Methodological recommendations were developed by the Production and Research Institute for Engineering Surveys in Construction of the State Construction Committee of Russia (PNIIIS) with the participation of JSC Institute Gidroproekt and NPC Ingeodin in accordance with the current procedure for pricing in engineering surveys.

The Methodological Recommendations (second edition, supplemented) outline the procedure for determining contractual and base prices based on the documents used in practice on pricing in engineering surveys, as well as the features of drawing up estimates and the procedure for indexing prices of the new Directories and SCiR-82.

1. General Provisions

1.1. These Methodological Recommendations have been developed in accordance with the current legislative and regulatory acts of the Russian Federation, establishing for participants in investment activities in construction the procedure for forming contract prices and regulating contractual relations, as well as requirements for the organization and production of engineering surveys.

1.2. In accordance with the Law of the RSFSR "On Investment Activity" dated June 26, 1991, No. 1448-1, as amended on June 19, 1995, the main legal document regulating the production, economic and other relationships of subjects of investment activity is the agreement (contract) between them .

The conclusion of agreements (contracts), the choice of partners, the determination of obligations, and any other conditions of economic relations that do not contradict the legislation of the Russian Federation are the exclusive competence of subjects of investment activity. In the implementation of contractual relations between them, interference by state bodies and officials that goes beyond the scope of their competence is not allowed.

1.3. These Methodological Recommendations are used as a guide in determining the cost of engineering surveys by enterprises (organizations) of various organizational and legal forms and departmental affiliations that carry out engineering surveys for capital construction, as well as other participants in investment activities.

1.4. The contract price is determined on the basis of the base (basic) price, including the inflation index calculated for the period of validity of the agreement (contract) in relation to the level of costs as of 01/01/91 with the addition of value added tax (VAT) and other taxes in case of introduction by law.

1.5. The cost of survey products (work, services) - the negotiated price is established in the agreement (contract) for the creation of survey products (work, services) by agreement of the parties.

1.6. The base price (cost) is determined by the estimate in prices as of 01/01/91 according to the Directories of base prices for various types of survey work of the Gosstroy of Russia, and for work not included in the Directories, according to the Collection of prices for survey work for capital construction, M, 1982, (SCiR-82) with the inflation index applied to them, and in the absence of the necessary prices in the Directories and SCiR-82 - based on labor costs (PO form or calculation).

Calculation procedure inflation index recommended by letter of the Ministry of Construction of Russia dated December 17, 1992 No. BF-1060/9 and established by the “Temporary recommendations for clarifying base prices determined according to the Collection of prices for survey work for capital construction”, according to which inflation index calculated by the organization performing the survey.

1.7. The estimate calculation of the base price is drawn up during the period of development of the estimate and contractual documentation by the executing organization in accordance with the survey program attached to the estimate calculation, drawn up on the basis of the customer’s technical specifications. The survey program provides justification for the main pricing factors: composition and volumes, conditions and timing of planned work, as well as categories of complexity of natural conditions and work conditions, degree of exploration of the territory, etc.

If it is necessary to provide the customer with an as-built estimate, if this is provided for by the terms of the agreement (contract), the estimate is drawn up upon completion of the survey on the basis of a technical report on the survey results in accordance with the composition and volume of work actually performed.

1.8. The estimate is attached to the agreement (contract) as a justification for the contract price for the creation of survey products (works, services) and is its integral part along with the technical specifications, work schedule (schedule) and survey program.

2. The procedure for determining the contract price

2.1. The contract price for survey products (work, services) is established on the basis of the base price by agreement of the parties in the agreement (contract) for the creation of survey products (work, services). In this case, the value of the contract price can be taken equal to the value of the base cost, or differ from it.

The negotiated price can be final or open (preliminary). The discovery price, as a rule, is set for large and complex survey objects carried out at sites with difficult natural conditions. The procedure for revising the open price is provided for in the agreement (contract).

2.2. The possibility of changing both the final and open contract price must be provided for in the agreement (contract) for the creation of exploration products (works, services). The circumstances under which a change in the contract price is possible, and the conditions for its change, must be clearly formulated.

Explanations on the use of Directories of basic prices for survey work

General instructions of the Directories

Question. Why are the scope of work in a number of chapters of the Reference Price Guides presented in abbreviated form?

Answer. Directories of basic prices for survey work are not regulatory documents establishing requirements for the composition of survey work, therefore the Directories contain only the main (most typical) operations of the technological process provided for by current regulatory documents. Work to perform individual elements of this process that is not indicated in the scope of work or in the notes to the price table, but is an integral part of it, is taken into account by the prices of the Directories and is not additionally included in the estimate.

Question. What is meant by "expeditionary conditions"? Payment of field (travel) allowances or some distance from the base of the survey organization to the site?

Answer. Any survey work, including desk work, is considered to be carried out under “expeditionary conditions”, when the workers performing this work cannot return to their place of permanent residence every day, while they are paid “field pay” or reimbursed for travel expenses.

Question. In accordance with current legislation, OJSC Vostsibtransproekt makes payments related to the provision of benefits to persons working in the southern regions of the Irkutsk region.

What coefficients can we apply to the total of the estimated cost of research when parties (detachments) temporarily leave for work in the regions of the Far North, in areas equated to the regions of the Far North and other areas?

Answer. When temporary departure (less than 1 year) of parties (teams) for work in the regions of the Far North or equivalent areas, a coefficient (northern allowance) of 1.15 (established for the southern regions of the Irkutsk region) is applied to the total estimated cost of surveys. When carrying out surveys in other areas where current legislation does not provide for payments related to the provision of benefits to persons working in the regions of the Far North and equivalent areas, a coefficient of 1.15 is not applied to the total estimated cost of surveys.

In the case of the creation of a permanent survey unit in the regions of the Far North or equivalent areas, after a year, the corresponding coefficient is applied to the total estimated cost of work performed in this region by the forces of the created unit in accordance with clause 8 "e" of the Reference Price Guide.

Question. At what prices should the cost of maintaining a survey base be determined when drawing up estimates according to the Directory of enlarged base prices for engineering and geodetic surveys for construction?

Answer. It is advisable to determine the cost of maintaining the survey base according to the prices of Part VII “Basic prices for various works and services” of the Price Guide for engineering-geological and engineering-ecological surveys for construction, because the cost of these works is reduced to the level of costs as of 01/01/91. If necessary, the prices of Part VII “Basic prices for works and services” of the specified Directory, as well as the Directory of basic prices for engineering and geodetic works can be used in the set for engineering and geodetic works surveys during the construction and operation of buildings and structures (1999).

Question. How are the costs of maintaining a research base calculated?

Answer. The costs of maintaining survey bases (Pu) are determined according to table 101 of the Price Guide for engineering-geological and engineering-ecological surveys for construction or according to table 410 STsiR-82 as follows. The estimated cost of surveys at the site (Vu) is recalculated to the annual volume of survey work (Vr), according to which the price for 1 month of maintaining the survey base is determined (P table). The estimated cost of maintaining the survey base is determined taking into account the duration of the survey (Tu). The calculation is made using the formulas:

Question. How to take into account the condition of “urgent completion of work” when determining the cost of research?

Answer. Urgent completion of work at the survey site is provided for in the agreement (contract) and can be taken into account in the estimate by applying to the total estimated cost the coefficient “for urgency”, the value of which is the subject of the agreement and is established by agreement of the parties. As a rule, the value of this coefficient does not exceed 1.3.

Question. Is it legal to use, in addition to the inflation index developed by the Russian Ministry of Construction, an adjustment factor of 2.72, adopted by order of the administration of the Krasnodar Territory when determining the cost of engineering surveys?

Answer. The procedure for determining the base (basic) cost of engineering surveys for construction was established by the State Construction Committee of Russia in letters dated December 17, 1992, No. BF-1060/9 dated January 13, 1998, No. 9-1-1/6.

