Before sending an electronic application to the Ministry of Construction of Russia, please read the rules of operation of this interactive service set out below.

1. Electronic applications in the field of competence of the Ministry of Construction of Russia filled in in accordance with the attached form are accepted for consideration.

2. An electronic appeal may contain a statement, complaint, proposal or request.

3. Electronic appeals sent through the official Internet portal of the Ministry of Construction of Russia are submitted for consideration to the department for working with citizens' appeals. The Ministry provides an objective, comprehensive and timely consideration of applications. Consideration of electronic appeals is free of charge.

4. In accordance with the Federal Law of May 2, 2006 N 59-FZ "On the procedure for considering applications from citizens of the Russian Federation", electronic applications are registered within three days and sent, depending on the content, to the structural divisions of the Ministry. The appeal is considered within 30 days from the date of registration. An electronic appeal containing issues, the solution of which is not within the competence of the Ministry of Construction of Russia, is sent within seven days from the date of registration to the appropriate body or the appropriate official, whose competence includes resolving the issues raised in the appeal, with notification of this to the citizen who sent the appeal.

5. An electronic appeal is not considered when:
- the absence of the name and surname of the applicant;
- indication of an incomplete or inaccurate postal address;
- the presence of obscene or offensive expressions in the text;
- the presence in the text of a threat to the life, health and property of an official, as well as members of his family;
- using a non-Cyrillic keyboard layout or only capital letters when typing;
- the absence of punctuation marks in the text, the presence of incomprehensible abbreviations;
- the presence in the text of a question to which the applicant has already received a written answer on the merits in connection with previously sent appeals.

6. The response to the applicant of the appeal is sent to the postal address specified when filling out the form.

7. When considering an appeal, it is not allowed to disclose the information contained in the appeal, as well as information relating to the private life of a citizen, without his consent. Information about the personal data of applicants is stored and processed in compliance with the requirements of Russian legislation on personal data.

8. Appeals received through the site are summarized and submitted to the leadership of the Ministry for information. The answers to the most frequently asked questions are periodically published in the sections "for residents" and "for specialists"

The procedure for maintaining the federal register of estimated standards,

I. General provisions

1. This Procedure establishes the rules for maintaining the federal register of estimated standards to be applied when determining the estimated cost of capital construction projects financed with the attraction of funds from the budgets of the budgetary system of the Russian Federation, funds of legal entities created by the Russian Federation, constituent entities of the Russian Federation, municipalities, legal entities, the share in the authorized (share) capitals of which the Russian Federation, constituent entities of the Russian Federation, municipalities is more than 50 percent, as well as the estimated cost of capital repairs of an apartment building, carried out in whole or in part at the expense of a regional operator, homeowners association, housing, housing construction cooperative or other specialized consumer cooperative or funds of owners of premises in an apartment building (hereinafter referred to as the Register, estimated standards, respectively).

The register is a state information resource. The register is public, with the exception of information constituting a state secret.

2. The Register is maintained by the Ministry of Construction, Housing and Communal Services of the Russian Federation (hereinafter referred to as the Ministry).

Maintenance of the Register is carried out by the authorized Department of the Ministry (hereinafter referred to as the Department).

3. The register is maintained in Russian in electronic form in the form of a table, the structure of which is given in accordance with the types of standards and sections according to the classification of estimated standards, forecast and individual indices of changes in the estimated cost of construction to be used in determining the estimated cost of capital construction objects, the construction of which is financed with the attraction of funds from the budgets of the budgetary system of the Russian Federation and extra-budgetary sources, approved by the order of the Ministry of June 8, 2015 No. 413 / pr “On approval of the Classification of estimated standards, predictive and individual indices of changes in the estimated cost of construction to be used when determining the estimated cost of capital projects construction, the construction of which is financed with the attraction of funds from the budgets of the budgetary system of the Russian Federation and non-budgetary sources” (registered by the Ministry of Justice of the Russian Federation on July 22, 2015, register ration No. 38128).

4. The information contained in the Register is open for review by any interested persons, with the exception of cases provided for by the legislation of the Russian Federation.

5. The register is posted on the official website of the Ministry in the information and telecommunications network "Internet".

