit of 4,942 rubles. This is precisely the 20% increase in the base tariff.

With such changes, the average cost of the policy will cost 1,000 - 1,200 rubles more, instead of 5,800, drivers will pay 7,000 rubles. The so-called cheap policy will cost 200 rubles more, instead of today's 1.5 thousand to 1.7 thousand rubles. This was stated by Deputy Chairman of the Central Bank Vladimir Chistyukhin.

*Currently, a corridor of two values ​​is used, which is used by auto insurers. Insurance companies can, at their discretion, set a base rate when calculating compulsory motor liability insurance, after which the base rate acquires coefficients that adjust the cost of the policy upward or downward, depending on positive or negative factors.

But the improvements will not end just by changing the OSAGO rate. In the future, serious changes await us, the so-called liberalization of tariffs. One of the most important changes will be age-experience coefficients And .

The number of age categories will increase tenfold, from today's 5 to 50 different gradations. The maximum and minimum value of the coefficient increase will change by 5%. Drivers aged 16 to 24 will pay more, since according to statistics they get into accidents more often, for them the insurance policy will rise in price by 5%, and, on the contrary, drivers aged 25 to 34 will receive a reduced 5% coefficient.

The bonus-malus coefficient (BMC) will be assigned for one year.

Changes to “liberalization” will be implemented in three stages.

The first comes in the summer. It will include: adjustment of the age-experience coefficient, reform of the MSC and expansion of the tariff corridor.

Second phase will be held in the fall of 2018: it will review the legislation.

Third, final stage: will be implemented in 2020. It's still being worked on.

Insurers will increase the MTPL tariff corridor by increasing insurance prices for motorists.

Experts analyzed the MTPL reform project and made quite acceptable conclusions. The regulations on auto insurance that have entered into force will oblige insurers to change the principle of selling auto insurance and abolish equalization. According to the new law, insurance will be calculated not according to the age of the car, but taking into account the driving experience and age of the driver. In this case, compulsory motor liability insurance will be calculated individually through negotiations between the client and the insurance company. The first insurance policies based on the new principle are planned to be issued at the beginning of 2019. A complete transition to a new type of compulsory motor liability insurance is planned for 2020.

When and how much will drivers have to pay?

OSAGO will rise in price in 2019 for drivers of remote regions with high vehicle power, while insurance for Moscow and congested areas, on the contrary, will decrease.

The calculation of the insurance policy at the first stage will be made taking into account the power factor and age of the car, then gradually insurers will switch to a new calculation method.

When, for whom and by how much will OSAGO become more expensive in 2019?

Analyzing the new draft motor insurance reform point by point, experts came to the conclusion that the rise in price will not affect all drivers.

The cost of insurance will be calculated as follows:

  1. For drivers under 22 years of age with less than 3 years of driving experience, the cost of the policy will increase by 1.8 times.
  2. For car owners over 22 years old with more than 4 years of experience, insurance is calculated using a coefficient of 1.

In total, insurers will present about 50 categories, according to which individual insurance for drivers will be calculated. The average cost of a policy in 2019 will be within 5,000 rubles. Motorists should know that the calculation coefficient will be influenced not only by their experience and age, but also by the frequency of use of the car, driving style and law-abiding behavior. Drivers who don't pay their fines on time will pay more for their policy than a law-abiding driver in the same region.

According to preliminary calculations, in Moscow compulsory motor liability insurance will cost approximately 7,000 rubles per year; in remote, non-depressive regions, a driver under 22 years of age will have to pay about 31 thousand, and a pensioner – within 1,500 rubles.

As before, OSAGO will cover repair costs and compensate for damage caused by the accident, both material and property.

Drivers without insurance will be fined by calculating them using smart video cameras. For lack of insurance, you will have to pay about 800 rubles after each fixation on such a device.