In accordance with this procedure, the determination of base prices for survey work in prices of the current period is carried out according to the Directories of base prices for survey work, approved and put into effect by the State Construction Committee of Russia in 1996-1999. and SCiR-82 in prices adjusted to the price level as of 01/01/91, using the inflation index. The value of the inflation index takes into account the change in survey costs from 01/01/91 for the billing period, including an increase in social insurance contributions, a change in the procedure for determining the cost price, an increase in travel, field and other expenses.

The basic estimated cost of surveys, calculated according to the Directories of Basic Prices and according to SCiR-82 in accordance with the current pricing procedure, is not subject to adjustment.

The cost of exploration products (works, services) - the contract price, including the value of the inflation index, is established in the agreement (contract) for the creation of exploration products by agreement of the parties. Any inflation index that suits the parties entering into the contract can be used in the contract price.

The application of a correction factor of 2.72 to the inflation index of the State Construction Committee of Russia, established by order of the administration of the Krasnodar Territory No. 597-r dated November 27, 1991, is legal only for surveys for construction projects financed from the regional budget, i.e. for objects where the regional administration is the customer.

When concluding contracts for the production of engineering surveys, in accordance with the law “On investment activity in the RSFSR” (as amended on June 19, 1995), determining the cost of performing work under the contract is the exclusive competence of the subjects of investment activity and government intervention in the implementation of contractual relations between them bodies and officials that goes beyond their competence is not allowed.

Directory of enlarged base prices for engineering and geodetic surveys for construction (1997)

Question. What approvals “related directly to the production of certain types of field survey work” (OU clause 6-D) are included in the prices of the Directory?

Answer. The prices of the Directory take into account the costs of coordinating with interested organizations and individuals the time (period) for the production of certain types of field geodetic work (laying theodolite and leveling paths over any territory, the possibility of installing reference marks on a building, etc.).

Question. How are the costs of a survey organization taken into account in coordinating and drawing up plans for underground communications based on materials from the organizations operating them?

Answer. If it is necessary to determine the cost of drawing up a plan for underground communications using finished materials (without performing a set of field works), unit prices STsiR-82 should be used.

Directory prices not taken into account and the costs associated with the approval by operating organizations of the completeness of the finished underground communications plan are determined based on actual costs.

Question. Does the work on creating engineering topographic plans include work on leveling the communication itself and examining it without sketching (opening a manhole, identifying incoming and outgoing pipes, leveling the bottom of the well, etc.)?

Answer. The costs of inspecting underground communications are provided for in the prices of table. 9, note 1.

Question. How to determine, when routing a linear structure, the cost of coordinating conditions, crossing ground and underground networks, as well as coordinating the laid routes with interested organizations?

Answer. According to clause 6-d of the General Guidelines of the Directory, survey work provides for only those approvals that are directly related to the conduct of the survey itself. Coordination of design decisions (points of junction of routes, conditions for the intersection of surface and underground networks, laying routes on topographic materials, establishing the most advantageous direction of the route and coordination of “laid” routes with interested organizations, as well as coordination for the legal registration of routes of linear structures) does not fall within the competence of surveyors.

If it is necessary for individual survey workers to carry out approvals of routes in a volume exceeding the requirements of regulatory documents on engineering surveys for the relevant types of construction, the costs of these additional approvals must be compensated to the surveyors at the expense of the cost of design work with the determination of the amount of costs by an estimate of labor costs (RFP form, calculation).

Question. When drawing up engineering topographical plans in digital form, what does K = 1.75 apply to: the tabulated cost of office work or the prices of office work taking into account the notes to the table. 9?

Answer. When drawing up engineering and topographical plans in digital form, the cost of these works is determined by applying a coefficient of 1.75 to the cost of office work, taking into account the coefficients provided for in notes 1 - 5 to Table. 9.

Question. Please provide clarification on the application of coefficients to the cost of field and office work when using a pipe detector (Table 9 of the Handbook).

Answer. Coefficients to the base prices for the creation of engineering topographic plans (Note 1, Table 9 of the Handbook) are applied when determining the cost of both field and office survey work to survey underground communications using pipe detectors. This is due to the additional costs of performing field and office work in accordance with the requirements of SNiP 11-02-96 “Engineering surveys for construction” and SP 11-104-97 “Engineering geodetic surveys for construction” (section “Surveying of underground communications”).

Question. Do the consolidated prices for surveying the routes of linear structures take into account the costs of:

Taxation of green spaces;

Depth measurements;

Collection of information on the inventory of buildings;

Description of underground and above-ground structures;

Drawing up plans for underground structures;

Drawing up plans for underground and above-ground structures on a ready-made topographic basis?

Answer. The prices of Part II of the Directory do not take into account the costs of the specified types of work.

The cost of these works is determined additionally according to the corresponding tables of the Directory of basic prices for engineering and geodetic surveys during the construction and operation of buildings and structures or the Collection of prices for survey work for capital construction (SCiR-82) with the cost reduced to the basic price level as of 01/01/91 using the corresponding coefficients provided for by the "Additions" (resolution of the USSR State Construction Committee dated March 1, 1990) and the directive letter of the USSR State Construction Committee dated December 25, 1990 No. 21-D.

Question. Do the consolidated prices for surveying the routes of linear structures take into account the costs of measuring angles (directions) of 2nd category triangulation, creating and updating topographic plans?

Answer. Costs for these types of work are not included in the prices of Part II of the Handbook.

The cost of these works is determined, if necessary, additionally according to tables 8 and 9 of part 1 of the Handbook.

Question. The Institute draws up route plans at a scale of 1:2000 (1:1000) in accordance with the requirements of GOST R 21.1701-97, based on the results of surveys performed in electronic form (DTM), for use in a computer-aided design system (CREDO), is it possible to use K = 1 .75, provided for desk work in Chapter 2, Table. 9, note 2?

Answer. When submitting, at the customer's request, survey materials for the routes of linear structures in digital form, when calculating the cost of office work according to the corresponding tables of Part II of the Handbook, K = 1.75 can be applied by analogy with the coefficient provided for office work in Part I (Chapter 2, Table. 9, note 2).

Question. What type of territory ("built-up" or "operating industrial enterprises") should include sections of interchanges (2, 3-tier), an active highway of the 1st technical category when determining the cost of engineering and geodetic work according to Table. 9 Directory?

Answer. Based on the complexity of performing engineering and geodetic survey work in the specified conditions, the cost of this work should be determined according to the prices in Table. 9 for “operating industrial enterprises”.

Question. Please provide clarification on the use of tables 9 and 12 of the Handbook in relation to work on engineering and geodetic surveys of existing roads (survey strip 200 m) and sites for the construction of road junctions?

Answer. Prices table 12 of the Handbook takes into account the costs of engineering and geodetic surveys for the construction of new and reconstruction of existing roads. Prices include area surveys of individual small areas, intersections with existing roads, power lines, pipelines, etc.

Surveys of sites of designed road junctions at prices table. 12 are not taken into account and their cost is determined additionally according to table. 9 (including notes) of the Directory.

Question. What does the term “in an existing corridor” mean in note 2 of table. 13 Directory? Do you mean the “corridor” of existing pipelines or the “corridor” of sought-after and sophisticated routes?

Answer. When carrying out surveys of a pipeline route passing in the technical corridor of an existing pipeline, topographic and geodetic surveys are reduced to correcting existing topographic plans and, if necessary, additional surveying of a strip along the route. This explains the introduction of a reduction factor of 0.6 (note 2 to Table 13) when determining the cost of surveying routes in the existing corridor (according to SNiP 2.05.06-85*).

Question. Is it legal to use a coefficient of 0.6 in estimate calculations if the pipeline route runs along an existing “corridor” in which there are no pipelines (road, railway, overhead lines, other communications)?

Answer. If there are topographic survey materials for the strip of the pipeline being designed, obtained during surveys of other linear structures (road, railway, overhead lines, etc.), a reduction factor should be added to the cost of surveying the pipeline route. At the same time, the quality of the filming materials should be taken into account. The possibility of their use and other factors that determine the volume of necessary topographic and geodetic work.

