PPR is done by a group in the office, before they went to coordinate it, now they can hang it on you. This working PPR linked to building part with planning of labor and technical resources, with a competent schedule for the production of work, with non-standard technical maps and the SOCC must already be signed and agreed upon at the facility 2 months before the start of work. In the conditions of Transneft, with its unrealistic timing regulations, it is practically impossible to do this, nor to plan the physics normally, and as a result, we get an unrealistically planned development Money. The regulations developed and approved by OAO AK Transneft establish industry-wide mandatory requirements for the organization and performance of work in the field of trunk oil pipeline transport, as well as mandatory requirements for formalizing the results of these works.

Regulations (enterprise standards) are developed in the system of OAO AK Transneft to ensure the reliability, industrial and environmental safety of main oil pipelines, regulate and establish uniformity of interaction between the Company’s divisions and OAO MN when conducting work on the main production activities both among themselves and with contractors , state supervision bodies, as well as unification of the application and mandatory implementation of the requirements of the relevant federal and industry standards, rules and other regulatory documents.

REGULATIONS
DEVELOPMENT OF PROJECTS FOR CONSTRUCTION, TECHNICAL RE-EQUIPMENT AND RECONSTRUCTION OF OBJECTS OF MAIN OIL PIPELINES

1. GENERAL PROVISIONS

1.1. The project for the production of works is developed by the contractor (contractor, own construction and installation organization) for the construction of new, expansion and reconstruction of existing facilities.

1.2. Construction, reconstruction and technical re-equipment of main pipeline transport facilities without approved work execution projects is prohibited. Deviations from the decisions of the project for the production of works without the consent of the organizations that developed and approved them are not allowed.

1.3. A PPR approved and agreed with all interested organizations should be issued:

Directly to the performers of construction and installation works;

UMN (RNU);

VET (SU, SMU) or services for the operation of UMN (RNU);

PPR developer;

1.4. Technological maps are issued directly to brigades and units at the place of work (piling, brickwork, ceiling welding, insulation, etc.).

1.5. This Regulation does not cancel the requirements of regulatory documents (SN and P, VSN, RD, etc.) and the current legislation of the Russian Federation.

2. COORDINATION AND APPROVAL OF WORK PROJECTS

3. COMPOSITION AND CONTENT OF WEP

The project for the production of works must contain:

3.1. The calendar plan for the production of work on the object (application f.).

3.2. Building master plan.

3.3. The transport scheme for the transportation of materials, structures and products, indicating the main and intermediate storage bases for materials and products.

3.4. Schedules for the receipt of building structures, products, materials and equipment at the facility (Appendix f.) with data on the receipt of these resources for each contract team with the application of picking lists.

3.5. Schedules for the movement of workers (application f.) And the main construction machines by object (application f.).

The schedules for the movement of the main construction machines should be developed taking into account the timely completion of the set of works assigned to it by each team.

3.6. Technological maps (schemes) for the performance of certain types of work with the inclusion of schemes for operational quality control, a description of the methods of work, an indication of labor costs and the need for materials, machines, equipment, devices and protective equipment for workers.

3.7. During the reconstruction of buildings and structures - the sequence of dismantling works.

3.8. Solutions for the production of geodetic works, including layouts of signs for performing geodetic constructions and measurements, as well as instructions on the need for accuracy and technical means of geodetic control of construction and installation works.

3.9. Safety decision in the composition defined by SNiP 12-03-99.

3.10. Activities for the performance of work on a rotational basis, including work schedules, work and rest schedules, as well as the composition and equipment of teams.

3.11. Solution for laying temporary networks of water, heat and power supply and lighting (including emergency) construction site and workplaces with the development, if necessary, of working drawings for connecting networks from power sources.

3.12. Explanatory note.

4. DURATION OF THE REGULATION

4.1. This regulation comes into force from the date of its approval and is subject to revision at least once every 5 years.

The procedure for the development of projects for the production of works

The procedure for developing a project for the production of works in our company:

  • study of the terms of reference for the PPR and the submitted materials on the object;
  • selection of the list of main types of work;
  • drafting explanatory note and applications;
  • registration of technological maps with their binding to the object;
  • inserting links from software to technical maps;
  • if necessary, adjustment of applications (schedules, construction plan).