The registry is placed in a format that makes it possible to save it on the technical means of users and, after saving, allows the possibility of searching and copying an arbitrary fragment of text by means of the corresponding viewer program.

6. Documentation support of the Register is carried out by the Federal Autonomous Institution "Federal Center for Pricing in Construction and the Industry of Building Materials" and includes:

a) preparation of materials of accounting files containing estimated standards developed by participants in urban planning activities, changes to them (in the form of changes and additions to existing estimated standards, as well as in the form of new editions of estimated standards), which received a positive conclusion of the examination, indexes of changes in the cost of construction, subject to application in determining the estimated cost of capital construction projects financed with the attraction of funds from the budgets of the budget system of the Russian Federation, funds of legal entities established by the Russian Federation, constituent entities of the Russian Federation, municipalities, legal entities, the share in the authorized (reserve) capital of which is the Russian Federation, constituent entities of the Russian Federation, municipalities is more than 50 percent, as well as the estimated cost of capital repairs of an apartment building, carried out in whole or in part at the expense of a regional operator, an association of owners ilya, housing, housing construction cooperative or other specialized consumer cooperative or funds of owners of premises in an apartment building (hereinafter referred to as indexes of changes in the cost of construction);

b) submission to the Ministry on electronic media of the indicated materials of accounting files for inclusion in the Register;

c) storage in the form of accounting files of approved estimated standards, changes to them, in respect of which the Ministry decided to include them in the Register, as well as those recommended by the Scientific and Expert Council on Pricing and Estimated Rationing in Construction under the Ministry of Construction Cost Indices.

The materials of accounting files, information about which is included in the Register from the date of adoption of this Order, are the property of the Russian Federation.

II. Procedure for maintaining the Register

7. The Register includes:

a) estimated standards approved in accordance with the procedure established by the Ministry;

b) indices of changes in the cost of construction;

c) information, explanatory documents.

8. The inclusion in the Register of the estimated standards specified in subparagraph "a" of paragraph 7 of this Procedure, the introduction of changes in such estimated standards, as well as their recognition as not subject to application, is carried out by acts of the Ministry.

The inclusion in the Register of indexes of changes in the cost of construction, information and explanatory documents specified in subparagraphs "b" and "c" of paragraph 7 of this Procedure, as well as the introduction of changes and their recognition as not subject to application, is carried out by means of a registration entry in the Register in the manner established by the Ministry.

9. Sections of the Register are placed on separate sheets in the form of a spreadsheet and include information organized in columns, including:

9.1. "Ordinal number of the entry in the section." (A unique record number is assigned in order. In each section, the numbering of records starts from one);

9.2. "Name of the estimated standard." (The full name of the estimated standard is indicated, given in accordance with the name given in the document approving the estimated standard included in the Register);

9.3. "Generalized standard classifier";

9.4. “Details of the document by which the estimated standard was approved, changed or declared not to be applied”;

9.5. "Details of the act of the Ministry on inclusion in the Register, change, recognition of the estimated standard as not subject to application." (The date and number of the act of the Ministry are indicated, by which the estimated standards were included in the Register, changed or recognized as not subject to application);

9.6. "The date of entry into force of the estimated standard, established by the act of the Ministry on inclusion in the Register, change or recognition of the estimated standard as not subject to application." (The date of inclusion in the Register, change or recognition of the estimated standard as not subject to application is given, which is written in numbers in the format day / month / year);

9.8. "Other information". (Information on the application of estimated standards is included: the validity period of the estimated standard, special conditions for its application, other information related to the features of the application of the estimated standard).

10. Estimated standards contained in the federal register of estimated standards are subject to placement in the federal state information system for pricing in construction.

11. Changes to the estimated standards included in the Register are made by reflecting in the line of the corresponding estimated standard the details of the order to approve changes to the estimated standard.

12. Recognition of the estimated standard as not subject to application is carried out by issuing an order by the Ministry on recognizing the corresponding estimated standard as not subject to application.

13. Entering information into the Register is carried out by the Department within 5 (five) working days from the date of issuance of the order of the Ministry on inclusion in the Register, change or recognition of the estimated standard as not subject to application.