Question. What is the maximum distance from the existing corridor to the pipeline being sought in parallel, at which it is necessary to apply a coefficient of 0.6 (Note 2, Table 13)?

If there are no topographic and geodetic survey materials for the strip being sought, the introduction of a reduction factor is unlawful.

Directory of basic prices for engineering-geological and engineering-ecological surveys for construction (1999)

Question. The customer excludes from the estimate calculation desk processing of laboratory work, drawing up a technical report and drawing up a work program, because believes that these works are included in the desk processing of drilling operations. Is it so?

Answer. Prices for laboratory work (Part VI of the Handbook) take into account the initial processing of laboratory test results, determined by laboratory workers.

The cost of desk processing of laboratory studies (soils, waters, soils) in conjunction with geological information, analysis and determination of calculated characteristics of soil properties, etc. determined according to table. 89 part VII. At the same time, the cost of office data processing of both laboratory and drilling work does not include work on drawing up a survey program and a technical report, the cost of which is determined respectively according to tables 81 and 87 of part VII of the Handbook.

Question. When approving estimates for engineering and geological surveys for the construction of residential buildings, the customer enters a reduction factor of 0.7 into the cost of drilling using the percussion-rope method, since drilling was carried out without sampling. Is he right?

Answer. The prices for drilling operations in the Directory include the costs of obtaining geological information (maintaining geological documentation and taking samples intended both for maintaining geological information and for laboratory research). Therefore, applying a reduction factor of 0.7 to prices for drilling operations with geological support is unlawful. This coefficient is applied only in cases where there is no need to obtain geological information: expanding the wellbore, drilling wells for the construction of bored piles, “leader” wells for driving piles, etc.

Question. When approving the estimate, the customer enters K = 0.85 into the cost of desk processing of drilling operations, because believes that desk work was carried out in a hospital, without payment of field allowance. Is he right?

Answer. Prices table 82 of the Handbook provide for desk processing of drilling materials in a hospital setting (clause 14 of the General Guidelines of the Handbook).

When performing this work in the field (with payment of travel allowances or field allowance), the prices in Table. 82 a coefficient of 1.15 is applied.

When developing the manual, typical explanations on pricing issues were taken into account, as well as typical errors identified during the examination of estimates for survey work.

INTRODUCTION

INTRODUCTION

This Methodological Manual for determining the cost of engineering surveys for construction (hereinafter referred to as this Manual) was developed in connection with the need for the simultaneous use of price documents for engineering surveys developed (presented) in two basic price levels as of 01.01.01 and 01.01.91, as well as with numerous wishes of organizations - customers and performers of survey work.

This Manual is compiled on the basis of a generalization of experience in the use of price documents for engineering surveys for construction, developed (presented) at the previously established basic price level as of January 1, 1991 and at the basic price level as of January 1, 2001. When developing this Manual, typical explanations were taken into account regarding the current pricing procedure in engineering surveys, determination of costs for individual expense items, as well as typical errors identified during the examination of estimates for survey work.

This Manual is intended for practical use in determining the cost of survey work and drawing up estimates when financing engineering surveys for construction at the expense of the federal budget, as well as for similar calculations with other sources of financing by various enterprises (organizations), regardless of organizational and legal forms and departmental affiliation .

The materials presented in this Manual can be used in the preparation of cost estimates for engineering surveys and certain types of survey work and will provide practical assistance to both the compilers of estimates and customers of survey work, as well as central and local authorities in the efficient use of investment funds. This Manual is also intended to provide practical assistance in resolving conflict disputes between the Customer and the Contractor when resolving certain issues related to determining the cost of survey work.

Legislative acts and regulations mentioned in this Manual (issue 1) are given as of January 1, 2004.

In the future, taking into account the experience of using the Directory of Basic Prices for Engineering Surveys for Construction (and its individual sections), developed at the basic price level as of January 1, 2001, it is planned to publish subsequent issues of this Manual.

TERMS AND DEFINITIONS

Basic price level

The price level for the period of time for which the base prices are calculated; For engineering surveys, two basic price levels are currently adopted as of 01/01/01 and as of 01/01/91.

1. GENERAL PROVISIONS

1.1. This Manual has been developed in accordance with the current legislative acts and regulatory documents of the Russian Federation, regulating for legal entities and individuals - participants in investment activities in construction the procedure for forming contract prices and regulating contractual relations, as well as establishing requirements for the organization and production of engineering surveys.

1.2. In accordance with the Law of the RSFSR "On Investment Activity" dated 06.26.91 N 1448-1 (as amended on 06.19.95, 02.25.99 and 01.10.03) the main legal document regulating production and economic and other relationships between subjects of investment activity is an agreement (contract) between them.

In accordance with the Law “On Investment Activity” (Article 7), “the conclusion of agreements (contracts), the selection of partners, the determination of obligations, and any other conditions of economic relations that do not contradict the legislation of the RSFSR and the republics within the RSFSR are the exclusive competence of subjects of investment activity. In the implementation of contractual relations between them is not permitted by the intervention of state bodies and officials that goes beyond the scope of their competence.”

1.3. This Manual is used in determining the cost of engineering surveys (survey work) for construction (reconstruction, expansion, operation and liquidation of buildings and structures) by enterprises (organizations) of various legal forms and departmental affiliations, performing engineering surveys for capital construction, customers and other participants investment activities, as well as bodies exercising control over the rational use of investment funds.

1.4. The contract price is determined on the basis of the base (base) price, including the inflation index calculated for the period of validity of the agreement (contract) in relation to the corresponding base level of costs as of 01/01/01 or as of 01/01/91, with the addition of the amount of tax on added value. cost (VAT).

1.5. The cost of survey products (work, services) - the negotiated price is established in the agreement (contract) for the creation of survey products (work, services) by agreement of the parties.

1.6. The base price (cost) is determined by the estimate in prices as of 01/01/01 according to the Directory of base prices for engineering surveys for construction, and for work not included in this Directory, in prices as of 01/01/91 according to the Directories of base prices for various types survey work of the State Construction Committee of Russia (1999-2000).

In exceptional cases, in the absence of reference books calculated in price levels as of 01/01/01 and 01/01/91, it is allowed to use the prices and standards of the Collection of prices for survey work for capital construction, M., 1982 (SCiR- 82) with the reduction of its prices to the base level as of 01/01/91. To bring the prices of the Directories and STsiR-82 to the price level of the current period, the corresponding inflation index is applied.

In the absence of the necessary prices in the Directories and SCiR-82, the cost of survey work is determined by labor costs (form 3P, calculation) in prices of the current period.

1.7. The value of the inflation index should be calculated by the organization carrying out the survey, taking into account changes in costs for the main cost items in relation to the corresponding basic price level.

Calculation procedure inflation index recommended and established by the “Temporary Recommendations for Clarifying Basic Prices Determined in accordance with the Collection of Prices for Survey Work for Capital Construction.”

If the contractor does not have the necessary data to calculate the value of the inflation index, when preparing estimates for the cost of survey work, the inflation index is used, the value of which is established quarterly by letters of the State Construction Committee of Russia.

The final value of the inflation index is the subject of a contract and is established by agreement of the parties.

1.8. The estimate calculation of the base price is drawn up during the period of development of the estimate and contractual documentation by the executing organization in accordance with the survey program attached to the estimate calculation. The survey program is drawn up by the contractor on the basis of the customer’s technical specifications, taking into account the requirements of the relevant regulatory documents of the Gosstroy of Russia, regulating the composition and scope of survey work (the list of documents is given in Appendix 5).

1.9. The estimate is attached to the agreement (contract) as a justification for the contract price for the creation of survey products (works, services) and is its integral part along with the technical specifications, work schedule (schedule) and survey program.

1.10. If it is necessary to provide the customer with an executive estimate, if this is provided for by the terms of the agreement (contract), upon completion of the survey, an estimate must also be drawn up based on the technical report on the survey results in accordance with the composition and volume of work actually performed, taking into account the category of complexity of their implementation.