All responsibilities for the design of each section are distributed to individual responsible and trained specialists. Following this procedure for the development of WEPs, we control each stage and are responsible for the relevance of all applicable regulatory documents.

Sections on technology draw up only technologists, industrial safety, labor protection and environment— HSE specialist, electrical safety and technological maps for electrical work — power engineer, etc. The order of development of projects for the production of works may vary depending on the complexity of the object.

Development of WEP by stages

The WEP project is developed both for the entire facility and for individual stages of ongoing construction, overhaul, technical re-equipment and reconstruction of facilities:

  • preparatory period (installation of fences, arrangement of a household year, temporary roads, installation of scaffolding, geodetic works, dismantling of buildings and structures);
  • zero cycle works: pile, excavation, installation of monolithic and reinforced concrete foundations;
  • erection monolithic structures: concreting and reinforcing of foundations, walls, floor and floor slabs, columns;
  • installation of enclosing structures (walls, partitions) made of ceramic and silicate bricks, blocks, metal structures, sandwich panels;
  • erection of metal structures of overpasses, buildings, structures, tanks, tanks: columns, beams, girders, trusses, connections, sheet and roll assembly of tanks;
  • welding and installation works;
  • installation of roofs using various materials: rolled, soft roofs of membrane type, from corrugated board;
  • finishing works inside (floors, ceilings, walls) and outside (facades, plinth) of the building;
  • filling openings: doors, gates, windows;
  • arrangement of intra-quarter and trunk highways from slabs and asphalt, footpaths, bridges;
  • laying of external and internal engineering networks: electrical work, laying of heating networks, heating, water supply, sewerage, ventilation, gas pipelines, cables, oil pipelines, overhead lines, technological pipelines, etc.

Registration of the project for the production of PPR

We carry out the execution of the developed PPR in accordance with all applicable NTD. Like all test documents in accordance with SPDS, the project contains a cover, title page, table of contents, general data, main sections on MDS, literature, familiarization and approval sheets, applications.

The title page and cover provide data on the object, the Customer, Contractors, and the year of development. At the design stage, the document is divided into volumes containing no more than 250 sheets.

PPR and the process charts included in it are developed by us in accordance with the requirements of the MDS and the internal regulatory documents of the Customer. The entire technology for performing work is tied to the human resources, machines and mechanisms provided in the TOR.

The procedure for the development and approval of WEP


    1. For the development of a WEP, the Customer, no later than 4 working days from the date of receipt by the customer (OST) of an extract from the final protocol of the tender commission for the selection of a contractor, before the conclusion of the contract, according to the act, transfers to the general contractor the materials for the development of the WEP, specified in clause 6.3.

    2. The WEP must be developed and agreed upon by the design organization that developed the detailed design and the Customer in accordance with the requirements of this regulation, within the time limits specified by the contract, but not less than 7 working days before the start of work at the facility.

    3. The Customer, within the terms specified by the contract, provides the Contractor with the following materials for the development of WEP.

      1. When developing a WEP for operating OST facilities and facilities located in the security zones of existing oil pipelines, oil product pipelines, engineering communications OST:


  • measures for fire protection of operating OST facilities located in close proximity to the construction site, including the tank farm;
- an extract (copy) from the plan for the elimination of possible accidents;


  • a scheme for organizing communication with operating services;


      1. When developing a WEP for new construction projects

  • design and working documentation approved "in production of works";

  • technical conditions of owners of engineering communications of third-party organizations (during the performance of work in the security zones of engineering communications of third-party organizations);

  • a list of as-built documentation generated during the performance of work at the facility, developed and approved by the OST in accordance with OR-91.010.30-KTN-266-10.

    1. For the development of WEP, the contractor provides the developer of the project for the production of works with the following materials:

  • design and working documentation approved "in production of works";

  • a block diagram of a construction organization with a list and characteristics of all departments and services included in it, a list and characteristics of subcontracting organizations involved in the performance of work;

  • list and characteristics of construction machines and Vehicle, technological equipment, quality control devices for work in a construction organization;

  • the presence of working construction professions in a construction organization;

  • conditions of labor organization;

  • calendar plan for the production of work on the facility (in the form B1, Appendix B of this regulation);

  • information on the system of production quality control of work performance;

  • Specifications for the use of motorways of federal, regional and district significance, issued by their owners, the use of existing bridges and overpasses, as well as the arrangement of an junction with the motorway at the exits to the along-route passage.