III. The procedure for providing information from the Register.

14. Citizens and legal entities interested in providing information from the Register (hereinafter - the Applicants) have the right to apply to the Ministry for obtaining such information.

16. The information contained in the Register is provided to the Applicants within 30 (thirty) calendar days from the date of registration of the relevant request with the Ministry.

17. Information is presented in the form of extracts from the Register on paper.

An extract from the Register must contain the information provided for in paragraph 9 of this Procedure, as well as the date on which the extract from the Register confirms the information.

18. In the absence of the requested information or the impossibility of submitting it, the Applicant is sent the relevant information in writing within 30 (thirty) calendar days from the date of registration of the request with the Ministry.

19. The information specified in paragraph 17 of the Procedure is provided to the Applicants free of charge.

Document overview

A draft of new rules for maintaining the federal register of estimated standards has been presented.

Currently, the order of the State Construction Committee is being applied, which provides for the inclusion in the register of estimated standards to be used when calculating the estimated cost of capital construction facilities built only with the involvement of federal budget funds. However, this is not in line with current legislation.

The draft provides for the rules for including in the register of estimated standards used in calculating the estimated cost of capital construction projects financed with the involvement of budget funds, organizations with state participation, as well as the estimated cost of overhaul of an apartment building, carried out in whole or in part at the expense of a regional operator, HOA, housing, housing building cooperative or other specialized consumer cooperative or at the expense of the owners of premises in an apartment building.

The register will be maintained by the Ministry of Construction of Russia in electronic form.

Order formation and maintenance of the federal register of estimated standards to be applied in determining the estimated cost of capital construction projects, the construction of which is financed with the involvement of federal budget funds, as well as providing information included in the specified register

1. This Procedure establishes the requirements for the formation and maintenance of the federal register of estimated standards to be used when determining the estimated cost of capital construction projects, the construction of which is financed with the involvement of federal budget funds (hereinafter, respectively, the Register, estimated standards), and its content, as well as the procedure for providing information from the Register to interested parties.

2. The Register is maintained by an authorized department of the Ministry of Regional Development of the Russian Federation (hereinafter referred to as the Department). The register is kept electronically.

3. The following information is included in the Register:

name and serial number of the approved (agreed) estimate standard;

date and number of the act (letter) of the Ministry of Regional Development of the Russian Federation on the approval (agreement) of the estimated standard;

registration number of the estimated standard and the date of its inclusion in the Register;

other information necessary to ensure proper accounting of estimated standards.

4. The information contained in the Register is open for review by any interested person, with the exception of cases provided for by the legislation of the Russian Federation.

5. Information from the Register is provided to individuals and legal entities, government authorities and local governments (hereinafter referred to as the applicant) free of charge within 30 (thirty) working days from the date of registration with the Ministry of Regional Development of the Russian Federation of the corresponding written request.

The request is sent to the Ministry of Regional Development of the Russian Federation on paper and must contain identification information about the applicant (last name, first name, patronymic, postal address of the place of residence of the individual, full name, location of the legal entity).

6. Information is submitted in the form of extracts from the Register on paper.

An extract from the Register must contain the information provided for by this Procedure.

7. In the absence of the requested information or the impossibility of providing it, the applicant is informed of this in writing within 30 (thirty) business days from the date of registration of the request with the Ministry of Regional Development of the Russian Federation.

8. If a written request is received that does not meet the requirements established by paragraph two of this Procedure, the Department, within 30 (thirty) working days from the date of registration of the request with the Ministry of Regional Development of the Russian Federation, sends the applicant a written refusal to provide information with an explanation of the reasons for the refusal.

9. The Department must provide:

timely entry of information into the Register;

timely provision of extracts from the Register to interested parties at their request;

creation of backup copies of the information array of the Register in order to restore it if necessary;

safety, reliability, integrity, availability of information contained in the Register, as well as protection of this information from unauthorized access.

10. The Department ensures that information from the Register provided for by this Procedure is posted on the official website of the Ministry of Regional Development of the Russian Federation on the Internet (www.minregion.ru), and also ensures that the specified information is updated.