2. PROCEDURE FOR DETERMINING THE CONTRACTUAL PRICE

2.1. The contract price for survey products (work, services) is established on the basis of the base price by agreement of the parties in the agreement (contract) for the creation of survey products (work, services). In this case, the value of the contract price can be taken equal to the value of the base cost or differ from it.

The contract price can be offered by both the contractor and the customer of engineering surveys and is finally established by agreement of the parties.

2.2. When forming a contract price for surveys for the construction of large and complex facilities and the need to involve several organizations in the production of engineering surveys, the total cost of surveys for the facility will be determined by the organization of work. In this case, several options are possible for forming a contract price for the object as a whole.

a) The customer enters into a general agreement with one organization - the general survey organization (general contractor) with the issuance of technical specifications for the object as a whole to this organization.

By agreement of the parties, a contract price and a schedule for performing work on site are established; the customer pays the general contractor the total cost of survey work in accordance with the terms of the contract.

The general contractor, within the framework of the general contract, attracts co-contractors, issues technical specifications to them, concludes contracts, determines the deadlines for the completion of work, and the contract price with each co-contractor is established taking into account the total cost of engineering surveys under the general contract.

b) The customer issues a general technical specification and, together with the general survey organization, signs a protocol of intent.

The general contractor attracts co-contractors by issuing them with the relevant technical specifications and, together with each co-contractor, sets a preliminary contract price for part of the survey work. In this case, the final total contract price for the survey object as a whole is formed upon signing the general contract, taking into account the cost of the work of all co-executors, and the contract price for the work of the general contractor and each co-contractor is finally established within the limits of the total cost of surveys at the site, established when signing the general contract.

c) The customer himself attracts several organizations to carry out survey work, issues technical specifications and enters into contracts with each of the survey organizations. In this case, the total contract price for survey work will be equal to the sum of the contract prices established in the contracts with co-executors.

2.3. The negotiated price can be final or open (preliminary).

The final contract price, as a rule, is set during a period of low inflation for small survey projects with a production period of no more than one quarter or subject to prepayment by the customer for the planned survey work.

An open price, as a rule, is set for large and complex survey objects carried out at sites with difficult natural conditions, and with a high level of inflation - for small survey objects. The procedure and conditions for revising the open price are established in the agreement (contract) by agreement of the parties.

2.4. The possibility of changing the contract price must be provided for in the agreement (contract) for the creation of exploration products (works, services). The circumstances under which a change in the contract price is possible, and the conditions for its change, must be clearly formulated in the relevant section of the agreement (contract).

2.5. The basis for changing (increasing or decreasing) the contract price and timing of surveys or one of these parameters may be:

- force majeure circumstances (military operations in the area of ​​exploration work, man-made disasters, extreme natural phenomena: earthquakes, floods, etc.) - force majeure circumstances that make it impossible or significantly limit the actions of the contractor (or parties) to fulfill the conditions agreement (contract);

- changes in legislative and regulatory acts that worsen the situation of the parties compared to their condition at the time of concluding the agreement (contract), which leads to additional costs for one of the parties;

- introduction by the customer of additions and changes to the content of the technical specifications and the agreement (contract) during the period of its validity, affecting the timing of completion, organization, production conditions and volumes of survey work, which causes a change in the cost of survey products and (or) the timing of survey work;

- identification by the contractor in the process of carrying out engineering surveys of natural (man-made) factors that negatively affect the adopted design decisions, when it becomes necessary for the parties to consider the feasibility of continuing the work and (or) changing their focus.

2.6. All changes in the contract price caused by the circumstances provided for in clause 2.5 of this Manual, as well as sudden changes in the economic situation in the country and (or) other conditions specified in the agreement (contract), are formalized by an additional agreement, which is an integral part of the agreement (contract).

2.7. All additional services performed by the contractor at the request of the customer, not provided for in the agreement (contract) and not taken into account in the contract price for survey products, are carried out only after the customer provides a letter of guarantee for their payment, with the subsequent execution of an additional agreement.

2.8. The agreement (contract) establishes the form and terms of payment for the work. Payment can be made:

- one-time, for the implementation of the entire range of work provided for in the contract (prepayment or payment upon completion of work);

- with an advance payment (its size and payment period are specified) and final payment after acceptance of the work by the customer;

- step by step, with an advance payment in the amount stipulated by the contract, and deduction of advance interest in proportion to the volume of work completed at the stage;

- step by step, in the amounts and terms provided for by the calendar plan, which is an integral part of the contract.

2.9. It is advisable in the agreement (contract) to provide for penalties for both the performer and the customer of the work for violating the deadlines for completing surveys, timely payment for work performed and other provisions and terms of the agreement (contract).

2.10. Disagreements between the Customer and the Contractor regarding the estimated cost of planned (performed) survey work can be resolved with the help of independent experts engaged by one of the parties.

In this case, experts can only estimate the value of the base cost of survey work in base level prices (as of 01/01/01 or as of 01/01/91), since the negotiated price is the subject of an agreement (contract).

For a reliable assessment by experts of the basic cost of survey work at a survey site, the following materials must be attached to the estimate calculation: the customer’s technical specifications, an engineering survey program with a calendar plan (schedule) for the work, and in the case of drawing up an as-built estimate, also a technical report on research results, i.e. documentation allowing experts to assess the degree of validity of the main pricing factors.

3. PROCEDURE FOR DETERMINING THE BASE PRICE

3.1. The basis for determining the base price for survey products (works, services) is the estimate calculation (consolidated estimate).

3.2. The composition and volumes of planned survey work included in the estimate must comply with the survey program, the content requirements of which are provided for in SNiP 11-02-96 "Engineering surveys for construction. Basic provisions."

The survey program provides justification for the main pricing factors: composition and volumes, conditions and timing of planned work, as well as categories of complexity of natural conditions and work conditions, degree of exploration of the territory, etc.

3.3. The estimate (estimate) for engineering surveys can be drawn up according to the prices (rates) and standards of the Directories of basic prices for survey work for construction, developed in the basic price levels as of 01/01/01 and as of 01/01/91 and put into effect by the State Construction Committee of Russia in 1999 - 2004, Collection of prices for survey work for capital construction (SCiR-82) with the reduction of SCiR-82 prices to the basic price level as of 01/01/91 and using increasing factors in accordance with paragraph 3.5 of these Instructions.

Note - Due to the fact that all the documents on the basis of which SCiR-82 was developed have either been canceled or have lost force, the use of prices and standards of SCiR-82 is allowed as a last resort, only in the absence of prices in the Directories of basic prices 1999 - 2004 .


The cost of certain types of survey work, the prices for which are not in the Reference Price Guides and SCiR-82, may, by agreement with the Customer, be determined:

- according to price lists and price tags developed by line ministries, departments, local governments or directly by organizations performing engineering surveys for construction. These documents must be approved by the corresponding ministry, department, administration or head of the developer organization and agreed upon with the State Construction Committee of Russia. If the specified price lists and price tags are not agreed upon with the State Construction Committee of Russia, they may have industry or regional application, respectively, and price tags developed by the organization performing engineering surveys can only be used by the developer organization;

- on labor costs (in prices of the current period) for carrying out survey work and research (form 3P, costing).

When drawing up an estimate (its individual parts) for labor costs (form 3P, costing) or based on price lists and price tags developed by the organization performing engineering surveys, the justification for calculating labor costs and price tags is provided to the customer at his request.

3.4. Using the prices of the Directories of Basic Prices of the Gosstroy of Russia, it is recommended to determine the cost of surveys or corresponding survey work included in these Directories:

- engineering and geodetic surveys (work) for construction - according to the "Directory of basic prices for engineering surveys for construction. Engineering and geodetic surveys", M., 2004, developed at the basic price level as of 01/01/01*;

- engineering and hydrometeorological surveys on rivers and engineering and hydrographic works - according to the "Directory of basic prices for engineering surveys for construction. Engineering and hydrographic works. Engineering and hydrometeorological surveys on rivers", M., 2000, developed in the basic level of prices for 01/01/91;

- geophysical work - according to SCiR-82.