  • materials received from the Customer, specified in clause 6.3.

    1. The contracting organization develops (organizes the development), coordinates with the design organization the WEP in the cases provided for by these regulations (Appendix A) and submits the WWP for approval to the Customer within the time limits specified by the Contract, but no later than 20 working days before the start of work.

    2. Coordination of the WEP with the design organization is carried out before it is presented for approval to the Customer under the contract concluded by the contracting and design organizations.

    3. On the part of the design organization, the coordination of the developed WEP is carried out by the chief engineer of the project.

    4. WRP is presented to the Customer in paper (two copies) and electronic form.

    5. Consideration of the WEP by the customer is carried out only in the OST or only in the branch of the OST in accordance with the distribution of responsibility in Appendix A.

      1. For each PPR, the assignment of specialists who review it is carried out by order of the OST or branch of the OST in accordance with the distribution of responsibility in Appendix A, indicating the positions, full names of specialists and the timing of the consideration of the PPR.

      2. Consideration of the WEP and issuance of comments are carried out by the Customer within a period of not more than 5 working days from the date of its receipt for approval.

      3. The Customer's comments to the WEP are sent by official letter.

      4. The elimination of the issued comments to the WEP and its transfer to the customer for re-checking are carried out by the general contractor within a period of not more than 5 working days from the date of receipt of the comments.

      5. Verification of the elimination of the issued comments to the WEP is carried out by the Customer within a period of no more than 3 working days from the date of its receipt for re-checking. In the absence of comments, the WEP is agreed by the customer.

    1. Responsibility for the organization and timely and high-quality examination and approval of the developed WEP, as well as changes to it, rests with the chief engineer of the OST branch or the chief engineer of the OST in accordance with Appendix A of this regulation.

    2. The WEP approved and agreed by the Customer must be transferred to the general contractor in 1 copy.

    3. The general contractor, no later than 5 working days before the start of work, organizes the transfer of WEP to the construction site (reconstruction, overhaul, facilities current repair according to which the design and estimate documentation was developed, etc.).

    4. The original of the agreed WEP must be located at the work site.

    5. Working staff and engineers general contractor and subcontractors involved in the implementation of construction and installation work must be familiarized with the requirements of the WEP against signature.

    6. The contracting organization is responsible for familiarizing the personnel with the WEP.

    7. It is prohibited to allow a contractor to carry out construction and installation works in the absence of an agreed and approved WEP.

    8. When performing construction and installation works using lifting equipment (cranes, loader cranes, construction hoists, hoists (towers)) the contractor, in accordance with RD-11-06-2007, additionally develops and approves the PPRk, conducts an industrial safety review and registers the conclusion of the expertise of the PPRk in the territorial body of Rostekhnadzor. The developed PPRk is agreed upon by the head of the organization that developed the PPRk and approved by the head of the general contracting construction and installation organization.
Persons coordinating and approving the PPRk are certified in the field of industrial safety of hazardous production facilities.

Carrying out of the specified works without developed and passed examination of industrial safety PPRk is prohibited.

Loading and unloading operations and warehousing of goods by cranes and loader cranes at bases, warehouses, sites are carried out according to technological maps loading and unloading operations.

The PPRk is developed separately from the PPR (it is not included in the PPR) before the start of the corresponding type of work.


    1. Changes to the PPR are carried out in the following cases:

  • adjustment of the working documentation - changing the technical solutions provided for by the project, changing the methods for performing construction and installation works, changing the type of equipment being installed and the materials used;

  • change in the nomenclature used in the construction and installation work of construction equipment: construction machines, mechanisms, transport and construction equipment;

  • change in the conditions for the implementation of construction and installation works and the organization of labor (change in the timing of the implementation of construction and installation work, the season of work performed, transport schemes, etc.);

  • changes in existing and introduction of new regulatory documents in force in the field of trunk pipeline transport of oil and oil products;

  • change or introduction of new standard technological maps.
The contracting organization, after the occurrence of these conditions, makes changes to the project for the production of works and sends it for approval to the Customer and the developer of design and working documentation for the facilities under clause 5.4.1 of this regulation. The procedure for amending the WEP is similar to the procedure for the development and approval of the WEP and is carried out in accordance with these regulations.