By calculating labor costs (form 3P, costing), it is recommended to determine the cost of scientific research, experimental and survey work, the prices for which are not included in the Reference Price Books and SCiR-82.

3.5. The preparation of the estimate for SCiR-82 is carried out taking into account the changes, additions and increasing factors provided for in the Addendum to the Collection of prices for survey work for capital construction, approved by the USSR State Construction Committee by Resolution No. 22 of March 1, 1990 (hereinafter referred to as the Additions), as well as the directive letter of the USSR State Construction Committee dated December 25, 1990 N 21-D “On adjustment factors to prices for survey work for construction” (hereinafter referred to as letter N 21-D), which provides a conditional reduction of the costs of survey work provided for by SCiR-82 to level of costs of the base period as of 01/01/91.

When drawing up an estimate (or part thereof) according to the Reference Price Books compiled in prices as of 01/01/01 or 01/01/91, price adjustments provided for in the Addendums and letter N 21-D are not made.

Calculation of costs not included in prices (external and internal transport; organization and liquidation of work; allowances taking into account the conditions of survey work: mountainous, desert and waterless areas; special regime conditions and unfavorable periods of the year; regional and northern allowances, etc.) is made according to standards "General guidelines" of the relevant Directories or SCiR-82 with Additions. At the same time, it is not allowed to transfer the values ​​of standards and individual coefficients provided for in the Directories of Basic Prices for work, the cost of which is determined according to SCiR-82, as well as from one Directory to another, if the prices in them are given at different basic levels.

3.6. The estimate should be drawn up differentiated by type of survey: engineering-geodetic, engineering-geological (engineering-ecological), engineering-hydrometeorological, etc. Within the estimate, parts are distinguished, the cost of work in which is determined:

- according to the Directory of basic prices, developed in the price level as of 01/01/01,

- according to the Directories of basic prices developed in the price level as of 01/01/91,

- according to SCiR-82 with prices brought to the basic price level as of 01/01/91.

The estimate also identifies field, office and laboratory work, taking into account their implementation in expeditionary conditions or in hospital conditions, as well as office and laboratory work performed in field camp conditions.

The need for such differentiation is due to different values ​​of correction factors and standards when calculating costs that are not included in the prices of the tables of the relevant documents, as well as different values ​​of the inflation index applied to prices calculated at different basic levels.

When drawing up estimates, it is necessary to take into account that all Directories and STsiR-82 prices include the costs of performing field work in expeditionary conditions, and office and laboratory work - in hospital conditions.

For work, the cost of which is determined by labor costs (form 3P), separate estimates are drawn up in prices of the current period, to which, if necessary, calculations and documents justifying these costs are attached (the procedure and approximate forms of calculations are given in Appendix 2).

3.7. The estimate calculation according to the tables of the Directories of Basic Prices and SCiR-82 is carried out in the same sequence. In this case, the following procedure for calculating estimates is recommended.

3.7.1. The cost of survey work (which can be conditionally divided into main and auxiliary) is calculated in accordance with the composition and volume of planned or actually completed work.

The main works include work (field, office, laboratory) that directly ensures the receipt of survey products (reporting documentation).

Auxiliary work is conventionally divided into two groups.

Group I includes expenses for:

- earthworks and road works;

- rigging work.

Group II includes expenses for:

- maintenance of survey equipment, transport and survey bases and radio stations;

- installation and dismantling of survey equipment;

- snow removal.

3.7.2. Survey work, both main and auxiliary, carried out at sites in the field and (or) of an expeditionary nature, is considered to be carried out in expeditionary conditions, if workers employed in these jobs are paid travel allowances or field allowances. When work is performed without paying employees travel allowances or field pay, these works are considered completed in hospital conditions.

3.7.3. The prices of the Directories of Basic Prices and SCiR-82 are calculated for the conditions for carrying out survey work in the middle zone of the European part of Russia (according to the level of wages), a favorable period of the year and the normal regime for carrying out survey work.

3.7.4. When carrying out surveys in conditions other than those listed above (in mountainous and high-mountainous, desert and waterless areas, under special regime conditions, during unfavorable periods of the year), surcharges are introduced to their cost associated with compensating the organization for increased costs and loss of working time during survey work. . The amount of the premium is determined by applying the fractional part of the corresponding correction factors provided for in the “General Guidelines” to the cost of work. To simplify the work of drawing up estimates, the “General Guidelines” of the Directories are compiled while maintaining the table numbers provided for by the “General Guidelines” of SCiR-82, therefore the table numbers of the “General Guidelines” in the Directories of Basic Prices and SCiR-82 are the same.

In the estimate calculation, all allowances for work performed under the appropriate conditions are calculated separately and included in the estimate as separate items:

- in mountainous and highland areas;

- in desert and waterless areas;

- in special regime conditions;

- during an unfavorable period of the year.

If it is necessary to apply several surcharges to the cost of work, the value of each subsequent surcharge is calculated taking into account the value of the previous surcharge, while the calculation of the amount of the surcharge is made on the cost of only those works that are performed under the appropriate conditions.

The calculation of allowances is carried out in the following sequence:

a) when carrying out surveys in mountain and alpine areas, the standards of Table 1 are applied to the cost of all work (main and auxiliary);

b) when performing surveys in desert and waterless areas, the standards provided for in Appendix 1 are applied to the cost of all work (main and auxiliary);

c) when performing research in conditions special regime the relevant standards apply to the cost of the following field work:

- basic;

- auxiliary group I;

- auxiliary group II - “snow removal”.

d) when performing research in the regions (according to Appendix 2), the standards of Table 2 are applied to the cost of field work (excluding work performed in heated premises, including installation, dismantling, maintenance of equipment), as well as office and laboratory work, if they are performed in a “field camp”.

Application of the coefficient for the performance of work during an unfavorable period of the year due to a decrease in labor productivity, therefore the standards in Table 2 apply to the cost of only that part of the specified work that is performed during an unfavorable period of the year. The value of the coefficient used in the estimate calculation does not depend on the duration of field work, but is set depending on the duration of the unfavorable period in accordance with Appendix 2 for the area where the survey is carried out.

3.7.5. It is recommended that expenses not included in the table prices be allocated to a separate section of the estimate (other expenses) and determined as follows.

a) Expenses for inland transport provide for compensation for the costs of the performing organization for moving surveyors and transporting equipment and materials within the survey site (that is, from the location of the survey expedition, party, detachment or organization performing surveys to the survey site and back, as well as directly at the work site) . Expenses for internal transport are included in the estimate calculation without fail and are determined by applying the standards of Table 4 of the Reference Books (SCiR-82) to the cost of all field work (main and auxiliary), as well as office and laboratory work performed in the field camp. In this case, the cost of these works is established with all allowances that take into account the conditions for carrying out surveys (in accordance with clause 3.7.4 of this Manual), including the costs of maintaining survey bases, radio stations, as well as installation, dismantling and maintenance of survey equipment, and, if necessary, determining the costs of internal transport- by special calculation in prices of the current period in the cases and in the manner provided for in the notes to Table 4 of the Directories (SCiR-82). In this case, the standards of Table 4 do not apply.

Note - The standards in Table 4 are established taking into account the need for vehicles to be at the work site full time, which is due to safety regulations.

b) Expenses for external transport are associated with compensation for the costs of the performing organization for travel of surveyors and transportation of equipment and materials from the permanent location of the organization performing surveys to the survey base or survey site and back. Expenses by external transport are determined by applying the standards of Table 5 (providing for round-trip transportation costs) to the cost of all field work (main and auxiliary), as well as office and laboratory work, if they are performed in expeditionary conditions. In this case, the cost of work is determined taking into account:

- allowances for the conditions for carrying out surveys, determined in accordance with clause 3.7.4 of this Manual;

- costs for internal transport, determined according to the standards of Table 4;

- costs for the maintenance of survey bases, radio stations, installation, dismantling and maintenance of survey equipment.

If necessary, expenses for external transport can also be determined by a special calculation based on actual costs in prices of the current period, taking into account current transport tariffs, wages and travel allowances (daily allowances) or field allowances for the period of travel of survey personnel (to the survey site and back) in cases provided for in the notes to Table 5 of the Directories base prices. In this case, the standards of Table 5 do not apply.

c) Expenses for organization and liquidation of surveys at the site are associated with the loss of working time for: drawing up an application with a list of necessary tools, materials, special clothing and other material assets and their receipt (delivery), packaging and sending equipment, equipment and materials to the work site and other preparatory work necessary to begin execution survey work, as well as for disassembly, dismantling of machinery, equipment, structures, preparation and submission of material and financial reports and other work related to the liquidation of surveys at the site.

Expenses for at the site are calculated by applying the relevant standards of clause 13 of the “General Instructions” of the Directories and SCiR-82 to the cost of all field work (main and auxiliary), as well as office and laboratory work, if they are carried out in expeditionary conditions. In this case, the cost of work is determined in the same way as when calculating expenses for external transport.

Expenses for organization and liquidation of work at the site must be taken into account when carrying out all types of survey work, regardless of their volume and the remoteness of the work site from the location of the organization performing the survey.

d) Costs associated with issuance of intermediate research materials(if provided for in the contract or technical specifications of the Customer), are determined by applying the fractional part of the corresponding coefficient to the cost of all main (field, laboratory and office) and auxiliary works (except for expenses for maintenance of bases and radio stations) with all allowances (in accordance with clause 3.7.4 of this Manual), taking into account the conditions for performing survey work. At the same time, the costs internal and external transport; organization and liquidation works on site are not taken into account in the calculation.

The costs associated with the issuance of interim survey reports are due to a violation of the sequence of the production process and the need to compensate employees for overtime and work performed at odd hours.

e) Expenses for metrological ensuring the uniformity and accuracy of measuring instruments and additional depreciation charges for production equipment and transport ( metrological support) are calculated for survey work, the cost of which is established according to SCiR-82, taking into account the “Additions”. In the Basic Price Directories, this type of expense is provided for in tabular prices and is not additionally taken into account in the estimates.

Calculation of expenses according to " metrological support" is made by applying the fractional part of the corresponding coefficient to the cost of all main (field, laboratory and office) work with all allowances (according to clause 3.7.4 of this Manual), taking into account the conditions for carrying out surveys, with the addition of expenses for internal transport. At the same time, the costs external transport, organization and liquidation works and issuance of intermediate materials are not taken into account.

3.7.6. Preliminary total of the estimated cost survey work is formed as the sum of:

- expenses for performing all types of main and auxiliary work;

- allowances accrued in accordance with clause 3.7.4 of this Manual;

- expenses not included in the table prices, calculated in accordance with clause 3.7.5 of this Manual.

To the preliminary total of the estimated cost if necessary, allowances are added - " district" And " for northern benefits".

a) Accrual " district bonus" To " total estimated cost" is carried out in accordance with clause 3.5 of this Manual by using the fractional part of the regional correction coefficient of Table 3.

The estimate includes separate items for expenses for " district"surcharge for work performed in" expeditionary conditions", and work performed in " hospital conditions", that is, at the location of the organization (where, as a rule, office and laboratory work is carried out), if the established values ​​of regional coefficients for workers' wages are different (Appendices 3 and 4 of the Directories).

If it is necessary to apply several regional coefficients (for example, when surveying main routes of long-distance linear structures, etc.), it is advisable to enter these coefficients directly into the cost of main and auxiliary work. In this case, the regional coefficient k " total estimated cost" does not apply.

b) When carrying out surveys by organizations that make payments related to the provision of benefits to persons working in the Far North and equivalent areas, an allowance is awarded for " northern benefits", compensating for these costs.

The amount of this allowance is determined in a separate budget item by applying the fractional part of the corresponding coefficient to " total estimated cost". At the same time, the value " district"surcharges this one" result" won't turn on.

c) The estimate attached to the contract provides for additional costs for work and services listed in paragraph 12 of the “General Instructions” of the Handbooks, as well as unforeseen costs associated with plugging wells, construction of temporary buildings and structures (bases for tents, crossing ditches and ditches, construction of stairs on steep slopes, sheds, outhouses, berths for boats and boats, etc.), in the amount of at least 10% of the estimated cost of survey work.

The need to include cost items in the estimate " Unexpected expenses" is due to the lack of information from the performers about upcoming additional expenses not provided for in the prices of the Directories and SCiR-82: acquisition of survey materials from previous years (including aerospace, cartographic), logging tickets; carrying out approvals necessary for carrying out surveys, etc. If the performer has information about the upcoming costs for these purposes, article " Unexpected expenses" is not included in the estimate, and the amount of these costs is determined in accordance with clause 3.10 of this Manual.

When drawing up an executive estimate, the value " unforeseen expenses" if necessary, adjusted in accordance with the actual costs for these purposes.

Overall size" unforeseen expenses" is defined as the sum of the expenses of the organization performing the survey, determined by labor costs (form 3P), and the expenses of organizations providing services on the basis of relevant documents (copies of contracts, invoices, invoices, checks, etc.).

3.8. By adding the allowances specified in clause 3.7.6 to preliminary total of the estimated cost is being formed cost of survey work in prices as of 01/01/01 or as of 01/01/91

3.9. Bringing the cost of engineering surveys, calculated in prices as of 01/01/01 or 01/01/91, to the price level of the current period is carried out by applying to this cost the corresponding inflation index.

Quantities inflation indices, contained in letters from the Gosstroy of Russia, are averaged across organizations of various departmental affiliations carrying out surveys on the territory of Russia, and are calculated without VAT; the magnitude of these inflation indices are of an informational nature.

Calculation procedure inflation index recommended by letter of the Ministry of Construction of Russia dated December 17, 1992 N BF-1060/9 and established by the “Temporary recommendations for clarifying base prices determined according to the Collection of prices for survey work for capital construction”, according to which inflation index calculated by the organization performing the survey.

To bring the cost of survey work, calculated according to the Directories of basic prices at the basic level as of 01/01/91, the same applies to the prices of the current period inflation index value, as when determining the basic cost of research, calculated according to SCiR-82 with “Additions” and “Letter 21-D”.

3.10. Expenses, determined in prices of the current period, consist of the costs of the organization performing the survey and the costs of the organization providing the services.

The exploration organization's costs associated with the loss of working time are calculated based on labor costs based on the salaries of the main performers (with justification for the specialists' time of employment).

Expenses determined in prices of the current period, such as payment for third-party services; expenses associated with obtaining initial data and information about natural conditions, with the acquisition of aerial photography, cartographic and stock materials from previous years’ surveys; expenses for compensation to land users for material damage caused in connection with grasses and surveys on their land plots; costs associated with deforestation; transportation costs (if they are determined according to current tariffs), etc., are included in a separate additional estimate and, as a rule, are not subject to indexation.

Indexation of the above costs can be carried out in accordance with changes in the inflation rate during the survey period, if this is provided for in the agreement (contract).

3.11. The basic cost of survey work in prices as of 01/01/01 or 01/01/91, reduced to the price level of the current period, together with expenses determined in prices of the current period (clauses 3.7-3.10 of this Manual), are full base cost of survey work on the research object, which is basis to establish negotiated price.

Appendix 1. PROCEDURE AND FORM FOR COMPLETING ESTIMATED CALCULATIONS ACCORDING TO THE BASIC PRICE DIRECTORIES AND SCIR-82

Annex 1

The estimate for survey work, calculated according to the prices (rates) of the Reference Price Guides and STsiR-82 (Form 2P), is recommended to be drawn up according to the attached form.

For prices (rates) calculated at different basic levels, separate estimates must be drawn up. It is also recommended to prepare separate estimates for the types of engineering surveys: geotechnical engineering, geodetic engineering, hydrometeorological engineering.

At the top of the estimate, the name of the object, the design stage, the type of survey, the name of the organization of the contractor and the customer, as well as the name of the price document (documents) on which the estimate is drawn up must be indicated. Inclusion in the estimated calculation of costs should be carried out in the sequence provided for in this Manual. When drawing up estimates for the survey of main routes of considerable length passing through areas in which various regional coefficients are established for the salaries of surveyors, it is recommended to draw up estimates for the corresponding sections of the routes depending on the number of regional coefficients or, in extreme cases, enter the regional coefficient directly into the prices.

The columns of the estimate drawn up according to the attached form must contain the following data.

Column 2 - “Name of work and costs” contains: type of work (costs), category of complexity, relief section, built-up area, etc., i.e. all parameters necessary to justify the price included in the estimate for calculating the cost of work.

Column 5 - “Cost Justification” provides a link to the price document from which the price is taken, indicating the table number, paragraph, note number, paragraph of the General Instructions (General Provisions) of the Directory, part, chapter, on the basis of which the corresponding reducing or increasing coefficient or percentage standard.

For allowances and other expenses (internal and external transport, organization and liquidation of work on site, etc.), a list of budget items to which the corresponding standard applies is provided.

Column 6 - “Cost calculation” provides a cost calculation obtained by multiplying the price with the applied coefficients and the volume of planned (performed) work. To calculate allowances and other expenses, the percentage standard and the amount to which this standard is applied are indicated.

At the end of each section, field, desk, and laboratory work is described and their total cost is calculated. Other expenses are allocated to a separate section of the estimate, including surcharges that take into account the conditions of work that differ from those taken into account in the price documents:

- allowances for work performed in high-mountainous, desert and waterless areas, during unfavorable periods of the year, under “special regime” conditions;

- an allowance that takes into account the costs of issuing intermediate materials;

- expenses for “internal” and “external” transport, organization and liquidation of work at the site;

- if necessary, curatorial costs are calculated, as well as unforeseen expenses and costs associated with obtaining permits for engineering surveys and using archival materials.

When drawing up estimates, it is imperative to take into account that in all Directories of basic prices and in SCiR-82, prices for field work are calculated for the performance of this work in expeditionary conditions (i.e., with the payment of travel allowances or field allowances to workers), and prices for laboratory and desk work - for hospital conditions (i.e. without paying surveyors travel allowances or field allowances). In this connection, when performing field work in a hospital setting, a reduction factor of 0.85 is applied to prices (prices), and if laboratory and office work is carried out in expeditionary conditions, then an increasing factor of 1.15 is applied to prices (prices) for these works.

All allowances and other expenses are calculated in accordance with this Manual based on the relevant pricing documents, and the transfer of standard values ​​from one pricing document to another is not allowed.

As a result of summing up the cost of all planned (completed) work, allowances and other expenses, the estimated cost of work is formed at the base level (in prices as of 01/01/01 or 01/01/91), and after introducing the inflation coefficient - the estimated cost in current prices period. 1. General Provisions

1.1. These Methodological Recommendations have been developed in accordance with the current legislative and regulatory acts of the Russian Federation, establishing for participants in investment activities in construction the procedure for forming contract prices and regulating contractual relations, as well as requirements for the organization and production of engineering surveys.

1.2. In accordance with the Law of the RSFSR "On Investment Activity" dated June 26, 1991, No. 1448-1, as amended on June 19, 1995, the main legal document regulating the production, economic and other relationships of subjects of investment activity is an agreement (contract) between them .

The conclusion of agreements (contracts), the choice of partners, the determination of obligations, and any other conditions of economic relations that do not contradict the legislation of the Russian Federation are the exclusive competence of subjects of investment activity. In the implementation of contractual relations between them, interference by state bodies and officials that goes beyond the scope of their competence is not allowed.

1.3. These Methodological Recommendations are used as a guide in determining the cost of engineering surveys by enterprises (organizations) of various organizational and legal forms and departmental affiliations that carry out engineering surveys for capital construction, as well as other participants in investment activities.

1.4. The contract price is determined on the basis of the base (basic) price, including the inflation index calculated for the period of validity of the agreement (contract) in relation to the level of costs as of 01/01/91 with the addition of value added tax (VAT) and other taxes in case of introduction by law.

1.5. The cost of survey products (work, services) - the negotiated price is established in the agreement (contract) for the creation of survey products (work, services) by agreement of the parties.

1.6. The base price (cost) is determined by the estimate in prices as of 01/01/91 according to the Directories of base prices for various types of survey work of the Gosstroy of Russia, and for work not included in the Directories, according to the Collection of prices for survey work for capital construction, M, 1982, (SCiR-82) with the inflation index applied to them, and in the absence of the necessary prices in the Directories and SCiR-82 - based on labor costs (PO form or calculation).

Calculation procedure inflation index recommended by letter of the Ministry of Construction of Russia dated December 17, 1992 No. BF-1060/9 and established by the “Temporary recommendations for clarifying base prices determined according to the Collection of prices for survey work for capital construction,” according to which the inflation index is calculated by the organization performing the survey.

1.7. The estimate calculation of the base price is drawn up during the period of development of the estimate and contractual documentation by the executing organization in accordance with the survey program attached to the estimate calculation, drawn up on the basis of the customer’s technical specifications. The survey program provides justification for the main pricing factors: composition and volumes, conditions and timing of planned work, as well as categories of complexity of natural conditions and work conditions, degree of exploration of the territory, etc.

If it is necessary to provide the customer with an as-built estimate, if this is provided for by the terms of the agreement (contract), the estimate is drawn up upon completion of the survey on the basis of a technical report on the survey results in accordance with the composition and volume of work actually performed.

1.8. The estimate is attached to the agreement (contract) as a justification for the contract price for the creation of survey products (works, services) and is its integral part along with the technical specifications, work schedule (schedule) and survey program.

2. The procedure for determining the contract price

2.1. The contract price for survey products (work, services) is established on the basis of the base price by agreement of the parties in the agreement (contract) for the creation of survey products (work, services). In this case, the value of the contract price can be taken equal to the value of the base cost, or differ from it.

The negotiated price can be final or open (preliminary). The discovery price, as a rule, is set for large and complex survey objects carried out at sites with difficult natural conditions. The procedure for revising the open price is provided for in the agreement (contract).

2.2 . The possibility of changing both the final and open contract price must be provided for in the agreement (contract) for the creation of exploration products (works, services). The circumstances under which a change in the contract price is possible, and the conditions for its change, must be clearly formulated.

2.3. The basis for changing (increasing or decreasing) the contract price and timing of surveys or one of these parameters may be:

Force majeure circumstances (military operations in the area of ​​exploration work, man-made disasters, extreme natural phenomena: earthquakes, floods, etc.) are force majeure circumstances that make it impossible or significantly limit the actions of the contractor (or parties) to fulfill the terms of the contract (contract);

Changes in legislative and regulatory acts that worsen the situation of the parties compared to their condition at the time of concluding the agreement (contract), which leads to additional costs;

Introduction by the customer of additions and changes to the content of the technical specifications and the agreement (contract) during the period of its validity, affecting the deadlines, organization, production conditions and volumes of survey work, which causes a change in the cost of survey products;

Identification by the contractor in the process of carrying out engineering surveys of natural (man-made) factors that negatively affect the adopted design decisions, when it becomes necessary for the parties to consider the issue of the advisability of continuing the work and (or) its direction.

2.4. All changes in the contract price caused by the circumstances provided for in clause 2.3 of these Recommendations, as well as sudden changes in the economic situation in the country (or) other conditions specified in the agreement (contract), are formalized by an additional agreement, which is an integral part of the agreement (contract).

2.5. All additional services performed by the contractor at the request of the customer, not provided for in the agreement (contract) and not taken into account in the contract price for survey products, are carried out after the customer provides a letter of guarantee for their payment.

2.6. The agreement (contract) establishes the form and terms of payment for the work. Payment can be made:

One-time payment for the completion of the entire range of work stipulated by the contract (prepayment or payment upon completion of work);

With an advance payment (its size and payment period are specified) and final payment after acceptance of the work by the customer;

Stage by stage, with an advance payment in the amount of interest stipulated by the contract and deduction of advance interest in proportion to the volume of work completed at the stage;

Stage by stage, in the amounts and terms provided for by the calendar plan, which is an integral part of the contract.

2.7. It is advisable to provide for penalties in the agreement (contract) for both the contractor and the customer for violating the deadlines for completing surveys, paying, etc.

2.8. Disagreements between the Customer and the Contractor regarding the estimated cost of planned (performed) survey work can be resolved with the help of independent experts engaged by one of the parties.

In this case, experts can only estimate the base cost of survey work in prices as of January 1, 1991, since the negotiated price is the subject of an agreement (contract).

In order for experts to reliably assess the basic cost of survey work at a survey site, materials must be attached to the estimate calculation (the customer’s technical specifications, an engineering survey program with a work schedule, and in the case of drawing up an as-built estimate, also a technical report on the survey results) justifying main pricing factors.

1. Electronic applications within the sphere of competence of the Ministry of Construction of Russia, filled out in accordance with the attached form, are accepted for consideration.

2. An electronic appeal may contain a statement, complaint, proposal or request.

3. Electronic appeals sent through the official Internet portal of the Ministry of Construction of Russia are submitted for consideration to the department for working with citizens' appeals. The Ministry ensures objective, comprehensive and timely consideration of applications. Review of electronic appeals is free of charge.

4. In accordance with Federal Law No. 59-FZ of May 2, 2006 “On the procedure for considering appeals from citizens of the Russian Federation,” electronic appeals are registered within three days and sent, depending on the content, to the structural divisions of the Ministry. The appeal is considered within 30 days from the date of registration. An electronic appeal containing issues the solution of which is not within the competence of the Ministry of Construction of Russia is sent within seven days from the date of registration to the relevant body or the relevant official whose competence includes resolving the issues raised in the appeal, with notification of this to the citizen who sent the appeal.

5. Electronic appeal is not considered if:
- absence of the applicant’s surname and name;
- indication of an incomplete or unreliable postal address;
- the presence of obscene or offensive expressions in the text;
- the presence in the text of a threat to the life, health and property of an official, as well as members of his family;
- using a non-Cyrillic keyboard layout or only capital letters when typing;
- absence of punctuation marks in the text, presence of incomprehensible abbreviations;
- the presence in the text of a question to which the applicant has already been given a written answer on the merits in connection with previously sent appeals.

6. The response to the applicant is sent to the postal address specified when filling out the form.

7. When considering an appeal, disclosure of information contained in the appeal, as well as information relating to the private life of a citizen, is not permitted without his consent. Information about applicants’ personal data is stored and processed in compliance with the requirements of Russian legislation on personal data.

8. Appeals received through the site are summarized and presented to the leadership of the Ministry for information. Answers to the most frequently asked questions are periodically published in the sections “for residents” and “for specialists”

Having practiced in the field of estimating the cost of design and survey work for about 7 years, I have made a huge number of conclusions regarding the complexity and imperfection of the pricing system in this area of ​​activity, I will add, an intellectual and expensive area of ​​​​commercial activity of design and survey bureaus.

Let me start with the fact that the assessment of the cost of design and survey work (hereinafter referred to in the text) is carried out at a time when there is no project yet, and, perhaps, there is not even a sketch of the future building, structure, linear object, etc. Quite recently I came across an “album” (a sketch of a future sports complex), in which the area, volume, the presence of built-in premises of the facility, the presence of nearby infrastructure, and 3 pictures of the desired sports complex were reported - it was necessary to determine the cost of the design.

Experience suggested that it was necessary, at a minimum, to understand the composition of the designed volumes. At the moment, the document defining the composition and content of project documentation , is . But this resolution contains only the composition of the volumes of the project, as well as the composition of the content of engineering surveys, which in percentage terms can be about 20-25% of the cost of the main design work; the composition and content for the design of external engineering networks is also not clear: water supply, sewerage , electricity supply, gas supply, etc....

I won’t exaggerate, there are answers to these questions (if you ask yourself), it’s worse if we simply miss these volumes.

So, in order to determine the composition and content of engineering surveys, it is enough to refer to the Methodological manual for determining the cost of engineering surveys for the construction of the State Committee for Construction of Russia: Federal State Unitary Enterprise PNIIIS Gosstroy of Russia, 2004, which sets out the composition of the necessary surveys - geology, geodesy, ecology, and also provides a list of documents defining the composition of these surveys, what samples and in what quantities need to be carried out at the study site.

It remains to deal with the design of external engineering networks - the answer is TECHNICAL SPECIFICATIONS (hereinafter referred to as TOR), in which the customer (sometimes the designer himself) formulated the requirements and list of gas, water, electricity, etc. networks necessary for commissioning, and also the necessary technical conditions for connecting to these networks (determine the distances to the nearest input points or generating facilities).

Stage 1 – initial data, completed!

The 2nd stage, admittedly, is no less difficult - determining the cost of design and survey work!

There are 3 possible methods for calculating the cost of design work and 2 possible methods for calculating the cost of engineering surveys.

Methods for estimating the cost of design work.

Calculation based on natural indicators of the object (NPO)

The 1st calculation method is based on the natural indicators of the object (hereinafter referred to as NPO) - area, volume, length of linear objects, productivity for generating objects, etc., to which certain basic price indicators correspond in the collections of basic prices. At the moment, this is the most convenient and reliable method for determining the price of design work. About 250 collections of basic prices for most types of work have been developed. SBC are used for the federal budget and municipal budgets of the constituent entities of the Russian Federation. For the Moscow region and the Moscow city budget of the State Unitary Enterprise NIAC "Moscomarchitectures", Moscow Regional Recommendations, abbreviated as MRR, have been developed, which are mandatory when calculating estimates for design and development works when financed from the Moscow City Budget. More details about this calculation method can be found in the Guidelines for determining PIR, approved.

Calculation of design and survey work based on construction costs (OCC)

The second and less convenient method of calculation is calculating the cost of design and survey work as a percentage of the cost of construction and installation work, which is not always convenient due to the lack of estimates before design, and it is also not always possible to find an analogue object. There are a number of directories of analogue objects and methods for the aggregated determination of construction costs, for example: construction price standards (NCS) are included in the Federal Register of Estimate Standards; regional construction directory RSS-2014, feasibility study estimate - developed by Mosstroytsen OJSC, etc.

Having determined the cost of construction using any possible method, as a percentage of the cost of construction and installation works , reported in Directories and collections of basic prices, we determine the cost of design and survey work. Again, in more detail in MU 2010 approved by order of the Ministry of Regional Development of December 29, 2009 No. 620.

Calculation of the cost of design and survey work based on labor costs

3rd method - loved by the contractor and unloved by the customer - labor costs (hereinafter referred to as 3p, why 3p is a form for calculating estimates for labor costs, approved under form number 3P). With this method, the actual time of participation of designers in the development of any volume of the project or structural element of the building and other types of work that are not included in reference books and collections of basic prices is determined. The method is convenient for the designer in connection with the determination of the actual time of participation of specialists in the development of the project by expert means; the performer himself decides who and how much time participates in the design. Determination of the cost of engineering surveys.

The main method for determining the price of engineering surveys is calculation based on natural indicators reported in directories and collections of basic prices for 1991 and 2001. At the moment, for research there are only federal reference books of basic prices, which are used for any source of financing, but for Moscow money we must not forget about the city order standard reported in.

The second possible method for determining the cost of research is labor costs. Here everything is similar to labor costs in design, we determine the actual time of participation of specialized specialists, and therefore we get the price.

Automation of estimate calculations PIR. PIR program
